The City of Asheville’s Development Services Department (DSD) administers over a hundred different types of permits, including those for commercial and residential site development and building projects, outdoor dining and merchandising, pushcarts, residential homestays, signs, temporary events, noise compliance and animal services.

DSD staff are available to assist with questions by phone, email or in-person at 161 S. Charlotte St. on Monday to Friday from 8:30 - 5:00 pm ET (closed public holidays).

  1. SUBMIT A PERMIT APPLICATION

The first step in receiving a permit is to submit a permit application. DSD accepts digital applications for all permit types online through the Development Portal at www.develop.ashevillenc.gov.

Visit the Development Portal and click Submit a New Online Application, then click on the link to the desired permit type.  

Each application includes directions for submitting a complete application, including supplemental documents and plans. Please ensure that all contact email addresses and phone numbers are correct.

Alternatively, submit a permit application in person by visiting DSD’s Permit Application Center (PAC) at 161 S. Charlotte St. on Monday - Friday from 8:30 - 5:00 pm ET (closed public holidays).

*Important Note: Contact a City of Asheville Water Department representative at 828-232-4553 or visit the Water Department on the first floor of City Hall if a project requires new water service.

  1. CHECK PERMIT APPLICATION STATUS

DSD staff receive and review a permit application for completeness, then assign it a permit number (ex.: 22-01234). Once accepted, the applicant will receive an email containing the permit number and fee invoice at the application’s contact email address.

Incomplete applications cannot move forward in the review process until complete. Staff will contact the applicant by contact phone number or email to request additional application materials or clarifications, if necessary.

Follow these steps to track your permit’s review status online anytime:

  1. Visit the Development Portal and click Check Permit Status, Pay Fees, Pick up Comments/Approvals; then click Look up Existing Application.
  2. Type in the permit address or permit number to access the permit’s summary page.
  3. Click the blue links under For Applicants: Work with this Application for permit status details:

https://simplicity.ashevillenc.gov/permits/xx-xxxxx (substitute xx-xxxxx for the permit number)

  1. PICK UP TECHNICAL REVIEW COMMENTS

DSD will email an automated notification to the permit’s contact email address when technical review comments are available for pick-up.

Follow the steps under 3. CHECK PERMIT APPLICATION STATUS to access and download technical review comments in .PDF format. Then, review the comments and submit a revised application based on the comments.

Important: If you are not able to receive email notifications, visit or call the Permit Application Center at 828-259-5846 after 7-10 business days to discuss paying permit fees and picking up paper copies of technical review comments.

  1. SUBMIT A REVISED PERMIT APPLICATION/AMENDMENT

Submit a revised permit application or amendment online through the Development Portal.

Click Submit a Revised Permit Application/Amendment, then click on the desired permit type.

Respond to the technical review comments by submitting a full set of corrected plans and documents, including sheets and documents that were not changed.

        Alternatively, submit revisions in-person by visiting DSD’s Permit Application Center (PAC).

  1. PICK UP AN APPROVED/ISSUED PERMIT

DSD will email an automated notification to the contact email address provided on the permit application when a permit has been approved and issued.

Follow the steps under 3. CHECK PERMIT APPLICATION STATUS to access and download the approved permit and plans in .PDF format.

It is the applicant's responsibility to print out and maintain full-size, hard copy versions of issued permits, plan review comments and approved site plans on the project site.

Important: If you are not able to receive email notifications, visit or call the Permit Application Center at 828-259-5846 after 7-10 business days to discuss picking up a paper version of the issued permit.

  1. SCHEDULE AN INSPECTION

A permit may require one or multiple inspections depending on type and scope. Click here for information about site development and building safety inspections.

For homestay permit inspections, contact homestayinspections@ashevillenc.gov with questions. New and renewal homestay permit applicants must submit a homestay application before scheduling an inspection (see 2. SUBMIT A PERMIT APPLICATION).
