PCVC Volleyball Rules - 2018

  1. GENERAL RULES
  1. No smoking is allowed on school premises.
  2. No food or beverages are allowed in the gyms.
  3. No jewellery is permitted to be worn. (IE: no rings, earrings, bracelets or watches)
  4. Non-participants are not permitted in the gym.
  5. Any protest, misconduct or other problems must be reported to the PCVC executive for resolution.
  1. THE GAME
  1. Ontario Volleyball Association Rules Apply (except those as stated here)
  2. The 25-Rally Point System will be the scoring method used and all games must still be won by a minimum of two points.
  3. Interference resulting from a bail entering the court results in a re-serve.
  4. No libero rule in effect.
  5. Let serve is allowed.
  1. PLAYERS AND SUBSTITUTIONS
  1. A Legal Team consist of a minimum of four players, at least one of which must be a woman. The maximum number of men on a team is four. The ratio of men to women should not exceed 3:1.
  2. Players are rotated into games (i.e.: not substituted)
  3. A team which has a player who is expected to be absent for three or more consecutive weeks is required to notify the executive. If a team cannot field a Legal Team, it is required to notify the executive That team has the option be provided a replacement player.
  4. League members are not allowed to arrange their own replacement. In the event of no substitution regular league rules will apply.
  5. In the event a team has less than 6 players present, it is permitted to use substitute players from the team lining and scoring on that court. The substitute player must be of equal or lower skill to that of the absent player as determined by the exec present at that gym.
  1. DEFAULTS AND ATTENDANCE
  1. A 7:15 pm Start Time will be strictly enforced. Teams with fewer than FOUR players by 7:20 pm, defaults their game 10 minutes from the official scheduled start time of 7:20 PM for the first games and 5 min after the start time for any subsequent game as determined by the executive.
  2. Sixty-five (65%) percent attendance is necessary to be eligible to play in playoffs and to remain a member in good standing. Check with the league convenor if you want to know your attendance status. Exceptions may be made in extenuating circumstances. Those with attendance lower than the required attendance for the season may not be eligible for membership renewal.
  1. SERVING
  1. The referee authorizes the service after having checked that the server is in possession of the ball and the teams are ready to play. Authorization includes a whistle and a hand signal. The server must commence his/her serve within five seconds of the whistle.
  2. When serving, the server's feet must be anywhere behind the end line. During or after the ball is served, the server can take one step onto the court.
  3. If a server losses/ releases the ball and chooses not to hit it, he/she MUST let the bail fall to the floor. This is called a SERVICE ATTEMPT, The referee then blows the whistle again to authorize a second serve. NO FURTHER SERVICE ATTEMPT IS PERMITTED.
  4. PLAYER POSITIONS AFTHE SERVE:
  1. At the moment the ball is served, each team must be in two rows of three players each. Each back now player must be positioned further from the net than his/her corresponding front row teammate. Each right (or left) side player must be closer to the right (or left) sideline than the center player of his/her row.
  2. Once the server contacts the ball, players can move around and occupy any position in their own court.
  3. Violation of this rule by the server's team results in a loss of serve. Violation of this rule by the receiving team results in a point for the serving team.
  1. SCREENING:
  1. Players of the serving team must not prevent their opponents from seeing the server or the path of the ball.
  2. A player of the serving team makes an individual screen if he/she waves his/her arms, jumps or moves sideways, etc., when the service is being executed, and the ball is served over him/her.
  3. A team makes a collective screen when the server is hidden behind a group of two or more teammates, and the ball is served over them.
  1. RETURNING THE SERVE
  1. Players can volley the ball on service reception.
  2. There is NO BLOCKING AND NO SPIKING on service reception.
  3. When returning a serve, the ball may be double-hit AS LONG AS the contacts occur during one action.
  1. PLAYING THE BALL
  1. Each team is allowed three hits (in addition to blocking) to return the bail over the net. The first hit after a block can be made by any player, INCLUDING the player who blocked the ball (see Rule 7 : NET RULES for blocking rules)
  2. A player may not hit the ball two times consecutively (except when blocking).
  3. The ball may be touched (intentionally or unintentionally) with any part of the body above and including the knee.
  4. All hits must be clean (not held, lifted, pushed, carried, thrown or directed.)
  5. The ball may touch various parts of the body, as long as the hits are SIMULTANEOUS. When returning the serve or spike with a bump, the ball may contact various parts of the body consecutively, provided the contacts occur during one action.
  6. A back row player can spike the ball, provided he/she takes off from behind the attack line. If a back row player is in front of the attack line, contact is allowed provided a portion of the ball is below the top of the net at contact.
  7. The ball is OUT if it contacts the ceiling, basketball nets or any gym hanging equipment.
  1. NET RULES
  1. CONTACT WITH THE NET
  1. Incidental contact is a fault only when the action of playing the ball is in the front court.
  2. Clothing and hair making contact with the net is NOT considered a fault.
  3. When the ball is driven into the net and causes the net to touch an opponent, no fault is committed.
  1. REACHING BEYOND THE NET ATTACKING AND BLOCKING
  1. When attacking, an attacker can pass his/her hand beyond the net AFTER the attack, provided he/she has contacted the bail on his/her side of the net.
  2. When blocking, a blocker may touch the ball beyond the net, provided he/she does not interfere with the opponent's play BEFORE or DURING the opponent's attack.
  3. Blocking is permitted on the first or second contact, provided the offensive team intentionally plays the ball to cross the net.
  4. Back row players are not permitted to block.
  1. PENETRATION UNDER THE NET
  1. A player can touch the opponent's' court with his/ her foot or feet provided that the penetrating foot/feet remains either touching the centerline or directly above the centerline. Touching the court with any other part of the body is forbidden.
  2. It is PERMITTED to penetrate into the opponent's' SPACE {i.e.: arm/ leg crossing under the net, but not touching the floor), provided this does not interfere with the opponents' play.
  1. REFEREEING
  1. Refereeing teams must provide a referee, umpire, two line judges and a scorekeeper.
  2. Line judges MUST judge from the back left CORNER of each court, and NOT FROM THE BLEACHERS
  3. OFFICIAL DUTIES:
  1. The Referee
    The primary responsibility of the referee is to call ball violations, (i,e.: lifts, double-hits, or improper volleying/ bumping); and serving violations, (i.e.: both feet inside the serving line, and net serves).The referee also watches the serving team for rotation violations, (to make sure the players am not switching before the ball has been served). As ref, please monitor time-outs and delays, as we want to keep things moving. Please also advise '5 minutes left' to the teams that are still playing at 9:55 P.M. The referee Is counting on the umpire and the line judges to assist him/her, however, THE REFEREE DOES HAVE FINAL SAY AND CAN OVERRULE A CALL, if he/she had a better view of the play, or if the call was improperly made.
  2. The Umpire
    The umpire is responsible for calling foot faults into the opponent's' court and net violations. Please note that your foot must be completely over the line to be called. Also, hair or clothing touching the net is not a net violation. The umpire should call back row violations, (i.e.: the back row players cannot jump on or in front of the attack line when spiking the bail). Please watch the receiving team -while the ball is being served to make sure the players are not out of rotation (i.e.: switching to set before the ball has been served).
  3. The Line Judges
    It is important to have two line judges watching the lines from opposite corners. Please watch both the end line and sideline closely, and be sure to let the referee know your call. The line judges may assist the referee on touches of 'our balls by the team receiving the ball. The line judge watching the serving team may signal foot faults on the server.
  4. ALL CALLS MADE BY THE REFEREE MUST BE RESPECTED. Remember this is a fun league and our referees are not professionals.
  5. If a referee's call is in question, ONLY the designated "floor captain' is allowed to discuss the matter with the referee.
