using " Three tire solution modle”
Abstract:
India, one of the fastest growing economy that is going to emerge and flourish as a sun in the sky of Asia as well as of world. Our life style are changing rapidly. We are emphasizing on the production power and the quality as well as quantity. People are moving faster to the busy life. The competition is becoming so tough.
To satisfying the need of such people and the investment that are also related to satisfy the need of people, we need the space and environment that cope with all these environment and need. Cities are the best fit for these and that why human being are concentrating on the starching the circumference of city.
But, this activities bring the urban environment surrounding the city on a edge of destruction and make a collation between urban and the city life. Sometime these may lead to the problem such as prevention of investment, unemployeement, land snatching, affect on agriculture and food problems and so on.
Bangalore is one of the city which is suffering now in a neck lock problem which cause for the collation between urban and city life.
Here, we are like to concentrate the problems as well as the solution that may lead to the solution model and may be implemented.
Here we are depicting the each of the problems that is happing during the globalization and expansion of city life in Bangalore.
Three tire solution model for problem solving:
Basically in these model we partitioned the government body in to two part .There will be a separate governing body for rural sector in Bangalore. The job of the City Council or State Government will be reduced and the State Government can Concentrate on the need of the investor to accumulate the need of urban people and the citizen of the Bangalore. The “Urban Government or some time call as local government in our discussion not only reduce the workload of the government but also provide the investor new solution and resources such as labor and land. For land we have introduce another concept known as CLI(Collection of Land for Investor)
It is not like SEZ, but depending on investor need and not violating the purpose of urban people they will arrange land for infrastructure and investment. The investor can choose the land according to there purpose and need.

HOW THIS MODEL SOLVE THE PROBLEMS:
Agricultural land should not be in consideration for investment as much as possible:
This is a major issue that lead sometime the prevention of investment and make a spotlight collation between the city life and rural environment.
The government taking the land nearby the city. The choice of land is depending on the investor. some time the land that are fertile , are being taken for investment infrastructure.
The owners of the land are may be poor farmer and they may not have other place to rehabilitate or some time the issue of emotion may related with their native……..
Our model is keen to solve the issue. Here we emphasize to formation of one local governing body in each of the rural sector , whose job will be to find out the unfertile land nearby city or the land which does not belong to any one. They may find out some blocked and unused ponds which mat fill to set up an infrastructure for investors.
If investor need some large amount of lands, we may arrange these for them. the group should find out the farmer who willing to donate their land with some complementation.
Their job is to convince them towards the big goal. These leaders or pioneer body should be chosen from these local people and should not belongs tom any political parties.
Getting the labors from local people and retain the extra rush to city:
The rush of urban people that coming for job, for education or for other purpose should be retain by this approach. We have to establish the educational institution to these rural areas and recruits the job seeker such as educated teachers, people form other background people for these institution. Give more the chance to the local student for their studies in such institutions. The parents of these students those who are the inhabitance of that locality that never being oppose to give land for these purpose. This will increase the conciseness as well as retained the rush to city.
Finally, when investor come recruit more and more people from local people according to their capability and provide them job. s life style changing, every one willing to be the part of that improvement and globalization. The local governing body will monitor this job. We want to retain the people of local there and reduce the rush.
Declaring separate budget for the urban area surrounding the city:
If the city government declare the same budget for the urban region also the situation may not consider the all issue of urban and some time it overlapped with the issue of entire state or city Bangalore But, the situation of the city is entirely different from the urban areas. The local governing body will assist the sate government to interact with the urban issues and help them to preparing the budget for urban areas.
The local authorities or local government will get money to improve the infrastructure for the urban areas not depending on any condition.
The urban areas have more natural recourses
The urban areas that have more natural resources should act as a suppliers of food:
If the survey showing that the urban areas that are surrounding the may have more natural resources such as paddy fiends or food or crops gardens are their. Then that land should not be taken for investment as much as possible.
But, there is plan for that kind of areas also. The investor bring lots of crowds as the employee. That urban areas can serve and satisfy the food need of those people as well as city people.
By taking an approach with the local government and the state ministry, the urban people can sold their item directly to some stationary or food plazas.
The local governing body will help to know the farmers which crops have what demand in city and the can cultivate according to that need.
For eg. Reliance Fresh is using the vegetables and crops that growing the surrounding of Chennai.
Arrange the crossing discussion between investor, local government and state government:
There should be some discussion forum which will bring local governing body, investor and the state government also under one umbrella. This workshop will find out all the issues related to the urban areas and the investment plan of investor and the role of state government.
This will bring the investor and the citizen as well as urban people and the governing body also to be close to each other and to understand the problem and find out the solution that make benefited all.

Make a better connectivity through the entire state:
Some time the investor may afraid to stay far away from the city of Bangalore. They thought that they might not get that facilities that a metro city can get. Specially the IT and ITES companies thought about their client may show hesitation to visits their offices. They well connected road facilities, and the air port facilities will reduce their hesitation.
The government and local government of rural sectors will coordinately prepare the

The rural government body will prepare a analysis char and some collection of land for investment purpose. The state government will monitor the collection plan and then they offer these land with low price and with other facilities.
Now ,government emphasizing to make Mysore as like Bangalore and they able to become successful to make the investor convince about the facilities that they might get in Bangalore. That’s why, the Infosys and lots of others companies are there.

Our solution and the model is considering the real life situation. The problem solving paradigm that it contain is very effective and and lots of city from Europe are applying these solution.
The Bangalore city also providing such world class facilities and that’s leads to several problem. It’s the time to think about the solution, because the Bangalore city is for all those who love Bangalore. So, we never cut anyone right to make a range of development.
