University of Alaska Anchorage Panhellenic Association Constitution

Article I.  Name

The name of this organization shall be the University of Alaska Anchorage Panhellenic Association, hereafter referred to as PHA.

Article II.  Object

The object of the PHA shall be to develop and maintain sorority and inter-fraternal relations at a high level of accomplishment and in so doing to:

  1. Consider the goals and ideals of member groups as continually applicable to campus and personal life.
  2. Promote superior scholarship and intellectual development.
  3. Cooperate with member women’s fraternities and the university administration to maintain high social and moral standards. 
  4. Act in accordance with National Panhellenic Conference (NPC) Unanimous Agreements,  policies and best practices.
  5. Act in accordance with such rules established by the Panhellenic Council as to not violate the sovereignty, rights and privileges of member sororities.

Article III.  Membership

 

  1. There shall be two classes of membership: Regular and Provisional.
  1. REGULAR membership of the University of Alaska Anchorage Panhellenic Association/Council shall be composed of all chapters of NPC fraternities and sororities at the University of Alaska Anchorage. Members in good standing of the National Panhellenic Conference fraternities at the University of Alaska Anchorage.  Regular members of the UAA PHA/C shall pay dues as determined by the Panhellenic Council.  Each regular member shall have voice and one vote on all matters.
  2. PROVISIONAL membership of the UAA PHA shall be composed of all colonies of NPC fraternities and sororities at UAA.  Provisional members shall pay no dues and shall have voice but no vote on all matters. A provisional member shall automatically become a regular member upon being installed as a chapter of an NPC sorority.

Article IV.  Officers 

  1. Officers of the PHA shall be President, Vice President, Secretary, and Treasurer.
  2. The officers shall be delegates from sororities holding regular membership in the University of Alaska Anchorage Panhellenic Association.The offices of President, Vice President, Secretary and Treasurer of the PHA shall be held in rotation by each eligible sorority chapter in order of its installation at UAA.  If multiple members from the same chapters wish to run for the same position, the office shall be elected by ballot. If a member from the women’s sorority in order of rotation is not prepared to serve as a designated officer, the Panhellenic Council shall determine how the office shall be filled.
  3. Officers shall serve for a term of one year.
  1. Term of office is January 1st through December 31st.
  1.  Any officer failing to perform her duties as outlined in the University of Alaska Anchorage Bylaws may be removed by a unanimous vote of the Panhellenic Council. A successor will be designated by special election.

Article V.  Meetings

  1. There shall be two types of meetings: Regular and Special.
  1. REGULAR meetings of the PHA shall be held at least once a week, excluding summer break, spring break, and winter break.
  2. SPECIAL meetings may be called by the President when necessary and shall be called by her upon the written request of any regular or provisional member sorority at the University of Alaska Anchorage.

The delegate from each regular or provisional member sorority shall be responsible for notifying her chapter members of all regular and special meetings of the PHA. 

Article VI.  Panhellenic Council

The administrative body of the PHA shall be the University of Alaska Anchorage Panhellenic Council, hereafter referred to as PHC/ Panhellenic Council. It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the PHA and to compile governing rules, including recruitment, membership and initiation, which do not violate the sovereignty, rights and privileges of member women’s fraternities.

  1. MEMBERSHIP
  1. Panhellenic Council shall be composed of one delegate, or alternate delegate, from each regular and provisional member group at the University of Alaska Anchorage as identified in Article III.
  1. SELECTION OF DELEGATES AND ADVISORS
  1. Delegates to the Panhellenic Council shall be selected by their respective sororities’ chapters to serve for a term of one year commencing after Panhellenic elections.
  1. DELEGATE VACANCIES
  1. When a delegate vacancy occurs, it shall be the responsibility of the sorority concerned to select a replacement within two weeks and to notify the Panhellenic Council Secretary of her contact information. If a meeting of the Panhellenic Council is scheduled while a delegate vacancy exists, the alternate delegate of the sorority concerned shall fulfill the duties of delegate.
  1. OFFICERS
  1. The officers of the Panhellenic Association shall serve as the Executive Board and shall have such powers and duties as are prescribed in the Bylaws of the Panhellenic Council.
  1. MEETINGS
  1. Regular meetings of the Panhellenic Council shall be held at a time and place established at the beginning of each semester.
  2. Special Meetings of the Panhellenic Council may be called following the provision outlined in Article V.1b
  1. QUORUM
  1. Greater than 50% of the member sororities shall constitute a quorum for the transaction of business.
  1. VOTING
  1. The voting members of the Panhellenic Association shall be the delegates of each sorority holding regular membership. If a delegate is absent, the vote of her sorority may be cast by its alternate. If both the delegate and the alternate delegate are absent, the vote may be cast by a member of the sorority, providing she is a member of good standing.
  2. One half plus one of the voting members of the Panhellenic Council shall be required to establish membership recruitment rules, determine quotas, establish total chapter size, and to add a chapter. A majority vote shall be required to carry all other questions.

Article VII.  Panhellenic Advisor

  1. The Leadership Coordinator for Student Clubs and Greek Life shall serve as the Panhellenic Advisor, as cited in UAA’s Student Affairs Policies for Greek Organizations
  1. If the Leadership Coordinator position is vacant, the Associate Director of Student Life and Leadership shall serve as Panhellenic Advisor
  1. If both the Leadership Coordinator for Student Clubs and Greek Life and the Associate Director of Student Life and Leadership positions are vacant, the University of Alaska Anchorage’s Student Affairs division will appoint a Panhellenic Advisor. The Panhellenic Advisor shall serve in an advisory capacity to the University of Alaska Anchorage Panhellenic Association and its Council.

Article VIII.  Standing Committees

The Panhellenic Council Executive Board shall appoint standing committees to carry out the work of the Panhellenic Council and Association, the term of which shall last one year. The Standing Committees shall be:

  1. Membership Recruitment and;
  2. Judicial Board

Article IX.  Unanimous Agreements and Policies

  1. All members of the University of Alaska Anchorage Panhellenic Association shall act in accordance with fundamental Panhellenic policies established by the National Panhellenic Conference Unanimous Agreements.
  2. All University of Alaska Anchorage Panhellenic Association rules and policies shall be in harmony with those currently established by the National Panhellenic Conference.

Article X.  Violations

Violations of the National Panhellenic Conference Unanimous Agreements, any regulations of this Constitution or its related Bylaws, of membership recruitment rules, or rules concerning matters other than membership recruitment, shall be adjudicated through the NPC Judicial Procedure as presented in the NPC Manual of Information.

Article XI.  Amendments

This Constitution may be amended by quorum, provided notice of the proposed amendment has been given in writing at the preceding regular meeting.

Article XII. Recruitment Code of Ethics of the University of Alaska Anchorage College Panhellenic Association

We, the members of women’s sororities at the University of Alaska Anchorage, agree to promote honesty, respect, sisterhood and cooperation within the College Panhellenic and our respective chapters, and in our daily lives. This code of ethics is designed to inspire our members, reinforce exemplary conduct and values-based leadership, and perpetuate lifelong membership to enrich the sorority and Panhellenic experience.

 

We, as Panhellenic women of the University of Alaska Anchorage, agree on and commit to:

  1.  Uphold and demonstrate the Panhellenic spirit in thought, word and action through our chapters as well as individual members.
  2. Demonstrate ethical behavior and conduct ourselves in a manner consistent with the mission and values of the College Panhellenic, each international or national organization and our institution.
  3. Respectfully adhere to the Unanimous Agreements and all policies established by the National Panhellenic Conference.
  4. Avoid disparaging remarks about any sorority or collegiate woman and refrain from discussing Panhellenic matters with nonmembers, in accordance with the dignity and good manners of sorority women.
  5. Recognize friendly relations with all collegiate women, both sorority members and nonmembers, realizing the importance of creating and building friendships.
  6. Plan recruitment events that provide opportunities for the greatest possible number of women to become sorority members while protecting the rights and privileges of individuals and the chapters.
  7. Provide a safe, positive and enriching recruitment experience, understanding that membership is a social experience arrived at by mutual selection.
  8. Strive to be truthful, honorable, open and friendly to all potential new members during all recruitment events.
  9. Be respectful of the rights of every potential new member to make her own choices, including the right not to join the sorority community.
  10. Refrain from limiting a potential new members chances of becoming a member of the Panhellenic community by encouraging her to make a single intentional preference or to limit her choices.

 

We, as Panhellenic women of the University of Alaska Anchorage also agree on and commit to:

  1. Respectfully adhere to the bylaws and recruitment rules of the University of Alaska Anchorage College Panhellenic Association.
  2. Abide by all local and federal laws and NPC international and national member organization bylaws.
  3. Hold one another accountable to these standards, remembering at all times that we represent not only our individual chapters but also the Panhellenic community as a whole.

 

As Panhellenic women of the University of Alaska Anchorage, these are the tenets by which we strive to live.

 University of Alaska Anchorage Panhellenic Association Bylaws

Article I.  Finance

  1. FISCAL YEAR

The fiscal year of the University of Alaska Anchorage Panhellenic Association shall be from July 1 to June 30.

  1. ACCOUNTS

The University of Alaska Anchorage Panhellenic Association will conduct all financial business through the Student Clubs and Greek Life office and maintain a University student club account.

  1. CONTRACTS

All contracts must be submitted to the Panhellenic Council and Advisor for review. Written approval and signature from the University of Alaska Anchorage Procurement Office shall be required to bind any contracts.

  1. DEPOSITS

The Treasurer will deposit all funds into the university account on the next business day after receipt.

  1. DUES
  1. National Panhellenic Conference dues are paid yearly as invoiced by the NPC office.
  2. Panhellenic Council membership dues shall be an assessment per each current and new Regular and Associate member as outlined in Article III.
  1. The amount of such dues shall be $18 per semester per active initiated collegiate member of each Regular sorority.
  2. The amount of such dues shall be $5 per semester per active initiated collegiate member of each Provisional sorority.
  3. The dues of each Panhellenic Association member fraternity shall be due within four weeks of each fall and spring semester.
  4. Any member chapter of Regular or Provisional status which has not paid by the due date set forth above, will be subject to a flat fee of $25.00 with an additional $10.00 per day (due by 11:59pm) for each day the payment is late. 
  5. The dues shall be paid to the Panhellenic Council Treasurer in accordance with university financial policies.

Article IV.  The Executive Board

The EXECUTIVE BOARD shall:

  1. Appoint Standing and Special Committees and their chairwoman and, in making these appointments, recognize representation from all member sororities;
  2. Administer routine business between meetings of the Panhellenic Council when advisable and such other business as has been approved for action by the Panhellenic Council Vote, and;
  3. Report all action taken by the Executive Board at the next regular meeting of the Panhellenic Council through the Secretary, and record the action in the minutes of that meeting.

The PRESIDENT shall:

  1. Have overall responsibility for the operation of the Panhellenic Council;
  2. Call and preside at all regular and special meetings of the Panhellenic Council;
  3. Call and preside at all Panhellenic Council Executive Board meetings;
  4. Review and approve for processing all checks and contracts involving the University of Alaska Anchorage Panhellenic Council ;
  5. Serve as member ex-officio of all Panhellenic Council committees;
  6. Complete the National Panhellenic Conference Annual Report and send it to the Area Advisor;
  7. Communicate regularly with the National Panhellenic Conference Area Advisor;
  8. Maintain a complete and up-to-date President’s file, which will include a copy of the current University of Alaska Anchorage Panhellenic Council Constitution, Bylaws and Standing Rules; the current Panhellenic Council budget; the current National Panhellenic Conference manual of information and related materials, current correspondence and materials received from the Area Advisor; copies of the College Panhellenic reports to the Area Advisor and other pertinent materials, and;
  9. Perform all other duties usually pertaining to this office.

The VICE PRESIDENT shall:

  1. Perform the duties of the President in her absence, inability to serve or at her call;
  2. Serve as Chairman of all Standing Committees and;
  3. Be familiar with the NPC Manual of Information and all governing documents of the association.
  4. Plan and oversee formal recruitment.
  5. Perform all other duties usually pertaining to this office.

The RECORDING SECRETARY shall:

  1. Keep an up-to-date roll of the members of Panhellenic Council and call it at all Council meetings;
  2. Keep current statistics concerning the number of initiated members and new members of each Panhellenic Council member fraternity;
  3. Keep full minutes of all meetings of the University of Alaska Anchorage Panhellenic Council and a record of all action taken by the Executive Board;
  4. Maintain a complete and up-to-date file that includes minutes of meetings of the University of Alaska Anchorage Panhellenic Council from date of its organization; current rosters from each member fraternity; and current correspondence;
  5. Be responsible for the official correspondence of the Panhellenic Council unless provided for otherwise;
  6. Send meeting minutes to the National Panhellenic Conference Area Advisor;
  7. Be responsible for keeping an updated record of contact information for all University of Alaska Anchorage Panhellenic Council officers, Alumnae Advisors, delegates, alternate delegates, and members of standing committees, and;
  8. Make all posts to Social Media Accounts pertaining to the Panhellenic Council
  1. Including but not limited to
  1. Facebook
  2. Instagram
  1. Add and adjust all Panhellenic events on the UAA All Greek Calendar.

  1. Perform all other duties usually pertaining to this office.

The TREASURER shall:

  1. Be responsible for the general supervision of the finances of the Panhellenic Council;
  2. Be responsible for the preparation of the annual budget and, following its approval by the Panhellenic Council, for providing a copy to each Panhellenic Association member fraternity;
  3. Receive all payments and dues, process and issue receipts in accordance with university financial procedures;
  4. Be responsible for the payment of the annual National Panhellenic Conference dues and all bills of the Panhellenic Council;
  5. Maintain up-to-date financial records, provide a financial report at each regular meeting of the Panhellenic Council and an annual report at the close of her term of office;
  6. Review, with the President, and submit Panhellenic Council contracts to the Grants and Contracts office for final approval, and;
  7. Perform all other duties usually pertaining to this office.

Article V.  Standing Committees

The Standing Committees of the University of Alaska Anchorage Panhellenic Council shall be Judicial Board and Membership Recruitment. Additional committees shall be created by the Panhellenic Council when needed to meet the needs of the Panhellenic Council.

The Standing Committee shall serve a term of one year. Such term of office is to begin no later than two weeks after the beginning of the academic spring  semester. Immediately following the selection of officers for the upcoming year, the President-elect shall call a meeting of the Executive Board to appoint committee chairwoman and members.

  1. JUDICIAL BOARD
  1. The members of the Judicial Board shall include the Vice President, whom shall serve as the chairwoman, and no fewer than two collegiate members.
  2. It shall be the Judicial Board’s duty to adjudicate violations of the National Panhellenic Conference Unanimous Agreements, Constitution, Bylaws, Standing Rules and membership recruitment regulations of the University of Alaska Anchorage Panhellenic Association.
  1. MEMBERSHIP RECRUITMENT COMMITTEE
  1. The Membership Recruitment Committee shall include the Vice President, who shall serve as the chairwoman, and no fewer than two collegiate members. These collegiate members shall be the Membership Recruitment positions or similar from each member sorority.
  2. This committee shall be responsible for all Panhellenic Council matters related to membership recruitment.
  1. This committee shall be responsible for reviewing and developing membership recruitment rules, submitting them for discussion and approval to the Panhellenic Council before the end of the term preceding recruitment, and distributing copies of them when approved to the delegates of the member fraternities.They also shall be responsible for recommending recruitment dates for fall and spring, as well as dates for informal events.
  2. Following each membership recruitment period the chairwoman of this committee shall present a full report, including recommendations, to the Panhellenic Council based on an analysis of the recruitment statistics, recruitment evaluations from new members, potential new members who withdrew, each member group and chapter advisor and the Alumnae Advisory Council.

Article VI.  Administration of Membership Recruitment

The Panhellenic Council shall utilize two styles of recruitment – Primary Recruitment in the Fall and Continuous Open Bidding in the Spring. The recruitment rules shall vary between the Fall and Spring semesters as called for by each recruitment style. Chapter total will be set by the Panhellenic Council and announced each semester.

  1. Total is the allowable chapter size as determined by the College Panhellenic, and it includes both new members and initiated members. College Panhellenics are required to review total each academic term - within 72 hours of bid distribution for the term during which primary recruitment is held and within one week (no more than seven days) from the start of the academic term(s) in which primary recruitment is not held. These adjustments ensure that total reflects current campus conditions and the Panhellenic goal of growth and parity.
  2. When total is too low:
  1. The Panhellenic community is unable to grow because of the lack of sufficient spaces to accommodate women interested in sorority membership.
  2. The smaller chapters are unable to close the size disparity with the larger chapter in the community.
  1. When total is too high:
  1. Potential new members have incentives to withdraw from the recruitment process and join chapters during continuous open bidding (COB) when they do not receive an invitation to return to the chapter of their choice.
  2. Large chapters participate in COB interfering with the effectiveness of smaller chapters’ recruitment.
  1. The procedure for determining total states: total is the allowable chapter size as determined by the College Panhellenic and includes both new members and initiated members. Any member who is away from campus for the entire academic year is not counted in total. Members away for one academic term are counted in total. The Panhellenic reviews total each term to ensure that existing total reflects current campus conditions and the Panhellenic growth and parity, and to allow the maximum number of women to participate in the sorority experience.
  2. Chapters may exceed total as a result of its participation in Panhellenic sponsored formal recruitment when quota/total and a preferential bidding system are used.
  3. To allow chapters to achieve parity as quickly as possible, total will be automatically adjusted every regular academic term. This is to be done no later than 72 hours following bid distribution in the academic term that primary recruitment is held and within one week (no more than seven days) from the start of the academic term(s) in which Formal Recruitment is not held. The adjustment will be to largest chapter size unless the College Panhellenic adopts an acceptable alternative method according to the Manual of Information.
  1. Policy (2009, 2015): College Panhellenics can use one of the following methods to determine total:
  1. 1. Median chapter size
  2. 2. Average chapter size
  3. 3. Largest chapter size (recommended for College Panhellenics with three or fewer chapters)

  1. If at any time during the academic year a chapter falls below total, the chapter is eligible to participate in Continuous Open Bidding until they reach total again.
  2. Every regularly enrolled new member, initiated or affiliate of a chapter shall be counted in Total.
  1. A list of recruits, initiated and affiliated members shall be filed with the President, the Panhellenic Advisor and with the Secretary at the first meeting of each semester.
  2. Any member who is away from campus for the entire academic year is not counted in total. Members who are away for only one academic term are counted in total.
  3. Any termination or other changes in membership shall be reported to the President and the Panhellenic Advisor no later than 24 hours after it has occurred.

       8. If a chapter is at total and wishes to affiliate a transfer member, it may do so even though the addition of that member will put it over total.

Quota is the number of potential new members (determined at the end of recruitment) that each chapter is allowed to take regardless of a chapter’s total membership number. Every chapter is entitled to bid the same number. Quota is determined by the number of eligible Potential New Members divided by the number of chapters on campus. (Round up in the case of fractions.)All chapters are eligible to pledge up to quota either through Primary  Recruitment or in Continuous Open Bidding.

  1. A chapter matching to quota, but has spots left to fill in total, may Continuous Open Bid to reach total, but only after bids are distributed in the recruitment process.
  2. Continuous Open Bidding (COB) begins immediately after bids are distributed in formal recruitment, and is open to any unaffiliated female student on campus without any requirement of prior participation or registration.

PRIMARY RECRUITMENT: FALL SEMESTER RECRUITMENT REGULATIONS FOR POTENTIAL NEW MEMBERS

  1. A woman interested in joining a member sorority shall be required to attend the Open House hosted by the Panhellenic Association before the start of the primary recruitment period. If an interested woman is unable to attend the Open House, she must consult with the Panhellenic Association to go over recruitment regulations before attending any events;
  2. A woman interested in joining a member sorority shall be required to attend a minimum of one of each member sorority's recruitment events. If an interested woman fails to attend at least one of each sorority’s events she will not be eligible to receive a bid from any sorority;
  3. A woman interested in joining a member sorority must be registered for 6 or more credit hours at the University of Alaska Anchorage.
  4. A woman shall not be, or have ever been an initiated member of National Panhellenic Conference group and join another National Panhellenic Conference fraternity.
  5. A woman must provide her own transportation to and from membership recruitment events;
  6. From the Campus Kick-Off through the end of the membership recruitment, no Potential New Member may visit a sorority chapter except to attend invitational or open recruitment events previously agreed upon by the Panhellenic Association;
  7. Beginning at Campus Kick-Off, a Potential New Member needs to limit correspondence with a member of a sorority outside of formal recruitment events to friendly conversation, speaking about Greek life on campus; no invitations involving Greeks outside of recruitment events, previously agreed upon by the Panhellenic Association (Formal Recruitment); no exchanging of phone numbers and emails;
  8. A woman shall not give a promise, either verbal or written, to join a certain a certain sorority before bids are issued;
  9. A woman will complete the Membership Recruitment Acceptance Binding Agreement (MRABA) after the last event she attends. It is a binding agreement. Once this has been signed, no changes may be made, and;
  10.  Any woman who signs a MRABA and receives a bid at the end of membership recruitment will be bound by it until the next primary membership recruitment period at the same college or university

PRIMARY RECRUITMENT: FALL SEMESTER RECRUITMENT REGULATIONS FOR COLLEGIATE MEMBERS  

  1. All National Panhellenic Conference Unanimous Agreements shall be upheld;
  1. The Panhellenic Association shall prohibit the use of alcoholic beverages, drugs, and smoking in and during all membership recruitment events and Bid Day activities
  2. The Panhellenic Association shall prohibit the participation of men in and during all membership recruitment and Bid Day activities
  1. All members, including alumnae and new members, are responsible for understanding and observing the membership recruitment rules as well as the Panhellenic Code of Ethics as outlined;
  2. Sorority members may not purchase items of any value for a Potential New Member;
  3. No favors or gifts may be given to Potential New Members by the sorority and/or individual members;
  4. Membership recruitment events may only be held in designated areas on-campus;
  5. There will be no promising of bids directly or indirectly by a member, new member, or alumnae of any sorority;
  6. No sorority members, including new members and alumnae, may visit a Potential New Member in her place of residence during Membership Recruitment;
  1. If living together, communication during the time of recruitment must be limited to casual conversation not pertaining to recruitment activities or member sorority related topics
  1. A factual sheet including a list of fees to be incurred by members during collegiate membership and grade requirement will be provided to each Potential New Member during membership recruitment by each chapter;
  2. Initiated collegiate members, new members, alumnae, and national sorority representatives may assist the chapter with membership recruitment activities;
  3. All Membership Recruitment materials must be created by the Panhellenic Membership Recruitment Committee and approved by the Panhellenic Council before being placed around campus. University Posting Policies must be adhered to when posting materials;
  4. Recruitment dates shall be set by the Panhellenic Recruitment Committee and must be approved by the Panhellenic Council;
  5. An Open House shall be hosted by the Panhellenic Council before the start of the Membership Recruitment process in the fall of each scholastic year ;
  6. The Open House shall incorporate all members of the Panhellenic Council and no chapter members other than those participating in the member sorority’s presentation, shall be allowed to attend;
  7. Each member sorority shall be allowed to make a five minute presentation at the Open House, which must be approved by the Panhellenic Council at least one week prior to the event;
  8. Members of the Panhellenic Council must wear Sunday’s best attire to the Open House and may not wear the respective colors or badges of their member sororities. Chapter members attending the Open House for the presentation must also wear Sunday’s best attire and will be allowed to wear the colors and badge of their respective member sorority;
  9. All Potential New Member’s information must be submitted to the Panhellenic Council Recording Secretary upon receiving it from the Potential New Member at the Open House or during any recruitment event;
  10. The Panhellenic Council will be responsible for securing an informational table at all student organization showcases, including but not limited to Campus Kick-Off and Fall Preview Days for the Panhellenic Council;
  11. Each member organization may hold informal recruitment events at the end of the formal recruitment period. All informal events must be submitted to the Panhellenic Council before they occur;
  12. All sororities must submit a list of women in attendance at all formal and informal recruitment events to the Panhellenic Advisor, and;
  13. The Panhellenic Advisor is responsible for conducting an academic standing review of all Potential New Members. No Potential New Member may receive a bid from any member sorority or be initiated before her academic standing has been approved for membership by the Panhellenic Advisor. If the Panhellenic Advisor is unable to conduct the review, the Dean of Students reserves the right to delegate the responsibility.
  1. All Panhellenic Council members (including the Panhellenic Executive Board and Chapter Delegates) must serve as Recruitment Counselors during the Formal Recruitment Process.
  2. Chapter Delegates are only excused from their Recruitment Counselor responsibilities if they appoint another member of their chapter to serve as the “Chapter Sponsored Recruitment Counselor.”
  1. The Chapter Sponsored Recruitment Counselor must be approved by their respective chapter, and notified in writing to the Panhellenic Council and Student Clubs & Greek Life Office at least one week prior to Campus Kick Off.
  2. From Campus Kick Off to after bid distribution, the Chapter Sponsored Recruitment Counselor assumes responsibilities associated with the Panhellenic Recruitment Process, disassociating herself from her own chapter’s Recruitment Processes.
  3. If a Chapter Sponsored Recruitment Counselor is implemented, the Chapter Delegate may associate with her chapter and participate in her chapter’s Recruitment Processes, but her involvement with Panhellenic Council will be limited (from Campus Kick Off to after bid distribution) to attendance at Panhellenic meetings and voting in Panhellenic matters on behalf of her chapter.
  1. The goals of the Panhellenic Council/Recruitment Counselors are to:
  1. Represent Panhellenic attitudes and ideals.
  2. Provide support, friendship and personal guidance to women participating in the recruitment process.
  3. Be an objective and impartial counselor.
  4. Promote an understanding and explanation of the mutual selection process.
  5. Promote an understanding of the benefits of sorority affiliation and emphasize the similarities in the ideals and goals of all sororities.
  6. Provide encouragement to the potential new members to attend as many recruitment events as possible and/or reasonable for the potential new member’s schedule.
  7. Promote membership recruitment retention and pledging by communicating realistic expectations of the recruitment process.
  1. All Panhellenic Council members should be completely “disassociated” from their respective member sororities for the period immediately preceding recruitment (starting at Campus Kick Off) and during recruitment (until bids are accepted) so their actions support the welfare and best interests of the Panhellenic community.
  1. Disassociation Guidelines:
  1. No wearing of sorority badge/pin or letters.
  2. No wearing own chapter’s respective colors while representing Panhellenic Council and at formal recruitment events.
  3. Must limit participation in own chapter’s events to chapter business meetings or private rituals, where no Potential New Members will be present.
  4. Social media accounts should be set to “private.”
  5. Social media posts should represent all Panhellenic organizations equally.
  6. Chapters should not use disassociated members in advertising, public relations, or other Recruitment materials.
  1. All Panhellenic Council members are to refrain from contacting or having contact with their own chapter members to reveal confidential information obtained from potential new members and/or the Student Clubs & Greek Life office.
  2. The Panhellenic Council/Recruitment Counselors maintain principles of Panhellenic ethics; therefore, they:
  1. Are entrusted with privileged information to be kept confidential.
  2. Must remain objective and impartial at all times.
  3. Must be disassociated from their own chapter’s recruitment process.
  4. Must refrain from the use of alcohol during the recruitment process.
  5. May escort women to the events, but not participate in the recruitment activities.

CONTINUOUS OPEN BIDDING: RECRUITMENT REGULATIONS FOR POTENTIAL NEW MEMBERS

At the conclusion of Formal Recruitment in the fall semester all member sororities of the University of Alaska Anchorage Panhellenic Association are able to entertain Continuous Open Bidding. Continuous Open Bidding will occur until each member sorority has reached total either in the fall or spring semester.

  1.  A woman interested in joining a member sorority must be registered for 6 or more credits hours at the University of Alaska Anchorage. A woman shall not be, or have ever been, an initiated member of a National Panhellenic Conference group and join another National Panhellenic Conference group;
  2. A woman is eligible to participate in membership recruitment if she is not simultaneously enrolled in high school and attending college;
  3. A woman is eligible to participate in membership recruitment if she is an undergraduate student regularly matriculated on campus;
  4. A woman must provide her own transportation to and from membership recruitment events;

CONTINUOUS OPEN BIDDING: RECRUITMENT REGULATIONS FOR COLLEGIATE MEMBERS

  1. All Potential New Member’s information must be submitted to the Panhellenic Council Recording Secretary upon receiving it from the Potential New Member;
  2. Recruitment dates shall be set by the Panhellenic Membership Recruitment Committee and must be approved by the Panhellenic Council;
  3. Initiated collegiate members, new members, alumnae, and national sorority representatives may assist the chapter with recruitment activities;
  4. A factual sheet including a list of fees to be incurred by members during collegiate membership and grade requirement will be provided to each Potential New Member during Membership Recruitment by each chapter;
  5. No sorority members, including new members and alumnae, may visit a Potential New Member in place of residence during Membership Recruitment;
  6. There will no promising of bids directly or indirectly by a member, new member, or alumnae of any sorority;
  7. Membership recruitment events are to be held on-campus;
  8. No favors or gifts may be given to Potential New Members by the sorority and/or individual members;
  9. Sorority members may not purchase anything for a Potential New Member;
  10. All members, including alumnae and new members, are responsible for understanding and observing the Membership Recruitment Rules as well as the Panhellenic Code of Ethics;
  11. Sorority members shall prohibit the use of alcoholic beverages, drugs and smoking in all Membership Recruitment and Bid Day activities;
  12. Sorority members shall prohibit the participation of men in Membership Recruitment and Bid Day activities, and;
  13. The Panhellenic Advisor is responsible for conducting an academic standing review of all Potential New Members. No Potential New Member may receive a bid from any member sorority or be initiated before her academic standing has been approved for membership by the Panhellenic Advisor. If the Panhellenic Advisor is unable to conduct the review, the Dean of Students reserves the right to delegate the responsibility.

 

Article VII.  Pledging and Initiation

  1. A woman must be registered for 6 or more credits at the university and possess a minimum 2.0 or higher cumulative GPA out of a 4.0 scale to be eligible for Membership Recruitment, Pledging and Initiation;
  1. The Panhellenic Advisor is responsible for conducting an academic standing review of all Potential New Members. No Potential New Member may receive a bid from any member sorority or be initiated before her academic standing has been approved for membership by the Panhellenic Advisor. If the Panhellenic Advisor is unable to conduct the review, the Dean of Students reserves the right to delegate the responsibility.
  1. A Panhellenic Council member sorority may not issue an invitation to membership or formally recruit a woman during any academic break, including summer, and;
  2. A member may be initiated whenever she has met the requirements of the sorority to which she is pledged.

Article VIII.  Hazing

All forms of hazing, Bid Day and/or pre-initiation activities that are defined as hazing shall be banned.

Hazing is defined as any action or situation with or without consent that recklessly, intentionally or unintentionally endangers the mental or physical health or safety of a student, or creates risk of injury, or causes discomfort, embarrassment, harassment or ridicule or that willfully destroys or removes public or private property.

Such activities and situations include, but are not limited to, creation of excessive fatigue; physical and psychological shocks; wearing of apparel that is conspicuous and not normally in good taste; engaging in public stunts and jokes; participating in treasure or scavenger hunts; morally degrading or humiliating games and activities; late night sessions that interfere with scholastic activities or normal sleep patterns; and any other activities that are not consistent with fraternal law, ritual or the regulations and policies of the member sorority or the educational institution. All member groups will affirm their policies on hazing through mailings and through their national magazines.

  1. All member sororities shall submit to the Panhellenic Advisor a copy of their member sorority’s hazing policy, and;
  2. All members of each member sorority shall sign the University of Alaska Anchorage Panhellenic Council Hazing Agreement at the start of each semester.

Article X.  Violations

Any dispute arising out of the violation of the National Panhellenic Conference Unanimous Agreements, the Panhellenic Constitution and Bylaws, Standing Rules and Membership Recruitment Rule and Regulations shall be addressed through the National Panhellenic Conference Judicial Procedure as included in the University of Alaska Anchorage Panhellenic Association Bylaws.

If the University of Alaska Anchorage Panhellenic Association only has two member groups this Panhellenic Association should contact their National Panhellenic Delegates and Area Advisor to negotiate a resolution to the matter in conflict if the matter cannot be resolved through mediation or a judicial hearing with Greek Council and/or the Dean of Students Office before filing an Appeal to the Judicial Appeals Committee.

Article XI.  Rules of Order

The University of Alaska Anchorage Panhellenic Association and Panhellenic Council shall be governed by Robert’s Rules of Order Newly Revised except in matters specifically provided for in this Constitution, Bylaws and Standing Rules.

Article XII.  Amendments

These Bylaws may be amended by one half plus one of the voting members of the Panhellenic Council, provided notice of the proposal amendment has been given in writing at the preceding regular meeting.

UNIVERSITY OF ANCHORAGE ALASKA PANHELLENIC ASSOCIATION RECRUITMENT CODE OF ETHICS

We, the members of women’s sororities at the University of Alaska Anchorage, agree to promote honesty, respect, sisterhood and cooperation within the College Panhellenic and our respective chapters and in our daily lives. This code of ethics is designed to inspire our members, reinforce exemplary conduct and values-based leadership, and perpetuate lifelong membership to enrich the sorority and Panhellenic experience. We, as Panhellenic women of the University of Alaska Anchorage, agree on and commit to:

• Uphold and demonstrate the panhellenic spirit in thought, word and action through our chapters as well as individual members;

• Demonstrate ethical behavior and conduct ourselves in a manner consistent with the mission and values of the College Panhellenic, each international organization and our institution;

• Respectfully adhere to the Unanimous Agreements and all policies established by the National Panhellenic Conference;

• Avoid disparaging remarks about any sorority or collegiate woman and refrain from discussing Panhellenic matters with non-members, in accordance with the dignity and good manners of sorority women;

• Recognize friendly relations with all collegiate women, both sorority members and nonmembers, realizing the importance of creating and building friendships;

• Plan recruitment events that provide opportunities for the greatest possible number of women to become sorority members while protecting the rights and privileges of individuals and the chapters;

• Provide a safe, positive and enriching recruitment experience, understanding that membership is a social experience arrived at by mutual selection;

• Strive to be truthful, honorable, open and friendly to all potential new members during all recruitment events;

• Be respectful of the rights of every potential new member to make her own choices, including the right not to join the women’s sorority community;

• Refrain from limiting a potential new member’s chances of becoming a member of the Panhellenic community by encouraging her to make a single intentional preference or to limit her choices.

We, as Panhellenic women of the University of Alaska Anchorage, also agree on and commit to: • Respectfully adhere to the bylaws and recruitment rules of the University of Alaska Anchorage Panhellenic Association;

• Abide by all local and federal laws and NPC international member organization bylaws and;

• Hold one another accountable to these standards, remembering at all times that we represent not only our individual chapters but also the Panhellenic community as a whole.

ALL MEMBER SORORITIES WILL FOLLOW THESE VALUED AND NON-NEGOTIABLE POLICIES DURING THE RECRUITMENT PROCESS.

STATEMENT OF MEMBERSHIP RECRUITMENT ACCEPTANCE BINDING AGREEMENT (MRABA): THE UNIVERSITY OF ALASKA ANCHORAGE PANHELLENIC WILL UPHOLD AND USE THE MEMBERSHIP RECRUITMENT ACCEPTANCE BINDING AGREEMENT (MRABA) FOR EACH POTENTIAL NEW MEMBER INTERESTED IN JOINING A SORORITY, WHETHER DURING FORMAL OR INFORMAL RECRUITMENT. WE AGREE TO ALL POLICIES AND STEPS PERTAINING TO THE MRABA.
