A. Dues Structure

  1. All dues are yearly and to be set in August of the forthcoming high school soccer season.  Current dues are set at $40 a year and to be paid annually.
  2. Dues must be paid  by September 30th in order for a coach to be considered an active member of that year.

B. All-Star Selection Process

  1. Only players whose coaches are active members are eligible for EMSCA all-star recognition.
  2. The Board of Directors will be the only voting members for Eastern Massachusetts, All State, All New England, and All-American all-star voting,  those elected in Constitution Article IV. Section 6.
  1. Eastern Massachusetts All-star - This players is voted by their league coaches as one of the top players in their respective leagues
  2. All-State - This player is voted on by the EMSCA Board of Directors.  This must be named as one of the top 1 to 4 players in their league for consideration.  
  3. United Soccer Coaches All-New England - This player is voted on by the EMSCA Board of directors. This player is traditionally the number 1 or 2 players voted in their league.
  4. United Soccer Coaches All-American - This player is voted on by the EMSCA Board of directors. This player must first be selected as an All-New England player.  
  1. For a league and individuals to be considered as candidates for an Eastern Mass All-star position both the form N-1 (League All-Star Ranking Form -Filled by the league representative) and form N-2 (Individual All-Star Form - fillout by the coach)) This must be received before the start of the postseason tournament.
  2. (N-2) Individual Player Nomination Form: This must be completed by the individual team coach. This form is for the individual information needed from each player to be notified and will be used for all certificates and publishing.  
  1. Form deadline is Friday, November 1st and the coach must be a member of EMSCA for the current year.
  2. N-1: This form is for the league coordinator to fill out.  
  3. Players (must be ranked in order)
  1. There can be no ties.  All ties will be rejected and placed in the order they were submitted.  
  1. Also this form must be submitted by the league representative by the 1st Friday in November.  

  1. To determine league’s all star selection number (amount) - the following criteria will be used:
  1. A league will receive the amount of all-stars in accordance to the number of active members.  Example:  If the league has 10 schools and 8 schools are active members then they shall receive 8 all-stars.
  2. If a league has 100% league membership they will receive one bonus all-star selection.  Example:  If the league has 10 members and all 10 schools are active members the league shall receive 11 all-stars (10 numbers + 1 bonus = 11)
  3. There will be no ties accepted.
  4. Leagues with split divisions should only submit the number of players allowed for the active members in the entire league.   

6. To determine All - New England - the following criteria will be used:

  1. All State players that finish top in their league will be considered 
  2. Players whose coach is NOT an United Soccer Coaches Member will not be considered
  3. All New England considerations must have a soccer resume accompany their N-2 form
  4. All New England considerations will be reviewed, discussed and voted upon by the board
  5. The number of All New England players allocated to the EMSCA is directly impacted by the number of coaches with a membership to the United Soccer Coaches.

7. To determine All - American - the following criteria will be used:

  1. Only All New England players will be considered
  2. All American considerations must have a soccer resume accompany their N-2 form
  3. All American  considerations will be reviewed, discussed and voted upon by the board
  4. The number of All-American players allocated to the EMSCA is directly impacted by the number of coaches with a membership to the United Soccer Coaches.

C. Other Awards

  1. Coach of the Year
  1. All coach of the year awards are for EMSCA members only.
  2. Coach of the year are selected by the Board of Directors
  3. EMSCA will select Coach(es) of the Year for each division
  4. The Number of Divisions is determined by the MIAA.
  5. First year coaches are not eligible for coach of the year honors

  1. Excellence in Media
  1. Excellence in Media are selected by the Board of Directors
  2. Nominations will be solicited through the membership
  3. This award is intended for anyone who covers and promotes local high school soccer in Eastern Massachusetts through the media.

  1. Matt Cushing College Coach of the Year
  1. Matt Cushing College Coach of the Year is selected by the Board of Directors
  2. This award is intended for a men's college soccer coach that has shown interest in the EMSCA and helped promote high school soccer players to the collegiate level.

  1. Referee of the Year
  1. Referees of the Year are selected by the Board of Directors
  2. Nominations will be solicited through the membership
  3. EMSCA will select a Referee(s) of the Year

  1. Assistant Coach of the Year
  1. Assistant Coach of the Year are selected by the Board of Directors
  2. Nominations will be solicited through the membership
  3. Any assistant coach of the year nominated, the head coach must be a dues paying member for that year.
  4. Assistant Coach of the Year may be a sub-varsity coach that also is an assistant to the varsity coach.
  5. EMSCA will select a Assistant Coach(es) of the Year

  1. Jimmy Carino Award
  1. Jimmy Carino Award is selected by the Board of Directors
  2. Nominations will be solicited through the membership
  3. The award will go to a student-athlete that captures the personality and spirit that Jimmy embodies everyday.

D. The Hall of Fame

  1. The EMSCA shall be responsible for the maintenance and history of the EMSCA Hall of Fame.
  2. Soccer coaches should be considered to become members of this distinguished group  because of their length of service, devotion to the game, and contribution to the development of youth are qualified to become members of this distinguished group.
  3. Must have coached for at least 15 years at the varsity level.
  4. Must be/have been a longstanding member of the EMSCA
  5. Should have merited league and/or statewide recognitions (coaching achievements/awards and individual and/or team accomplishments)
  6. Must exhibit leadership, character, the same ethical and life standards expected of his athletes. (team and program sportsmanship)
  7. Should have examples of giving back/contributing to the local soccer community, either personally and/or as a program   -Good of the Game  
  8. Will provide their career win - loss record
  9. Must have at least THREE (3) Letters of Recommendation (One must be from administer from most recent school ~ AD, Principal, Dean of Students)

Officer Elections

  1. All officers will be elected by the membership by a majority vote.
  2. The voting cycles for officers will be as follows”
  1. Cycle 1 (president and at-large (1) 2024 - 2026
  2. Cycle 2 (vice president and secretary At-large (2) and At Large (4) 2025-2028
  3. Cycle 3 (treasurer and At large (3) 2023 - 2026
  4. Each cycle will be for a 3 year term
