1. Call and email your state representative (find them here) to ask them to support $5 million in a future supplemental fiscal year 2025 budget for HIP to reverse the cut, and share how this change will affect their district.

Our message:

• The Campaign for HIP Funding is asking the Governor and legislature to dedicate an additional $5 million to HIP (line item 4400-1004) in a future fiscal year 2025 supplemental budget to reverse this unnecessary cut.
• Since the cut went into effect on December 1, 2024, sales have dropped by a dramatic -56%, compared to the same time the previous year.
• This cut is negatively impacting the 285 farmers and thousands of low-income households that participate in HIP every month.

• $20 is not enough to encourage low income households to purchase Massachusetts-grown foods at farmers markets.  

• 81% of HIP households are 1-2 person and currently receive $40
• 17% of HIP households are 3-5 persons and currently receive $60
• 1% of HIP households are 6+ and currently receive $80

• Farmers and food security organizations have built their business models around this program since 2017 and have hired multilingual staff, grown more food and more specific types of culturally relevant food, and expanded their businesses, because of this program.
• Food insecurity rates are still as high as they were during the height of the pandemic, and many families rely on this program to stretch their monthly food budgets.^[1]

What we know:

• HIP received $15 million in the final fiscal year 2025 budget.
• This is not enough money to last all year long at the current monthly caps.
• The Campaign for HIP Funding estimated the program would need $25 million in funding to operate all year.
• DTA has decided to lower the monthly cap to $20 starting December 1, 2024, regardless of household size, due to the lack of funding and observed spending rate, so the program can last all year long. This is a 50% reduction in benefit for the vast majority of SNAP households.
• There are 25 farmers that run SNAP CSA programs, 38 farmers markets, 12 mobile markets with 109 stops, and 59 farmers with 66 farm stands that are open in December that will be affected by this change. (Source: DTAfinder).
• Our legislative allies, the Chairs of the legislature’s Food System Caucus, are aware of this update and are working hard to educate their colleagues on what this means for constituents and to solve this issue.

Nuestro Mensaje:

Lo que sabemos:

Dicha limitación no toma en cuenta tamaño de la familia, sino es el gasto ya observado para que el programa pueda operar ininterrumpidamente a lo largo del año. Por su parte, esto es una reducción de 50% de beneficios para la mayoría de los hogares que reciben los beneficios de SNAP.
• - Actualmente hay 25 agricultores con programas de CSA, 38 mercados de agricultores, 12 mercados móviles con 109 paradas. Adicionalmente hay 59 agricultores con 66 puestos de venta abiertos en diciembre que serán afectados negativamente a raíz de este cambio (Recurso: DTAfinder).
• - Nuestros aliados en la legislatura: los presidente del “Food System Caucus” están al tanto. Ellos están trabajando para educar a sus colegas sobre las consecuencias para los constituyentes. También están buscando soluciones.
