Title VI Parent Advisory Council By-Laws
Article I – Name of Council
- The name of this council shall be “The Port Townsend Public School District Title VI Parent Advisory Council”
Article II – Purpose of the Council
The purpose of the Title VI Parent Advisory Council (PAC) is:
- To comply with the rules and regulations governing Indian Education Act – Title VI.
- To enhance and encourage the academic experience of the Title VI eligible students in the district.
- To provide direction and build Indian culture in meeting the academic and cultural needs of the Title VI eligible students.
- To participate in the design, operation and evaluation of the program.
- To advise the school district on the development of policies and procedures relating to the program.
- To serve as liaison between Title VI eligible students, parents, guardians and the school district.
The Parent Advisory Council shall have powers and duties expressed set forth herein:
Article III- Duties
- Recommend to Port Townsend School District a general plan for the allocation of Title VI Native American student-generated funding.
- Recommend Title VI Application Part II Applications and budgets to be forwarded by the Indian Education Department to the Port Townsend School District Superintendent and Board of Directors for review and certification.
- Participate in at least one annual Public Hearing organized and hosted by the Port Townsend School District.
- Assist the Port Townsend School District in recruitment of personnel to better meet the needs of Native American Students.
- Recommend to the Port Townsend School District curricula, texts, materials, and methods to be used to better serve the educational needs of American Indian students.
Article IV – Membership of Board
- Section 1: The Title VI Parent Advisory Council Board will be composed of at least the following members elected as described below in article V.
- Parents/Family Members/Guardians of students with an eligible Title VI form on file: Not less than 51% of the total Title VI Parent Advisory Council Board.
- Teacher(s): Not less than one.
- Student(s): At least one, but not more than two secondary students
- Community Member: Not more than one.
- Section 2: Qualifications for the Title VI Parent Advisory Council shall be in compliance with the Indian Education Act, Title VI, Regulations (Section

- Section 3: Each Parent Advisory Executive Board member shall hold office for a period of two (2) years.
Article V – Elections
- Elections to the Title VI Parent Advisory Council Board shall be held during the annual meeting every year. Elections will be open to all parents/guardians of the Title VI eligible students.
- Section1: Election procedures shall be as follows:
- All nominations will be made from the floor by parents/guardians of Title VI eligible students.
- All nominations require a second.
- All voting will be done by ballot with majority voting ruling.
- Title VI Parent Advisory Council members shall not be exempt from service on the council when close family members serve in the capacity of program staff.
- Section 2: Terms for office for the Title VI Parent Advisory Council Board shall be for two years with one-half (1/2) of the elected board up for election each year.
- During the 1st year of adoption of these by-laws the Board Member positions will be held for a period of two years for continuity.
- Section 3: Any member of the Title VI Parent Advisory Council Board may be removed or resign for the following reasons:
- Will be determined by a majority vote of the board.
Article VI –Board Members’ Duties
- Section 1: Duties of the Executive Board Members shall be:
- Assuring compliance with the Title VI rules and regulations
- Chairing all regular and special Parent Advisory Council Meetings
- Serve as the official representative of the title VI Parent Advisory Council
- Approval of Agenda
- Approval of Minutes
- Staff Reports
- Council Reports
- Financial Status Reports
- Old Business
- New Business
- Open Floor
- Schedule Next meeting
- Adjournment
- A quorum shall consist of at least three Board members
- Section 3: Special Meetings
- Special Meetings may be called by any Board Member or by petition of at least three parents/guardians of eligible Title VI students.
- A quorum will be as stated for regular meetings
- Section 4: Meeting Protocol
- All meetings will be conducted in accordance with Robert’s Rules of Order and the adopted by-laws.
- Section 5: Reorganization will be addressed at annual meetings
- Section 6: For the purposes of the annual approval of the Title VI grant application one member will be appointed signator. Their duty is to sign the agreement of the PAC with the Title VI application annually.
Article VII – Committees
- The Parent Advisory Committee shall create such subcommittees as may be required to promote its objectives.
- The Board shall appoint the chairperson of the subcommittee and they shall select the members of their committee.
- When requested committees will report to the Parent Advisory Council their progress and will submit recommendations to be acted upon by the Parent Advisory Council. These actions will become a part of the minutes of that particular meeting.
Article VIII – Grievances
- Formal grievances or complaints in regard to the Parent Advisory Council will be filed in the following manner:
- The aggrieved shall in writing file their complaint with the Title VI Board and one copy to School District Representative.
- Upon receipt of a formal grievance, the grievance committee will have ten (10) working days to review the grievance, interviewing the concerned parties, if necessary, and decide the outcome of the grievance
- A written decision will be given to the concerned parties on the eleventh (11th) working day from the day of receipt by the committee
- Section 2: All Decisions issued by the grievance committee will be considered final
ARTICLE IX - AMENDING BYLAWS
- SECTION ONE: AMENDING BYLAWS
- By-laws may be amended at any regular meeting of the PAC by at least a two-thirds vote of the members present and voting.
