Attendance Procedures and Policies
The following attendance policy is predicated on the premise that positive attendance habits will promote successful student careers and life experiences. Poor attendance leads to poor academics. It is intended that these guidelines will help in understanding the rights and responsibilities associated with attending Carlin Combined Schools.
Any student who is absent must have a valid reason. An excused absence is a verbal or written explanation provided by the parent/guardian. The excuse must be presented to the Attendance Office within 72 hours of absence. Failure to do so will result in a truancy being issued for the absence.

The Nevada Revised Statutes requires compulsory school attendance for each child between the ages of 7 – 17. Students are expected to be regular and prompt in their attendance to ensure a quality education. In compliance with NRS Elko County School District has developed a Minimum Day Attendance Policy requiring students to attend school 90% of the days the student is enrolled in order to receive credit for the course.
Behavior
Carlin Elementary School strives to offer students a positive learning environment throughout
all aspects of a school day. In order to facilitate this, it is necessary to establish certain expectations and regulations governing the actions of students on school grounds, in classrooms, in the lunchroom, and on school transportation.
If you are ever notified of a behavior concern involving your son or daughter, your immediate attention and cooperation will greatly aid in the solution of the problem. Most behavior/conduct issues that arise are able to be handled quickly and positively when parents, students, teachers, and administration work collaboratively to solve the problem.
Cell Phone Use Policy- ECSD Policy JDBA
To support school environments in which students can fully engage with their classmates, their teachers, and instruction, the Board has determined the use of cell phones by students during school hours should be restricted.
The objective of this policy is to strengthen the District’s focus on learning, in alignment with our mission to ignite students’ passion for learning, cultivate a strong foundation of knowledge, and foster a sense of community within our schools.
With the above goals and objectives in mind, teachers are expected to take advantage of the reduction in classroom distractions and resulting heightened student focus by maximizing their allotted instructional time with comprehensive curriculum presentation and increased student engagement.
I. Research
Research shows that student use of cell phones in schools has negative effects on student performance and mental health. Cell phones distract students from classroom instruction, resulting in smaller learning gains and lower test scores. Increased cell phone use has led to higher levels of depression, anxiety, and other mental health disorders in children.
II. Applicability
This policy applies to the use of cell phones, tablets, smart watches and peripheral devices by students while on District property during school hours. Said peripheral devices include, but are not limited to, wired or wireless accessories such as earbuds, AirPods, headphones, etc. For purposes of this policy, all such devices and peripherals shall be simply referred to as “personal electronic devices.”
III. Use of Personal Electronic Devices
Except as described below, the use of personal electronic devices and social media on District property and in District facilities during the school day is prohibited as indicated below based on the student’s school of attendance:
Elementary School: Prohibited from use on campus during school hours.
Intermediate, Middle and Junior High School: May not be accessed during class or passing periods. Use during the lunch break only as permitted by a school administrator. No restrictions before the first bell and after the final bell of the school day.
High School: May not be accessed during scheduled class time. Teachers are permitted to allow exceptions for legitimate instructional purposes. Breaks, free-time, and rewards do not qualify as legitimate instructional purposes.
Combined Schools: In buildings where the above-described student populations are comingled, school administrators shall adopt sensible and appropriate guidelines consistent with this policy.
IV. Exception
Nothing in this policy prohibits a student from using a personal electronic device for a purpose documented in the student’s individualized education program (IEP) developed under the Individuals with Disabilities in Education Act (IDEA) or a plan developed under Section 504 of the Rehabilitation Act of 1973.
A student may use a personal electronic device to monitor or address health concerns in conjunction with the school nurse or administrator.
School administrators and teachers may authorize student personal electronic device use in the event of an emergency.
Parents/guardians are advised that the best way to get in touch with their child during the school day is by calling the school’s main office. Students may request to use designated school phones to contact parents/guardians during the school day.
The use of personal electronic devices by students on school sponsored travel (field trips, competitions, etc.) during regular school hours may be permitted by administrators or teachers on a case-by-case basis.
V. Personal Electronic Device Storage
Students must keep their personal electronic devices in a secure place, such as a locker, closed backpack, private vehicle, or designated classroom area, at all times when personal electronic device use is prohibited, as determined by a teacher and/or administrator.
Students are responsible for devices they bring to school. The District is not responsible for loss, theft or destruction of personal electronic devices brought onto District property or to District-sponsored events.
VI. Discipline
When a school administrator or teacher has reasonable suspicion, based on objective and articulable facts, that a student is using a personal electronic device in a manner that violates this policy, the device will be confiscated and returned only to a parent or guardian.
In accordance with the above-stated goals, District employees have an affirmative obligation to enforce this policy in order to ensure a consistent and unified approach to student use of personal electronic devices. Students in violation of this policy will be subject to progressive discipline. See District discipline Policies JDA through JDFG and/or the student handbook for the campus where the infraction occurred.

Academic Policy
District Grading Policy
Letter Grade: Elko County School District grade levels 3-12 are required to use letter grades and shall adhere to the following standards and/or definitions when reporting grades:
A = 90% -100% defined as superior achievement
B = 80% - 89% defined as above average achievement
C = 70% - 79% defined as average achievement
D = 60% - 69% defined as below average achievement
F = 59% or below defined as failure
W = Withdrawal while passing.
WF = Withdrawal while failing.
I = Incomplete.
P = Pass. To be used only for non-graded special education students.
NG = No Grade
NC = No Credit due to lack of attendance.
Grades will reflect student performance based on 30% or less on formative assessments and 70% or more on summative assessments.
Standards-Based Grading: Elko County School District grade levels Kindergarten, 1st, and 2nd Grades are required to use Standards-Based Grading and shall adhere to the following standards and/or definitions when reporting grades:
4 = Exceeds Standard
Students at the Exceeds level will independently demonstrate and apply their knowledge. The student independently creates analogies, finds connections and integrates areas of study above grade level.
3 = Meets Standard
Students at the Meets level are able to explain and/or demonstrate their understanding of concepts and/or skills independently at grade level.
2 = Approaches Standard
Students at the Approaches level can correctly identify some concepts and vocabulary and are able to demonstrate some skills independent of teacher assistance. Students at this level neither make connections among ideas nor are they able to demonstrate their learning independently.
1 = Emergent in Standard
Students at the Emergent level are not yet able to make connections among ideas or extend the information without teacher assistance.
Standards-Based grades will reflect the most recent evidence of student performance on the standard.
Key Definitions:
Grading Practices: The student is provided with fair and reasonable opportunities to improve his or her grades. The teacher provides students that have received zeros with fair and reasonable opportunities to mitigate the effects of those zeros on the student’s final grade. No extra credit is allowed.
Infinite Campus
Infinite Campus is a district wide program used to keep parents informed of their child’s academic progress.
Infinite Campus allows parents to:
• View the student’s grades.
• View assignments.
• View attendance.
• View contact information and request to have it updated. Please contact your child’s teacher for more information on your child’s progress. Please contact the front office if you do not have your username and password.
Lost and Found
It is recommended that personal items are labeled with student names in order to minimize lost items. Misplaced clothing, backpacks, lunchboxes and other items will be turned into the Lost and Found where students can check for lost items. Items not claimed by the end of the school year are donated to a charitable organization. Phones, jewelry, money, and other high value items may be turned into and picked up in the office.
Parent Teacher Conferences
Parent teacher conferences are held at the end of the 1st and 3rd quarters. October 21-22, 2025 and March 17-18, 2026.
Field Trips
Permission slips for field trips will be sent home for each trip. Teachers will notify parents of details of field trips in advance. Parents will be expected to sign permission slips in a timely manner to allow for proper planning by the teachers. If permission slips are not returned in the teachers designated time frame students will not be able to participate in the field trip.
Student ID Cards:
Student ID cards are available for purchase in the Elementary Office. Any student who participates in a sport or extracurricular activity is required to purchase a student ID card. A student ID card will allow a student free entry into every home game for the 2024-2025 school year. K-6th grade student ID cards are $15 each. 7th - 12th grade ID cards are $30 each. ($5 discount for siblings)
Dress Code
The responsibility for the appearance of the students of the Elko County School District rests with the parents and the students themselves. The purpose of this policy is to ensure an environment that is clean and healthy, prevents disruptions and minimizes safety hazards in the Elko County Public Schools. Therefore, student dress and grooming rules will be left to the discretion of the building principal. When in his/her opinion the students’ dress and/or grooming become obscene, filthy, unhealthy, or a distraction to the educational process, it may be necessary to have the student change attire, contact a parent/guardian for a conference, or suspend the student from school until such time that adjustments in dress have been made.

Our main concern with the dress code is for your child’s safety and well-being.
Safety
Student safety is a top priority at Carlin Elementary. In order to be safe follow all rules and procedures. They are designed to help keep all students safe. The school holds monthly drills to help students learn how to respond calmly in the event of an emergency.
Transportation Rules
Students need to follow all safety rules outlined by Elko County School District when riding in a district vehicle. If students do not follow the guidelines they may lose traveling privileges in ECSD transportation.
Parent Contact with Students (Non-Emergency)
All parent messages and/or drop offs for students will be left in the office. In an effort to minimize classroom disruptions, all non-emergency messages and drop offs will be delivered at the end of the day. Messages or drop offs that have a more immediate need will be delivered in a timely manner. Flowers and other celebration deliveries to the school for students are discouraged.
Visitors and Volunteers
Many parents and community volunteers work with students individually or in small groups. All volunteers are required to read, sign, and adhere to our Volunteer Agreement annually. Typical volunteer activities include listening to students read, reading orally to students, math and reading flash card drills, assisting with art activities, etc. Some share their talent in art, music, travels, business, etc. with entire classes. We appreciate and welcome this type of participation. We firmly believe that the use of volunteers improves the school environment because it allows for more individualized attention for our students. In addition, it provides community members an excellent opportunity to find out what is happening in our school. All visitors and volunteers must check into the office and provide all the information requested on the sign-in sheet in order to receive a visitor badge. Please note: Parents and visitors will not be allowed to show up at the school and just “hang out” on the playground or in the lunchroom with students. When on school grounds during school hours parents and guardians need to check in with the office to receive a visitors pass. Any person wanting to volunteer more than 4 times a month will need to have a background check with fingerprints done at the Central Office. If you are interested in volunteer work in our school, please contact administration or the classroom teacher.
Parent Classroom Observations
Parents are always welcome at CE. If you wish to observe in your child’s classroom it is important that you are aware that you must pre-arrange the visit with the teacher and administration. You must check into the office and provide all the information requested on the sign-in sheet in order to receive a visitor badge.
Refocus Forms
Refocus forms will continue to be used in the Elementary. Refocus one and two will go to the counselor to reinforce school expectations. On the second refocus the counselor will be called to the classroom. Refocus number three will go to administration. Additionally, when possible the teacher and counselor will attempt to reach out to the families to advise them of what their students' behaviors are.
Class DOJO
This is the primary form of communication between students/parents and school staff based on district requirements. This is not an instant messaging system and responses will happen when possible based on school time. Depending on the classroom it can be used as a point system.
Nurse’s Office
Certain health problems require that students take medication during school hours. For the safety of our students, we require that medication be kept in the health office at all times, including over-the-counter medications(OTC).
Medication must be in its original, properly labeled container.
A signed consent form giving specific directions for use must accompany medication (including over the counter) from the parent AND healthcare provider.
If you are feeling ill, you must take a pass from your teacher and report to the nurse's office for an assessment. The nurse will contact parents if deemed necessary. No cold or stomach medications are available through the Health Office. Please do not send your child to school with a fever, diarrhea, vomiting, etc… or other possibly contagious infections or illnesses.
If the child needs to be exempted due to absences, they should see their doctor. Students are not allowed to carry ANY medications on their person or in their locker without a doctor's approval given to the nurse’s office. Please let the nurse know of any illnesses that are sudden or chronic.

Guidance Department
The purpose of the guidance department, located in the Elementary building, is to help each student achieve his/her highest growth mentally, emotionally, and socially.
Ms. Fisk, the social worker, plays a vital role in supporting students by providing brain breaks, conducting general check-ins, and performing bio-psycho-social assessments upon request. She also offers resources such as food, clothing, and access to outside services, and collaborates with Communities in Schools. Additionally, Ms. Fisk can reach out to outside counseling services if necessary, assist the School Resource Officer with welfare checks, and help staff with questions about reporting to Child Protective Services. On the other hand, Mrs. Meo, the counselor, handles credit checks, manages schedule modifications, and coordinates ASVAB/ACT testing. She is also responsible for overseeing 504 cases, educational push-ins, and managing transcripts.
Mrs. Meo provides guidance on behavior plans, scholarships, and college information, as well as managing past student records and consulting with parents and teachers about student needs. Both Ms. Fisk and Mrs. Meo collaborate on support groups, proctoring tests, and mental health check-ins to ensure a comprehensive support system for students.
IDEA – Individuals with Disabilities Act:
If you feel you have/are a student with disabilities who is not currently receiving services under an Individualized Education Plan (IEP), please contact your counselor or any administrator for assistance.
Duty to Report:
All Elko County School District employees are mandated reporters for child abuse. All concerns about abuse or neglect, sexual conduct, luring, or corporal punishment must be reported. NRS 392.303(1)(a) and (b) and 432B.220(1)(a)

Public Complaints Regarding District Personnel
It is district policy that complaints regarding instruction, discipline, or learning materials be handled and resolved as close to their origin as possible.
The proper channeling of complaints is as follows:
