Many of the tactics the CIA uses against foreigners can be used by organized crime against U.S. citizens.

Among Olson’s [CIA] concerns were:

Experiments on humans were intended to develop procedures and identify drugs... to be used in interrogations in order to weaken the individual and force confessions through brainwashing and psychological torture. The project was organized through the... CIA and coordinated with the [U.S.] Army Biological Warfare Laboratories....

MKULTRA used numerous methods to manipulate its subjects’ mental states and brain functions. One MKULTRA document... refers to the study of an assortment of mind-altering substances described as follows:

Substances which will promote illogical thinking and impulsiveness to the point where the recipient would be discredited in public.
Materials which will promote the intoxicating effect of alcohol.
Materials which will produce the signs and symptoms of recognized diseases in a reversible way so they may be used [to frame a victim as] malingering, etc.
Materials which will render the induction of hypnosis easier or otherwise enhance its usefulness.
Physical methods of producing shock and confusion over extended periods of time and capable of surreptitious use.

[There was an] order that all MKULTRA files be destroyed in 1973....

The 1976 Church Committee report found that... “MKULTRA... materials were [used not only for interrogation but also] for harassment, discrediting or disabling purposes.”

This shows a template whereby groups can be enlisted to perform tasks without understanding those tasks’ true ends:

Mind Kontrol Ultra

thugs, spying, following, poisoning, drugging, maligning, and harassing targets and attacking them with chemical / biological agents; (compare with National-Security Breach in the DSM-IV-TR)
controlling the public mind by isolating and silencing me and distorting the pool of available evidence about my character. (“Me and that other guy are just trying to get him to give up on Instagram”);
rigging profiling algorithms so that people born with DNA or other attributes like mine will be born suspected serial-killers. Genocide to suppress the threat of a helot rebellion.

The tactics they employ against me are military-grade and were employed by the CIA to overthrow Iran’s government in 1953: MKULTRA and COINTELPRO.

An additional allegation is made that the drugs were supplied to the Institute pursuant to “a 1951 secret contract” between the Chemical Corps Procurement Agency of the Department of the Army and the New York State Psychiatric Institute... and were given to Blauer “solely to test their efficacy as chemical warfare weapons.”... It is not disputed that the federal government, the Institute and their representatives secretly conducted drug tests on Blauer.

Wikipedia makes it sound like the FBI was / is in charge. That is not what I observe.

MOCKINGBIRD

Operation MOCKINGBIRD is an alleged large-scale program of the [CIA] that began in the early years of the Cold War and attempted to manipulate news media for propaganda purposes.

Deborah Davis... wrote... that the CIA... recruit[ed] Phil Graham from The Washington Post to run [Operation MOCKINGBIRD] within the industry. According to Davis, “By the early 1950s, [NSC] ‘owned’ respected members of The New York Times, Newsweek, CBS and other communications vehicles.”

EARNEST VOICE (OEV)

Operation Earnest Voice (OEV) is a communications program by the United States Central Command (CENTCOM). Initially, the program was developed as a psychological weapon and later thought to have been directed at jihadists across Pakistan, Afghanistan and other countries in the Middle East.

OEV was first used in Iraq. In 2011, the US government signed a $2.8 million contract with the Ntrepid web-security company to develop a specialized software, allowing agents of the government to post propaganda on “foreign-language websites”. The aim of the initiative is to use sockpuppets to spread pro-American propaganda on social networking services based outside of the United States.

Main characteristics of the software...:

Fifty user "operator" licenses, 10 sockpuppets controllable by each user.
Sockpuppets are to be “replete with background, history, supporting details, and cyber presences that are technically, culturally and geographically consistent.” Sockpuppets are to “be able to appear to originate in nearly any part of the world.”
A special secure VPN, allowing sockpuppets to appear to be posting from "randomly selected IP addresses," in order to “hide the existence of the operation.”
Fifty static IP addresses to enable... agencies to “manage their persistent online personas,” with identities of government and enterprise organizations protected which will allow for different state agents to use the same sockpuppet, and easily switch between different sockpuppets to “look like ordinary users as opposed to one organization.”
Nine private servers, “based on the geographic area of operations the customer is operating within and which allow a customer's online persona(s) to appear to originate from.” These servers should use commercial hosting centers around the world.
