“Special Board Meeting”

6:00 p.m.

CALL TO ORDER

President Timpton called the meeting to order at 6:10 p.m.

ROLL CALL

President Timpton, Trustee Hogan, Trustee Reed, Trustee Franklin and Trustee Johnson (by telephone). Trustee Boykins-Montgomery (arrived late) and Trustee Gwendolyn Smith absent.

Ms. Franklin made a motion to open the meeting to Director Christal Beyer to discuss the Decennial Committee on Local Government Efficiency Act. Ms. Reed seconded.

Roll call: 5 Ayes. 0 Nayes. Motion passed.

THE ACT

Ms. Beyer discussed the Act that went into effect in June of 2022. The Act is a law that requires local governments to form a committee to review its own efficiencies. Municipal libraries technically may not have to comply with the Act. Attorney Miller recommended that the Library comply with the Act and establish the Committee.

The Committee will consist of the Board of Trustees, The Library Director and two residents appointed by Ms. Timpton. The Committee must submit its final report to the county board by November 11, 2024.

Ms. Beyer explained the nature of the work of the Committee and discussed a sample report that the Committee may use as a guideline. Ms. Beyer will gather information for the Committee to review such as intergovernmental agreements and the bylaws.

The next Decennial Committee on Local Government Efficiency Act meeting will be on September 14, 2023 at 6 p.m.

Alderlady McDowell volunteered to be one of the residents on the Committee. She also has another resident that she would like to invite to join. The residents will be surveyed at the end of each meeting to invite their direct input.

Ms. Boykins Montgomery arrived at 6:26 p.m.

Ms. Beyer explained that after the final report of the Committee is submitted, it will officially dissolve. The next Committee will not have to meet again until 2033 which will be once every ten years.

Alderlady McDowell extended her thanks for everyone’s support during the election. She mentioned the passing of Markham resident Mrs. Ruby Zuell. She and Rick Foy will be going to visit young ladies that attended Say Yes To The Dress for special pictures and filming as a keepsake.

Ms. Beyer also shared that Lauterbach & Amen have extended their work on the FY 2023 audit. Ms. Beyer will schedule a special Board meeting to review and approve the audit. Ms. Franklin suggested for Thursday, June 1 or Thursday, June 8th.
