"How will courts be handled, will there be something to address civil disputes? What if somebody commits murder, how will that be handled?"

This is a great question, but requires a longer answer.

At the Federal Level there is no government - only the Freedom Haven Constitution. Each floating vessel in Freedom Haven will be its own province and will decide how to best implement this Constitution on their vessels.

The main vessel being designed for this project is the large floating port city of New Liberty (with its estimated starting population of around 5,000-10,000 people) shown above. To summarize:

The Freedom Haven Constitution preserves everyone’s right to use the minimal reasonably-known amount of force needed to defend their life, freedom, and/or property from an attacker. If there is a challenge to actions that were taken, such as someone using force when they shouldn’t have, then the courts can be used.
Since Taxation is illegal in Freedom Haven, courts or other private 3rd party mediation/arbitration service would be paid for by the prosecution. Since the laws are so few (essentially “don’t hurt people and don’t take their stuff”) it is believed court cases won’t last more than an hour and since the prosecution can choose which judge to bring their cause to and free-market competition should keep the cost of this service small. But since courts in our world today are often tragically used as a means of wealthy corporations to harass and bankrupt the innocent, in New Liberty courts the prosecution has to prove the case twice - the first conviction lets the defendant know that the charges are serious and then they can prepare a defense for the 2nd round.
There will be no long-term prisons in New Liberty. While capital punishment does exist (for those who remain a serious threat even when removed from the area) its use would be rare and avoided if possible. If you are found guilty of breaking the laws you have to fix what you broke or else risk being banished from New Liberty (or worse). This is the reason why no one will be allowed to enter New Liberty without them proving that they have an open ticket to either go back to where they came from or go to some other location - this is the plan that would be implemented if banished. Being banished does not mean being cast into the sea.
All actions taken by the New Liberty government (including everything that happens in the courtrooms) will be streamed live to the world using technology that allows everyone to save and share those videos to anyone else. Government in Freedom Haven has NO rights to privacy. Corrupt judges will be removed and replaced.
