It shall be the duty of the Secretary to keep the constitution and By-Laws of the club and have the same with him/her at every meeting. He/she/they shall note all amendments, changes and additions on the constitution and shall permit it to be consulted by members upon request.
Benefactor membership is open to licensed Radio Amateurs (worldwide) who have served on at least one club committee, sub-committee, working group, or office position within the last three years. Benefactor membership includes all club privileges as well as rights to hold a club office and to vote on all club matters.
At the time of incorporation, all previous DEF CON Ham Radio Village volunteers and staff are automatically eligible for benefactor membership.
Supporter membership is open to currently licensed radio amateurs who participated in at least one Ham Radio Village Club conference event (physical or virtual) within the past three years.
Supporter membership includes all club privileges as well as rights to vote on club matters, but excludes the rights to hold office.
Associate membership is open to all other interested persons who participated in at least one Ham Radio Village Club conference event (physical or virtual) within the past three years

Applications for membership shall be submitted during the conference events. Applications may be considered outside of events if the candidate can prove eligibility requirements at the discretion of the club officers.
Regular business meetings shall be held quarterly online. Special meetings may be called by the President upon the written (physical or electronic) request of any five club members. Notices shall be sent to members concerning special meetings and the business to be transacted. Only such business as designated shall be transacted. Such notices shall be sent so that they arrive not less than 24 hours before the meeting.
Annual dues of $5.00 per member are hereby assessed in accordance with the provisions of Article V of the constitution for the purpose of providing funds for expenses. Dues are waived for benefactor members as a thank you for their time and efforts in supporting the club. Dues are also waived for members under 18 years of age. Dues are payable in August of each year. Any member whose dues are not paid by August 31st will be considered inactive and removed from the membership roster. Inactive members have no voting privileges. Termination of membership either by resignation or expulsion will not constitute a refund of dues paid.
Officer elections will be held annually at the regular third quarter meeting.
Officers will assume their elected office 30 days after voting has ended and ballots have been tallied.
Any member with privileges of holding an office on or after the election cutoff date may self-nominate for any open position. Nominees must provide a written statement indicating what office(s) they are running for and a personal statement of how they intend to faithfully serve the club as an officer. Nominations are due 3 days prior to the election period starting.
The final ballot will be published and made available to all club members in writing.
The president will dissolve the nomination committee after the annual elections.
Voting will be conducted electronically using a voting service/bot/script/site/technology that has openly inspectible source code. Voting shall remain open for a period of seven days to allow all membership a chance to vote. Immediately after the voting period ends, the ballots will be tallied and announced openly in front of the membership. Any candidate may request a recount of the ballots.
In the case of an unopposed slate the President may entertain a motion for the Secretary to cast a single ballot.
Voting methods using service, software, or devices made by Dominion Voting Systems Corporation (formerly Premier Election Solutions (formerly Diebold Election Systems, Inc.)) are strictly forbidden.
This committee shall consist of three members (appointed by the club President). The committee shall be responsible for organization and execution of all conference events the club participates in. This committee may form and appoint membership to sub-committees as necessary to carry out its function (For example, an examination team sub-committee).
This committee shall consist of three members. The designated trustee of the club callsign shall serve as chairperson of this committee. The remaining members will be appointed by the club president. The committee shall be responsible for maintaining the club callsign, any special event callsigns, as well as providing technical advice on operating practices to club-member stations.
