Both the inhibitor and the substrate compete to reach the active site, once the inhibitor binds first, the rate of the the reaction slows down and this causes Km to increase. Vmax remains unaffected because substrate concentration can be increased to increase the rate of the reaction and more substrate means more binding to the active site, with or without the inhibitor.
Uncompetitive Inhibition
Inhibitors bind on the ES complex, which causes a delay in the ES complex from forming free enzyme and product. This reduces Vmax because it the ES complex is blocked and Km is reduced because the equilibrium of the ES complex forming free enzyme and substrate has shifted ( the ES complex is missing because it is bound by the inhibitor) and will be reestablished by the enzymes binding to more substrate. The substrate shows a higher affinity for the enzyme and Km decreases.
Non-Competitive
The inhibitor binds to a different site or an allosteric site. This inhibitor causes enzyme conformation and affects the conversion of substrates into products. Since the enzyme cannot function fully Vmax is reduced and Km remains the same because the enzyme substrate reaction is still proceeding.

A good many times I have been present at gatherings of people who, by the standards of the traditional culture, are thought highly educated and who have with considerable gusto been expressing their incredulity at the illiteracy of scientists. Once or twice I have been provoked and have asked the company how many of them could describe the Second Law of Thermodynamics. The response was cold: it was also negative. Yet I was asking something which is the scientific equivalent of: Have you read a work of Shakespeare’s?[5]
I now believe that if I had asked an even simpler question — such as, What do you mean by mass, oracceleration, which is the scientific equivalent of saying, Can you read? — not more than one in ten of the highly educated would have felt that I was speaking the same language. So the great edifice of modern physicsgoes up, and the majority of the cleverest people in the western world have about as much insight into it as theirneolithic ancestors would have had.[5]

This litmus paper test to determine the mash acidity resulted in Crow’s decision to age his “Old Crow” whiskey before selling it.[1]

Born in Inverness, Doctor James C. “Jim” Crow (1789-1856) was the Scottish creator of the sour mash process for creating Bourbon Whiskey.
Dr. Crow, a Scottish chemist-physician, graduated in medicine from Edinburgh University in 1822. He moved from Philadelphia to Kentucky in 1823 and began working for a distiller, bringing his scientific and medical training to the process.
According to The Kentucky Encyclopedia, Crow began experimenting in 1835 at his Glenn’s Creek Distillery in Woodford County Kentucky with a saccharimeter to measure sugar content. This litmus paper test to determine the mash acidity resulted in Crow’s decision to age his “Old Crow” whiskey before selling it.[1]
Crow moved to the town of Millville and for the next twenty years he was in charge of the Old Oscar Pepper Distillery, now known as Woodford Reserve. Later he went to work for the Johnson Distillery.
That distillery eventually became Old Taylor (Taylor polynomials)
