           WSCYC Notice of Race

1.         RULES  

1.1. The race will be governed by the rules as defined in The Racing Rules of Sailing 2021-2024 (RRS) and US SAILING Prescriptions.  

1.2. The Standard Sailing Instructions for Sinclair Inlet (effective 1/1/2025) apply.  

1.3. PHRF-Northwest handicapping rules will apply.  Rules are available at https://phrf-nw.org/

1.4. The Racing Rules of Sailing rule 35 will be changed. The changes will appear in the Notice of Race (NOR). The sailing instructions may also change other racing rules.  

  1. The signal for the Finish line shall be an ORANGE flag, not BLUE as prescribed in the RRS.
  2. This race requires boats to round marks in classic mosquito fleet towns of Gorst, Navy Yard City, Port Orchard, Annapolis, Waterman, Bremerton, Manette, and Illahee.  Boats may round marks in any order based on weather, tides, and wisdom.

2.         SAILING INSTRUCTIONS  

2.1. The Sailing Instructions are available at wscyc.net in PDF format as “WSCYC Standard Sailing Instructions for Sinclair Inlet (SI)” and are amended as follows;

2.1.1 COURSE: The course shall be marks 1, 2, 3, 5, 6, and 7 and defined in the “WSCYC Standard Sailing Instructions for Sinclair Inlet” plus any one state park mooring buoy at Illahee State Park.  Boats are not required to sail thought the start/finish line during the race, but may at their discretion.

2.1.2 COURSE:  Marks 8 and  4 of the “WSCYC Standard Sailing Instructions” will not be used in this race.

2.1.3 COURSE:  Marks may be rounded in any order, to either PORT or STARBOARD.  At the completion of the race, each boat shall have completed a circle around each mark, passing north, sound, west, and east, at any distance, somewhere on the course.

2.1.4 COURSE:  The course mileage has been computed as 12.84 miles, based on the following mark order;  1, 3, 2, 6, 7, Illahee, 5, 1, which is the most direct on water distance between marks. Boats may round marks in any order.  

2.1.5 START: Boats may start and finish in either a North or South direction.

2.1.3 START: The start shall be a pursuit start, with start times determined based on boats handicap.  A zero handicap boat shall have her start time at 11:00 AM, unless postponed.    Postponements are at the discretion of the race committee, who shall advise boats of adjustments to start times through an appropriate manner (VHF channel 72 or via Voice). Postponements shall be in 15 minute increments.   Start times will be available and posted to the results spreadsheet prior to the race.  The committee will provide start times in requested.  Horns and flags will not be used for each start, but the committee will sound a horn or hail, with the individual recall flag, if boats start early.  The following samples start times have been computed:

2.1.4 TIME LIMIT:  The time limit for the first boat to finish is 14:00.  Boats finishing after 17:00 will be scored DNF. If no boats have finished, The boat who has rounded the most marks within a reasonable distance to either Port of Starboard shall be declared the winner, with runner up places calculated accordingly.  In the event of a tie, the tie may be broken by a manner agreeable to the contestants.

3.      COMMUNICATION

3.1    Changes or additional race instructions will be provided via VHF 72 or by hailing.

4.         ELIGIBILITY AND ENTRY  

4.1  The regatta is open to all PHRF ratable boats. Racers should have a valid PHRF certificate. Racers who do not know their boats rating are requested to contact the WSCYC Vice Commodore before race day. In the event of disagreement over a rating, the decision of the Race Committee shall be final.  

4.2 There will be three classes as defined in the Standard Sailing Instructions.

4.4  Boats may enter the event by registering online at wscyc.net prior to the race on September 28, 2022 or completing the form below and delivering it to the race committee prior to 10:00 AM on race day.  

4.5  Late entries will be accepted at the discretion of the Race Committee.

4.6  Competitors are to check in with the Race Committee at least 10 minutes prior to their start time.

5.        FEES  

5.1  Entry fee is $15.00 for boats with a valid PHRF rating and $20.00 for boats without a current PHRF rating.  

6    EQUIPMENT INSPECTION 

6.1 Each boat shall have a valid PHRF-NW rating certificate or shall obtain a rating as described in NOR rule 4.1.  

7.         VENUE  

7.1 The start is adjacent to the Port Orchard Marina breakwater.  The race will be held in Sinclair Inlet and Port Orchard.

8.  RISK STATEMENT

8.1 RRS 3 states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.”  By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks.  These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury.  Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowing, trauma, hypothermia or other causes.

9. INSURANCE  

9.1. Each participating boat shall be insured with valid third-party liability insurance.

 

10. PRIZES  

10.1. Prizes will be awarded to WSCYC members, up to the third place.

11. SOUTHERN RESIDENT KILLER WHALE NOTIFICATION

11.1 Vessels may not approach within 200 yards of a southern resident killer whale.

11.2 Boaters may not position a vessel to be in the path of a southern resident killer whale at any point located within 400 yards of the whale. This includes positioning a vessel so that the prevailing wind or water current carries the vessel into the path of the whale at any point located within 400 yards of the whale.

11.3 Boaters are obligated to disengage the transmission of a vessel that is within 200 yards of a southern resident killer whale.

11.4 Boaters may not feed a southern resident killer whale.

Registration forms must be complete and accurate.  Participants failing to comply with these requirements may be subject to disqualification at the discretion of the committee.

I, the undersigned, also represent to the race organizers that my yacht has liability insurance currently in effect, covering property damage, personal injury and death, and that this policy covers yacht racing activities.
