A.          Minutes of the May 11, 2020 regular board meeting were approved.

B.         Approved a one year Sabbatical for Shawn Jacob (recommended by Policy & Goals Committee on June 12, 2020)

 

C.    Approved bills paid as of May 2020.  Checks #131785-131956

Mark Snyder moved and Ron Scott supported the motion to accept the Consent Agenda as presented.

V.             DISCUSSION

A.  Budget/Millage Rates                                Lynn VanKampen, Cal DeKuiper

The district is required to pass a 2020-21 budget by June 30, 2020.

  1. ZPS BOE COVID-19 Resolution - Supported by all 41 school districts in Ottawa, Kent and Muskegon counties.

A graphic is the ZPS plan of action to determine the start of school in light of a COVID pandemic was reviewed.  

  1. Policy Update - Approval

The policies went to the full board for discussion at the May 2020 regular meeting, with no additional comments or questions.  

        

  VI.           ACTION:

A.     APPROVAL OF BUDGET AND MILLAGE RATES:

Mark Snyder moved and Todd Brennan supported the motion to approve the adjustments to the current 2019-20 budget, the 2020-21 proposed budget and L-4029 millage rates for the 2020-21 school year as discussed.

B.        MHSAA RENEWAL:

Mark Snyder moved and Ron Scott supported the motion to renew the Zeeland Public Schools membership in the Michigan High School Athletic Association for the year August 1, 2020-July 31, 2021.

 

VOTE: All yes

C.          POLICY APPROVAL

Linda Bush moved and Mark Snyder supported the motion to approve NEOLA policy update Volume 34 No 2 as discussed in the May board meeting.

VOTE: All yes

D.          FUND BALANCE / ENHANCEMENT TRANSPARENCY APPROVAL

Ron Scott moved and Linda Bush supported the motion that the Board of Education will approve to commit $1,075,000 of the 19-20 fund balance for the following expenses: $775,000 for 1:1 devices and $300,000 for busses.  These funds are part of the 19-20 Enhancement Millage that will not be used during the 19-20 fiscal year.

VOTE: All Yes

VIII.        CLOSED SESSION

Linda Bush moved and Ron Scott supported the motion that the Board of Education of the Zeeland Public Schools convene in closed session to discuss negotiations per Section 8(c) of the Open Meetings Act.

As clarification to avoid the appearance of concern, the district will meet virtually with council regarding contractual obligations of school operations in the absence of a ZEA contract.  Both parties agree that negotiations are not possible at this time given a lack of even reasonably accurate information.   Negotiations will resume after state and local finances are more clear.
