A. Approval of Minutes

Minutes approved unanimously.

B. Meeting Called to Order

Meyers called the meeting to order. Quorum was confirmed. Meeting is not held in order of the agenda due to scheduling conflicts.

C. Board Business

Common Group Presentation

Redman: Common Group staff appreciates reviewers and the team working on RFA design. Common Group staff reviewed the PPT presentation for a status update on the LOI review and process. Common Group is looking for the Board to approve LOIs recommended for advancement to RFA and provide guidance on key decisions for the pilot program. 12 out of 25 applications are recommended for advancement in review.

Pogue disclosed that Summit County has financial interest in 602 Galena as they own half the property. Pogue cannot vote on this project. Summit County does not have financial interest in the other project  - 101 W Main. There is no issue on the 101 W Main project.

The group discussed the 12 applications recommended to advance to RFA. Two tiers of review and feedback were discussed.

Redman: Learnings from LOI Review include having more reviewers than five people and have each person review fewer applications. This will allow better reviews with capacity limitations.

The group discussed lessons learned from the review process.

Applicants have one month to submit their RFA application, while MIHA will have three weeks to evaluate and reach advancement decisions on RFAs.

Miscellaneous

Meyers stated that Lakisha’s contract with the State is up so her contract is getting renewed through a MIHA contract.

Future Meeting Cadence

Lakisha confirmed Next meeting is June 16, 2023.
