Mission Statement

At 7:00 pm, Board President, F. Goger called the meeting to order and led the opening activities.

  1. In accordance with the requirements of the Open Public Meeting Act, N.J.S.A. 10:4-6 et seq., adequate notice of the meeting has been provided by posting of notice at North Hunterdon High School and Voorhees High School, delivery by facsimile to the Hunterdon County Democrat and the Star-Ledger; and by delivery by mail and facsimile to the clerks of Bethlehem Township, Califon Borough, Town of Clinton, Clinton Township, Franklin Township, Glen Gardner Borough, Hampton Borough, High Bridge Borough, Lebanon Borough, Lebanon Township, Tewksbury Township and Union Township as well as other interested parties.

In compliance with the NJ Fire Code, fire exits are located in the direction indicated.  In case of fire, you will be signaled by bell and / or public address system.  If so alerted to fire, please move in a calm and orderly fashion to the nearest smoke-free exit.  At this time, please silence all cell phones.

  2. Presentation - R. Broan presented on the  2017 Partnership for Assessment of Readiness for College & Careers (PARCC) testing results.
  3. Opportunity for Public Comment on Agenda Items - There were no comments.
  4. Superintendent’s Report - J. Bender reported the following:
  1. Congratulated North Hunterdon High School Head Football Coach, Jared Mazzetta, named recipient of the NY Jets High School Coach of the Week award, which includes a $2,000 donation to the North Hunterdon High School football program.
  2. Commended district students who were recognized as National Merit Scholarship Program Commended Students based on prior year PSAT scores.
  3. Articulation programs held on October 10, 2017 during in-service day and were attended by 35 teachers from the sending districts.
  4. PSAT was administered to 9-11 grade students on October 11, 2017.
  5. October 17, 2017, tonight, is the second free public Community Health and Wellness Education Series program at Voorhees High School.
  6. Report on Harassment, Intimidation & Bullying (HIB)
  7. Motion by R. Straight, second by S. Seidorf to affirm the Superintendent’s determinations on the HIB incidents reported at the September 19, 2017 board meeting; the motion carried unanimously. 
  8. Chief School Administrator’s presentation and public hearing on Violence and Vandalism Data for the 2016-2017 school year
  9. Discussion - 2018-2019 district school year calendar.  Motion by R. Straight, second by R. Becker to approve the 2018-2019 district school year calendar; the motion carried unanimously.
  1. President’s Report - F. Goger reported the following:
  1. October 16-20, 2017 - observe Violence Awareness Week
  2. October 23-26, 2017 New Jersey School Boards Association Annual Fall Workshop
  3. November 7, 2017 - general election
  4. November 14, 2017 - regular board meeting - 7:00 p.m. - District Administration Office
  5. Announced the upcoming annual NJ School Board Association (NJSBA) Delegate Assembly meeting, and T. Roll, who serves as the Board Delegate to NJSBA, confirmed that he is registered to attend.
  6. Appointment of the nominating committee for Board President and Vice President for 2018.  F. Goger announced his recommendations for the nominating committee members as T. Roll, J. Viotto, and A. Masters.
  1. Committee Reports
  1. Personnel - S. Seidorf reported that the committee met and discussed the personnel recommendations and that the the next committee meeting will be on November 6, 2017.
  2. Community Relations / Student Affairs - M. Wranitz reported that the committee reviewed referendum updates and provided an overview of the upcoming strategic planning process which is anticipated to be completed by March.
  3. Buildings, Grounds, Equipment, Capital Improvements & Transportation - J. Melick reported that the committee met with the architect and reviewed project updates and water testing.  He noted that the ceiling tile replacement project would be included as part of the Long Range Facilities Plan.
  4. Policy - M. Strauss reported that the committee reviewed policies and regulations and asked Board members to note By Law 0169 Board Member Use of Electronic Mail / Internet.  He also distributed a summary of, and commented on, recent advisory opinions related to school ethics A20-11, A19-17, and A24-17.
  5. Curriculum, Instruction & Technology - L. Approvato reported that the committee met and discussed course changes, school calendar, and that S. Berry, Supervisor of School Security,  presented information about school security.  
  1. Motion by R. Straight, second by R. Becker to approve action items 12.1 - 16.2 including hand carried items presented on HCB101717-01; a discussion ensued.  The motion carried with the following abstentions:  R. Becker, J. Roncoroni, R. Straight, and J. Viotto on agenda item 15.12, minutes for a meeting they did not attend; T. Roll on agenda item 15.19, his own travel request.

  1. Acceptance of donations totaling $4,043 from the North Hunterdon Education Foundation to  North Hunterdon High School
  2. Ratify adoption of HCB91917-01, as presented at the September 19, 2017 Board meeting.  Including additional staff training and travel requests; amended shared services agreement with the Township of Lebanon to assign a law enforcement officer; and a resolution authorizing additional window replacements in the amount of $52,731.80, at North Hunterdon High School - this resolution was read at the meeting by B. Liss.  
  3. Resolution BR101717-1 appointing Spiezle Architectural Group, Inc. of Hamilton, NJ, at a cost not to exceed $80,000, as project manager
  4. Acceptance of New Jersey Schools Insurance Group / ERIC WEST 2017 safety grant program award in the amount of $28,500
  5. Addendum agreement with S4Teachers, LLC of Cherry Hill, NJ for the services of Educational Support Personnel at a rate of $95
  6. 2017-2018 Environmental Science tuition contract agreement in the amount of $25,395 with Hunterdon County Vocational School District
  7. 2017-2018 Computer Science tuition contract agreement in the amount of $16,930 with Hunterdon County Vocational School District
  8. 2017-2018 BioMedical Academy tuition contract agreement in the amount of $372,460 with Hunterdon County Vocational School District
  9. Declare district property as damaged and / or obsolete and grant authorization for disposal

A discussion ensued regarding the old business items; it was the consensus of the Board to replace the items noted below (18.1 through 18.3) with the following:  President’s report on progress towards regionalization.

  2. Motion by J. Roncoroni, second by S. Seidorf to adopt the following resolution as read by the Board President; the motion carried unanimously and the Board adjourned to executive session at approximately 8:05 p.m.

Whereas Section 7 of the Open Public Meetings Act, N.J.S.A. 10:4-12, authorizes a public body to exclude the public from that portion of a meeting at which the Board discusses topics falling within certain specified exceptions to the requirement for open public meetings, and Whereas the matters to be discussed fall within one or more of those exceptions, now therefore be it Resolved that the Board of Education of the North Hunterdon-Voorhees Regional High School District now adjourns from public session to executive session for the purpose of discussing the following

  1. Personnel - recommendations for appointments, separations, changes in assignment and leaves of absence
  2. Pending and threatened litigation and matters falling within the attorney-client privilege
  3. Student matter / matter as to which disclosure would result in unwarranted invasion of individual privacy
  4. Collective negotiations
  5. Executive session minutes August 15, 2017 and September 19, 2017
  1. Motion by R. Straight, second by R. Becker to reconvene Public Session; the motion carried and the Board reconvened in public session at approximately 8:35 p.m.
  2. F. Goger introduced a motion to approve action items 22.1 - 22.3  (including hand carries if provided - none were provided); the motion carried upon a roll call vote with the following abstentions: J. Roncoroni and S. Seidorf on agenda item 22.2, minutes for a meeting they did not attend; R. Becker, J. Roncoroni, R. Straight, and J. Viotto on agenda item 22.3, minutes for a meeting they did not attend.
