A.                Personnel

        1.  Voice Vote

        The administration recommends the Board approve the following:

        a.        19-315 - Dawn Nickischer as Board Treasurer for the 2019-2020 fiscal year, at no additional

                compensation.

        b.        19-316 – Matthew Sawarynski as Board Secretary for the term of July 1, 2019, through June

                30, 2023, at no additional compensation.

        c.        19-317 - Matthew Sawarynski, Business Administrator, as HIPAA Security Officer and the

                Trust Secretary as the contact person for the District’s health care plans.

        d.        19-324 – Resignation of Lindsay Wisser from the position of Special Education Teacher,

                effective June 12, 2019.

        e.        19-325 – Resignation of Phyllis Crocker, Grade 1 Elementary Teacher at George Wolf

                Elementary, for the purpose of superannuated retirement, effective at the end of the day on

                December 13, 2019.

        f.        19-326 – Resignation of Naomi Rivera from the position of Study Hall Instructional

                Assistant at the High School, effective at the end of the day on June 11, 2019.

        g.        19-328 – Robert J. Steckel, Jr., as Open Records Officer for the Northampton Area School

                District, effective July 1, 2019.

        h.        19-334 – List of Professional Staff transfers effective with the 2019-2020 school year.

        2.  Roll Call Vote

        The administration recommends the Board approve the following:

                a.        19-321 - Memorandum of Agreement between the Northampton Area ESPA and the

                        Northampton Area School District, effective with the beginning of the 2019-2020 school

                        year.

        b.        19-327 – Sarah Aduddell, as a school psychologist at a rate of $299.14/day for a

                maximum of one hundred (100) days, no benefits, for a term beginning July 1, 2019,

                through June 30, 2020, subject to the terms and conditions of the contract.

        c.        19-332 - Tracy Gildner, 10-Month Special Education Secretary at the High School,

                effective August 12, 2019, pending receipt of proper documentation.  Her salary will be

                $22.55 per hour, with benefits, in accordance with the ESPA Agreement.

        d.        19-333 - Erica Furman, TPE Mathematics Teacher at the High School, effective August

                19, 2019, pending receipt of proper documentation. Her salary will be $55,903.00, with

                benefits, based on a Master’s degree and Step 1, per the Collective Bargaining

                Agreement between NASD and NAEA.

        e.        19-335 - Emily Howell, TPE Health and Physical Education Teacher at the High School,

                effective August 19, 2019, pending receipt of proper documentation.  Her salary will be

                $53,366.00, with benefits, based on a Bachelor’s degree and Step 2, per the Collective

                Bargaining Agreement between NASD and NAEA.

        B.        Curriculum

                The administration recommends the Board approve the following:

                1.        19-320 - Approve the Northampton Area High School Additional Targeted Support and

                        Improvement (A-TSI) Plan to be implemented July 1, 2019, through June 30, 2022.

                2.        19-329 - Textbook Adoptions for the 2019-2020 School Year for a total District cost of

                        $32,450.84.  All textbook costs are included in the Board approved curriculum and building

                        budgets.

        C.        Facilities

                The administration recommends the Board approve the following:

        1.        19-309R - School Board President to sign the Indemnification, Traffic Signal Maintenance

                and Stormwater Management Facilities Operations and Maintenance Agreement to be

                entered into by East Allen Township, JW Development Partners and the Northampton Area

                School District.  The Agreement in part includes provisions that address the obligation of JW

                Development to perform construction of the realignment of Seemsville Road, (which will

                intersect Route 329 at a new location), the construction and maintenance of the stormwater

collection facilities located within the PennDOT Right-of-Way and the installation and maintenance of the traffic signal to control traffic at the relocated intersection of Seemsville Road and Route 329.  In addition the Agreement in part includes provisions that make the School District secondarily liable to the Township in the event JW Development fails to perform its obligations for maintaining the stormwater facilities located within the PennDOT Right-of-Way or the traffic signal installed at the relocated intersection of Seemsville Road and Route 329. If the School District is required to assume secondary liability, the Agreement provides for a right to the School District to have indemnification from JW Development.  

        2.        19-319 - Proclamation and naming of the District Natatorium in recognition of Gwen L.

        D.        Finances

                The administration recommends the Board approve the following:

        1.        19-314 - The following insurance coverages and amounts for the 2019-20 fiscal year:

        2.        19-318 – Treasurer’s Report.

        3.        19-330 – The following 2019 Real Estate Tax Exoneration:  Route 329 Property (Parcel

                L5 1 12) – Northampton Area School District in the amount of $1,103.29 due to being a

                tax exempt entity.

        4.        19-331 – Contract for a special education teacher to provide school-based special

                education services not to exceed $8,100.

        5.        19-336 – Contract with Therapy Bridges, LLC to conduct a comprehensive independent

                occupational therapy evaluation at a cost not to exceed $1,900.00.

        6.        19-338 – Bills for Payment.

        E.        Miscellaneous

                The administration recommends the Board approve the following:

        1.        19-323 – Northampton Area School District Organizational Chart.
