At 7:00 p.m., Board President, F. Goger called the meeting to order and led the opening activities.

  1. In accordance with the requirements of the Open Public Meeting Act, N.J.S.A. 10:4-6 et seq., adequate notice of the meeting has been provided by posting of notice at North Hunterdon High School and Voorhees High School, delivery by facsimile to the Hunterdon County Democrat, Star- Ledger, to the municipal clerks of Bethlehem Township, Califon Borough, Town of Clinton, Clinton Township, Franklin Township, Glen Gardner Borough, Hampton Borough, High Bridge Borough, Lebanon Borough, Lebanon Township, Tewksbury Township and Union Township as well as other interested parties.

Approximately eight members of the public were present.

  2. Motion by R. Straight, second R. Kirchberger to ratify action item 14, on the June 19, 2018 agenda, to approve action items 15.1 - 19.29.  The motion carried with abstentions by T. Roll and J. Viotto.  
  3. Motion by S. Crisologo, second by R. Straight to approve minutes of  June 19, 2018 and June 29, 2018.  The motion carried with abstentions by T. Roll on June 19, 2018 minutes and J. Viotto on both June 19, 2018 and June 29, 2018 minutes.  
  4. Superintendent’s Report - J. Bender reported the following:
  1. Report on Harassment, Intimidation & Bullying (HIB) - No incidents reported
  2. Motion by R. Straight, second by H. Richards to affirm the Superintendent’s determinations on the HIB incidents reported at the June 19, 2018 board meeting.  The motion carried unanimously.
  1. President’s Report - F. Goger reported the following:
  1. September 7, 2018 - 4:30 p.m. - New Jersey School Boards Association deadline for submission of nominations for 2018 New Jersey Board of Education Member of the Year  https://www.njsba.org/awards-programs/board-member-year/ 
  2. September 20, 2018 (Thursday) - regular board meeting - 7:00 p.m. - District Administration Office
  3. Review of board member self evaluations.  F. Goger called for comments or questions to be reviewed at the next Board meeting.

  1. Community Relations – J. Viotto reported on a list of upcoming school events
  2. Curriculum, Instruction & Technology – L. Approvato reported that the committee heard about stress relief/relaxation rooms at each school, strategic plan goal on addressing student’s mental health
  3. Facilities & Finance – J. Melick reviewed change orders on the agenda and the reduction in 2018-19 state aid
  4. Policy – T. Roll commented that the Policy Committee met and reviewed the policies and regulations on the agenda

  1. Michelle Parkhurst of Annandale, NJ addressed the board on the topic of establishing a girls’ golf team.
  2. Thomas Campbell of Franklin Township, NJ addressed the board on the topic of establishing a girls’ golf team.
  1. Motion by R. Straight, second by J. Viotto to approve new textbook purchases. Upon a roll call vote, the motion carried unanimously.
  2. Motion by R. Straight, second by A. Masters to approve action items 15.1 - 18.21 including items hand carried on HC81418-1.  A discussion ensued and the motion carried with one abstention by S. Crisologo on action item 15.3.  Board Secretary, S. Press departed the meeting and Board Attorney, T. Moore served as the acting Board Secretary for the remainder of the meeting.

  4. Addition of Great Kids Place, LLC of Rockaway, NJ to the professional consultants list to  provide an occupational therapy evaluation for a fee of $500
  5. Authorize a 2018-19 tuition agreement, in the amount of $97,623, to receive a student from Hunterdon Central High School to attend the Voorhees High School multiple disabilities program, including the extended school year program and related individual services
  6. Authorize a 2018-19 tuition agreement, in the amount of $45,972 to receive a student from Middletown Township School District to attend the Voorhees High School multiple disabilities program, including the extended school year program
  7. Agreement with Intervention Central: RIT Consultation & Training of Tully, NY in the amount of $2,397 to provide Response to Intervention Professional Development and Consultation on September 21, 2018
  8. Authorize The Adventure Guild of Dunlap, TN to provide Project Adventure Course training for staff members on October 8, 2018 for a fee of $770
  9. Agreement with Tinashe Blanchet of Marrero, LA in the amount of $3,000 to provide Strengthen Math Instruction training on October 8, 2018
  10. Agreement with  Mind of the Athlete, LLC of Bethlehem, PA for the provision of at total of six Athletic Leadership Academy presentations, in the amount of $2,500 per presentation
  11. Agreement with Evolution Labs of Morristown, NJ, in the amount of $5,000, for the provision of Harassment, Intimidation and Bullying programs
  12. Agreement with Hunterdon Drug Awareness Program, Inc. of Flemington, NJ in the amount of $10,000 to provide a school wide prevention program for the 2018-2019 school year
  13. Authorize the Center for Counseling Services, LLC of West Trenton, NJ to provide training, on August 20, 2018 for the fee of $500, for Understanding the Emotional Needs of Learners and Staff
  14. Renewal of the Affiliation Agreements with Hunterdon Medical Center to provide school based youth services
  15. Service Contract Agreement with Hunterdon County Educational Services Commission to provide speech and language therapy services and / or evaluations for the 2018-19 school year
  16. Agreement with Hunterdon County Educational Services Commission  to provide Child Study Team services for the 2018-19 school year

  1. North Hunterdon High School and Voorhees High School booster clubs and parent organizations for the 2018-19 school year pursuant to Policy 9210 and its regulations
  2. Re-authorize, for the 2018-19 school year, the Voorhees High School Boys Soccer and Boys Lacrosse Booster Clubs corporate banner program for banner placements on the soccer / lacrosse field
  3. Authorize, for the 2018-19 school year, the Voorhees High School Girls Soccer Booster Club to operate a corporate banner program for banner placements on the soccer / lacrosse field

  2. Authorize an agreement with DMR Architects of Hasbrouck Heights, NJ, in the amount of $9,950, for additional services for the visitor bleachers referendum funded project at North Hunterdon High School - state project #3660-050-16-3000
  3. Allowance deduction - change order 001, in the amount of $14,610 (exceeding the project allowance by $4,610) for the stair tower structural repair and restoration at North Hunterdon High School - state project #3660-050-18-1000
  4. Authorize a withdrawal, in the amount of $4,610, from the maintenance reserve account to fund change order 001 for the stair tower structural repair and restoration project at North Hunterdon High School - state project #3660-050-18-1000
  5. No cost contract extension - change order 001, for the security enhancements at North Hunterdon High School and Voorhees High School - state project #3660-050-18-4000 (NHHS) and #3660-060-18-3000 (VHS)

  8. Allowance deduction - change order 003, with a credit of $2,331.78 for the window replacement project at Voorhees High School - state project 3660-060-16-2000
  9. Acceptance of a donation of a baseball pitching machine and accessories with an estimated value of $5,200, from the North Hunterdon High School Athletic Booster Club
  10. Acceptance of a donation of a Voorhees High School Viking mascot costume with an estimated value of $9,800, from John Sawyer of Annandale, NJ
  11. Acceptance of a donation of an indoor scoreboard with an estimated value of $9,031, from the North Hunterdon High School Athletic Booster Club
  12. Acceptance of a donation with an estimated value of $3,500, from Eagle Scout candidate Jared Ryan Klimas, to replace the flagpole at North Hunterdon High School Singly Field

  1. Motion by R. Straight, second by J. Melick to adopt the following resolution as read by the Board President.  The motion carried unanimously and Board adjourned to closed session.  

Whereas Section 7 of the Open Public Meetings Act, N.J.S.A. 10:4-12, authorizes a public body to exclude the public from that portion of a meeting at which the Board discusses topics falling within certain specified exceptions to the requirement for open public meetings, and Whereas the matters to be discussed fall within one or more of those exceptions, now therefore be it Resolved that the Board of Education of the North Hunterdon-Voorhees Regional High School District now adjourns from public session to executive session for the purpose of discussing the following:

  1. Personnel - recommendations for appointments, separations, changes in assignment and leaves of absence
  2. Pending and threatened litigation and matters falling within the attorney-client privilege
  3. Negotiations
  4. Executive session minutes June 19, 2018
  1. Motion by R. Straight, second by J. Viotto to reconvene Public Session.  The motion carried unanimously and the Board reconvened in public session.
  2. Motion by R. Straight, second by J. Melick to approve settlement of litigation involving student #20198547, and to pay student’s parents $80,000.00.  The motion carried unanimously
  3. Motion by R. Straight, second by L. Approvato to approve settlement of litigation involving student #20195685, and to pay student’s parents up to $140,000.00.  The motion carried unanimously
  4. Board President, F. Goger authorized a second opportunity for public comment.  A member of the public, who did not sign the public sign in sheet, addressed the board on the topic of administrative salaries.

  1. Motion by R. Kirchberger, second by R. Straight to approve action item 25.1 including hand carry P08142018-01.  The motion carried.
