Welcome to Cycling BC’s 2025 Provincial Championship for cyclocross, coined the Bear Crossing Grand Prix p/b Panache Cycling Sports.

Thank you for your interest in participating in the 2025 BC Provincial Cyclocross Championships. With support from viaSport, Cycling BC, the Capital Regional District, the City of Saanich, and the Province of British Columbia, we can welcome competitors, their families, friends, and our community to Layritz Park.

We acknowledge that this facility is located on the ancestral and unceded territories of the lək̓ʷəŋən (Lekwungen) people, specifically the Esquimalt and Songhees Nations.

Panache Cycling Sports Ltd. is a well-established professional cycling event organizing company that provides turnkey event management for provincial, national, and international cycling events in BC. For over 15 years, business owner Jon Watkin has utilized cycling as a platform to launch professional cycling careers, connect with the cycling community, and drive economic growth in host regions.

[UPDATED NOVEMBER 4] To accommodate athletes who do not yet have an annual Cycling BC membership and those travelling to attend our event, Cycling BC has approved updates to the license requirements and race schedule. Athletes can now participate in any category using a Single-Event License ($5 youth, $25 adults), but will not be eligible to win Provincial Championship medals or jerseys. Moreover, the U13, U15, U17, and U19 categories have been rescheduled to other start waves to accommodate recent ferry travel requests from parents—thank you for voicing your ideas!

Cycling BC is the provincial governing body for the sport of cycling in British Columbia. We are a not-for-profit association registered under the BC Societies Act and affiliated with the Union Cycliste Internationale (UCI) through our membership in Cycling Canada. Our Board of Directors, elected by our members at the Annual General Meeting, provides policy direction to our senior staff. Other important stakeholders who support the objectives of Cycling BC include race organizers, coaches, commissaires, instructors and committee members. We represent the full range of disciplines, including Road, Track, Cyclo-cross, Mountain Biking, BMX and Para-cycling.

viaSport is the provincial agency responsible for stewarding amateur sport in British Columbia. VENUE INFORMATION

Layritz Park, situated in Saanich just north of downtown Victoria, has emerged as one of British Columbia’s premier venues for cyclocross. The course winds through a mix of open playing fields, tree-lined pathways, and natural elevation features, creating a varied circuit that blends power and technical skill. Riders encounter grass, gravel, and packed dirt surfaces, with signature elements such as off-camber slopes, run-ups, and barrier sections that demand frequent dismounts. Layritz has hosted national-level events, including the Canadian Cyclocross Championships, and is recognized for its spectator-friendly design, which allows much of the course to be viewed from central vantage points. The venue continues to evolve with each edition, maintaining its reputation as a challenging and iconic stop on the Canadian cyclocross circuit.

There are TWO parking lots readily available for the general public to use.

Please do not drive your vehicles on the service road or park near the diamonds or batting cage. These areas are meant for Saanich staff and commercial service vehicles only. Also, please respect the residential parking signs along Layritz Ave (we need to be good neighbours to those in the area).

Our race course includes a 2-direction pit! [So pro!]. Power Washers will be provided pending approval.

MEDICAL EMERGENCIES

First aid will be on-site for all group racing sessions. The first aid kit will be located at the Race Officials’ desk. The medical team will treat athletes, staff, officials and volunteers.

GENERAL REGULATIONS

  1. The Provincial Championships are an AA-level sanctioned event. Therefore, UCI regulations apply to all championship categories. It is the athlete’s responsibility to know the rules.
  2. The Provincial Championships will occur on the scheduled date and time. Regardless of unforeseen delays or prolonged stoppages, the Championships will not extend past Sunday, November 9, 2025. However, the racing format may be modified at the discretion of the President of the Commissaire Panel (PCP) and the Technical Delegate.
  3. Bikes and equipment are required to comply with UCI and Cycling Canada regulations.
  1. Athletes must compete in the clothing of their affiliated club/team, as per their license, or wear non-branded neutral clothing.  
  2. Support staff are expected to hold an active UCI technical license matching their associated role. Visit cyclingbc.net/edu to learn more. This will be enforced at the discretion of the President of the Commissaire Panel. Non-UCI Technical License holders may be restricted from certain areas.
  3. If an athlete is eliminated from an event by the commissaires, they must withdraw from the race immediately; failure to do so may result in disciplinary action.
  4. REMINDER FOR CYCLOCROSS: 
  1. Eligibility to Race: Per Cycling Canada’s 2025 companion guide (1.2.028 N), this competition is open to Canadian citizens, permanent residents, landed immigrants, and individuals with refugee status in all categories, including UCI categories. 
  1. Eligibility to Win: Only BC residents with the necessary membership/license can win a BC Provincial Championship title and medals.
  1. All protests concerning the finish order shall be examined and resolved by the PCP, whose decision is final and without appeal. Protests must be made verbally or in writing to the PCP within 15 minutes after the unofficial results are posted. There is no required deposit or payment to launch a protest. Final decisions will be announced directly, so podium ceremonies may proceed.
  2. All athletes finishing on the podium must attend the award ceremonies and wear their affiliated club/team cycling clothing. According to UCI Rule 1.2.113, riders must appear on the podium in competition clothing (i.e., without any political messaging). Failure to do so will result in a fine and loss of the award (including prize money) according to UCI rule 2.12.007.1.4. Athletes who cannot participate in the ceremony must advise the PCP or the Technical Delegate with a valid reason.
  3. Official race results will be released after the Finish Judge signs them and distributes them at the event check-in area. They will also be posted on the race’s official website in the following days.
  4. It is against the law to urinate in public in British Columbia. If doing so, you may be cited by local law enforcement. Please also obey all traffic laws, speed limits, and the directions of law enforcement.  Cycling BC Commissaires may enforce these rules concerning athletes and team staff, even if there is no citation by local law enforcement.
  5. All athletes must use the supplied body/frame numbers, without modification (e.g., cutting, folding). See the Number Placement section for event-specific details.
  6. All participants agree to abide by Cycling BC’s code of conduct. The President of the Commissaire Panel and/or Event Organizer reserves the right to exclude an athlete or team from competing in the remainder of the event if Cycling BC’s Code of Conduct is deemed to have been violated.

EVENT-SPECIFIC REGULATIONS

  1. Event Duration: All distances outlined in the Event Schedule section are subject to final approval by the President of the Commissaires Panel and the Technical Delegate. Distances will be confirmed at the Manager's Meeting.
  2. To optimize the competitive experience for athletes, Cycling BC’s cyclocross-specific regulations are outlined on our Competition Regulations webpage and highlighted below.

5.1.017: Course length - The course must form a closed circuit of a minimum length of 2.5 km and a maximum of 3.5 km, of which at least 90% shall be ridable.

5.6.004.20: Garbage - Rider or team staff disposing of waste or other objects outside of the equipment pit zone or outside any other organized waste zone or waste not returned to team or organization staff or not collected by team staff. Disposing of waste or other objects carelessly or dangerously (e.g., a bottle or other object remaining or bouncing back on the track, thrown directly or with excessive force at a spectator, causing a dangerous manoeuvre by another rider, causing a spectator to move onto the track).

1.3.018: Tyre Width - The wheels of the bicycle may vary in diameter between 700 mm maximum and 550 mm minimum, including the tyre. For the cyclo-cross, the width of the tyre (measured between the widest parts) shall not exceed 33 mm, and it may not incorporate any form of spikes or studs.

We will be checking tire widths throughout the season at A-sanction events and enforcing at AA-sanctioned events (Provincial Championships). However, in the spirit of fairness, we recommend that all athletes in Open/Elite categories ensure their tyres are compliant, regardless of the event's sanctioning level.

5.1.039: Pit Zone - Equipment changes must be carried out within the confines of the pit lane and at the same point. A rider who has passed the end of the pit area must continue to the following pit area for any bicycle or wheel change. A rider who is still in the racing lane may enter the pit lane as long as he retraces his route in the racing lane and enters the other lane at its start without obstructing other competitors.

5.1.062: Feeding - The act of handing out food or drinks is not allowed during cyclo-cross races. Nevertheless, a rider may keep and use food or beverages which they carry on their bikes or in their outfits.

5.1.062.1 P) - Feeding is permitted in the pit zone for all ages if the temperature is high, judged and announced by the PCP Commissaire at race start.

5.1.062.2 P) - In the spirit of fairness and health, feeding is permitted in the pit zone for U13/U15/U17 categories regardless of the temperature during non-AAA-sanctioned cyclocross races. Racers must stop and put a foot down to take the necessary refreshment that helps them complete their race distance.

5.1.018:  U-Turns - U-turns on the course shall be installed and protected so that riders may not hold on to the pole or the barrier in the centre of the U-turns.

5.1.051: 80% Rule - Lapped riders must complete the lap during which they were lapped and leave the event via an exit located before the finishing straight or in the “80%” zone as described in article 5.1.052, if that rule applies. They will be listed in the results in the order in which they are pulled out of the race, plus the number of laps which have not been completed.

All riders are allowed to finish their race.

1.3.080 N): Did Not Finish - A rider must inform a commissaire that he has dropped out of the race. Fines or penalties may apply.

ANTI-DOPING

CCES may conduct doping control. Athletes who are selected for testing will be met by a chaperone upon exiting the track. The location of the doping control station will be identified. Athletes participating in the 2025 Canadian Track Championships who require the use of a medication that is included on the Prohibited List must apply for a Therapeutic Use Exemption (TUE) before participating in the event.

NUMBER PLACEMENT

Riders are required to wear clothing that corresponds to the team/club indicated on their license, with the exception of riders representing their provincial team. Failure to wear appropriate clothing may result in fines. Independent riders must wear neutral clothing without any sponsor logos or branding.
