Dr. Hoagland manages technical assistance and training projects that aid small and rural water and wastewater utilities across the state of Tennessee. Since 2023, Dr. Hoagland has been a principal investigator (PI), or co-PI, on eight grants while at the University of Tennessee, Knoxville, receiving more than $2.1 million from federal agencies including the United States (U.S.) Environmental Protection Agency (EPA), the U.S. Department of Labor (DOL), and the U.S. Department of Agriculture (USDA). Dr. Hoagland has four published manuscripts in peer reviewed journals including J. Hydrologic Engineering, J. Water Resources Planning and Management, J. Waterway, Port, Coastal, and Ocean Engineering, and J. Geomorphology, with two additional articles in preparation. One manuscript has also been accepted for reprint as a book chapter in an upcoming book from World Scientific on coastal disasters. Dr. Hoagland has teaching experience in academic and industry settings. He was the instructor of record at Virginia Tech for CEE3304 Fluid Mechanics for CEE for the spring 2023 semester, and the instructor of record at the Univ. of Tennessee, Knoxville, for CE391 Water Resources I, for the spring 2024 semester. Before starting his doctoral work at Virginia Tech in 2019, Dr. Hoagland received his bachelor’s and master’s degrees in Civil Engineering from the University of Kentucky and worked as a consulting engineer for Tetra Tech, focusing on water resources, civil site design, and hydraulic modeling projects.
