Revision to bylaw adoption and change requirements at Reorganization meeting

In Article XIV paragraph H:

H         At this Biennial Reorganization Meeting, revised bylaws governing the JCD may be adopted by majority vote of all attending elected PCOs. (Delete "majority" substitute "2/3")

In Article XIX paragraph E:

E          Bylaws may also be adopted de novo at the Biennial Reorganization meeting, as set forth in Article XIV. (Delete "adopted de novo" and substitute "revised")

Purpose:

Requiring a 2/3 vote for bylaw amendments at the reorg meeting is consistent with the amendment requirements at other times, and is consistent with the recommendations in Roberts Rules of Order. Removing the ability to adopt bylaws “de novo” and requiring amendments to existing bylaws is consistent with the State Party’s definition of JCD as a continuing organization.
