  1. TRUSTEE CONSIDERATIONS: ACTION

These items need to be considered individually and acted upon as such by the Board.  

  1. Review and Possible Action to Approve Williams Settlement Quarterly Uniform Complaint Report Summary:  This action reports publicly and to the County Superintendent the number of complaints the district has received per Williams Settlement requirements (regarding the quality of facilities, instructional materials, and teacher qualification). The district has received no such complaints. The Superintendent recommends approval.

  1. Consideration of and Possible Action on Resolution #22-008  Regarding Emergency Circumstances and Findings to discuss whether to continue with ongoing video-conferencing of Board meetings, pursuant to Education Code section Government Code Section 54953(e)(3). The Board will reconsider the state of emergency authorizing modified teleconferencing and determine whether either of the following circumstances exist: (i) the state of emergency continues to directly impact the ability of the members to meet safely in person, or (ii) state or local officials continue to impose or recommend measures to promote social distancing. Upon a finding, by majority vote, the Board may direct administration to conduct all legislative body meetings under the modified teleconferencing requirements for the next 30 days. The regularly scheduled November 9 board meeting is in 28 days.

  1. Review and Possible Action to Approve Board Policy Manual Revisions per California School Boards Association (CSBA) Update Recommendations, September 2022: The Board will consider updating its policies per CSBA, the BVUSD Board Policy Committee’s recommendations, as well as any changes approved by the full board at the meeting. The Superintendent recommends approval.

  1. Review and Possible Action to Approve Board Policy Revisions per California School Boards ASsociation (CSBA) for Independent Study.  The Board will consider updating BP 6158, AR 6158 and E 6158 to reflect CSBA recommendations as well as any comments from the Public Hearing provided they align with statutory requirements. The Superintendent recommends approval.

  1. Review and Possible Action to Amend an existing Exhibit to BP/AR 3541.1: Transportation for School-Related Trips.  The Board will consider amending E 3541.1 to reflect changes that align with recommendations by RESIG, our insurance carrier. The new exhibit modifies some requirements for parent volunteers/drivers. The Superintendent recommends approval.

  1. Review and Possible Action to Approve Proposal for the Establishment of a Bennett Valley Union School District Community Council as a replacement for the BVUSD School Site Council. The Board will consider approving a proposal to establish a  new structure for community input and collaboration. The BVUSD Community Council will encourage community engagement in our pursuit to ensure our programs, services, and resource allocation results in excellent and equitable outcomes for all students.  This Community Council replaces the previous School Site Council while fulfilling statutory requirements for parent advisory opportunities in the Local Control and Accountability Plan process (i.e., an LCAP Parent Advisory) as well as our English Learner Programs (i.e., ELACs and DELAC) as currently described in existing policies/regulations: BP 0460 / AR 0460 (LCAP), BP 1220 / AR 1220 (Citizen Advisory Committees), and BP 6174 / AR 6174 (Education for English Learners). In approving the new Community Council structure, it is recommended that the Board deletes existing School Site Council policies (BP/AR 0420), as they are no longer relevant (due to the District’s operation of Title I Targeted Assistance as opposed to Schoolwide Programs).

  1. Review and Possible Action to Approve Comprehensive School Safety Plan: The Comprehensive School Safety Plan has been an annual requirement since 1997 when the California legislature enacted SB 187. The CSSP will still go to an advisory group for feedback, and will be submitted for review by local police and fire departments. If any substantive changes are suggested, the Superintendent will return the CSSP for board approval. The Superintendent recommends approval.

  1. Review and Possible Action to Approve COVID Protection Plan (CPP): The updated plan reflects two changes to recent protocol.  Testing Requirements for Unvaccinated Workers ended on September 17, and CDPH has shifted from a strong indoor masking recommendation to use of CDC community levels to inform masking recommendations. The Superintendent recommends approval.

Action is permissible on these items but not anticipated.

CONSENT AGENDA

Items listed under the Consent Agenda are considered to be routine and are acted on by the Board in one motion. No discussion of these items is necessary unless the Board requests specific items to be discussed and/or removed from the Consent Agenda. Each item on the Consent Agenda approved by the Board shall be deemed to have been considered in full and adopted as recommended.

PUBLIC RECORDS NOTICE

In accordance with Government Code section 54957.5 and the Public Records Act, public records that are distributed to a majority of the Board of Trustees concerning the open session agenda will be made available upon request.  Such records distributed less than 72 hours prior to a regular meeting are available for inspection at the district office located at 2250 Mesquite Dr., Santa Rosa, CA  95405.

PUBLIC COMMENT

Pursuant to BVUSD Board Bylaw 9323, Government Codes 54954.2 and 54954.3 and Education Code 35145.5, members of the public are encouraged to attend Board meetings and to address the Board concerning any item on the agenda or within the Board's jurisdiction as follows:

Opportunities for public comment on an item appearing on the agenda will be provided before or during the Board’s consideration of the item.

Members of the public may provide input on non-agenda items during Public Appearances. Board members or district staff members may ask clarifying questions or briefly respond to statements or questions from the public about items not appearing on the agenda, but will not engage in discussion or take action. Board members may also ask staff to report back to the Board or place a matter of business on a future agenda.

Any person wishing to be heard by the Board shall first be recognized by the president. Members of the public may have up to three minutes per speaker and up to 20 minutes per item unless the Board president, with Board consent, adjusts the amount of time. Any such adjustment shall be done equitably so as to allow a diversity of viewpoints.

The Board shall not prohibit public criticism of its policies, procedures, programs, services, acts, or omissions; however the Board may remove disruptive individuals and order the room cleared for persistent disruption or statements that threaten the safety of any person(s) at the meeting. When the room is ordered cleared due to a disturbance, further Board proceedings shall concern only matters appearing on the agenda.

At the bottom of new window (bottom right of the screen), click the button labeled "Raise Hand."

You’ll know your hand is raised as a participant when you see an emoji hand on the screen next to your name.

On the participant listing, you "Raised Hand" will be signified by the emoji hand.

Lower your hand by clicking the same "Raise hand" button on the screen as before, which now says "Lower Hand."

To lower your hand, return to the participant toolbar and click the same button.

Click on the three horizontal dots, labeled "More" in the toolbar on the bottom right of screen.

Choose the "More" option, 5th from the left, to access options.

In the pop-up at the bottom of your screen, tap "Raise Hand."

Click "Raise Hand". The top option on the menu.
