Framework for UAWD’s 2026 Constitutional Convention Political Strategy

This resolution was passed at the October 2025 Annual Membership Meeting

At the 2025 August Special Membership meeting, UAWD members adopted the following Proposal for the UAW Constitutional Convention. This resolution called for the creation of a 2026 Constitutional Convention Working Group that will be tasked with the following responsibilities:

• To study, analyze and develop a critique of the platform/program presented and passed at the 2022 Con Con
• The drafting of comprehensive document that will outline what will be required of the UAW to achieve in the ensuing four years to grow as a militant, class-struggle union
• Consider how to use the Con Con for more radical political education of the UAW membership, not on narrower reforms that could only be achieved with a large number of Con Con delegates
• Host regular meetings & broader Town Halls in the leadup to the 2026 Con Con
• Present a concrete plan of action for the UAWD Annual Meeting on October 26th, 2025

The first Con Con Town Hall was held on Saturday, September 27th. Attendees reflected on the limited capacity of UAWD today compared to the efforts leading up to the 2022 Convention. The efforts in 2021 & 2022 included a nationwide effort for delegate elections, daily meetings on the

convention floor, delegate whipping over certain resolutions brought by the caucus, and more. Of the 7 priority resolutions guiding this effort, three made it to the convention floor docket, and only one was approved for adoption - increasing strike pay to $400 / week. The organization did not see a large influx of new UAWD membership after the 2022 Con Con.

The Admin Caucus & the tenets of business unionism still maintain an iron grip over the convention process, and there are multiple rules-based & process avenues for IEB leadership & other high ranking union officials to prevent change in a top-down and highly coordinated manner. We do not expect this to change with the current makeup of the IEB. It takes only one local to get a resolution published in the convention packet, but, because the IEB hand-picks the Convention Resolutions Committee, no amount of pre-convention organizing would formally result in a convention-floor debate over a resolution authored by UAWD.

The discussion at the ConCon Town Hall focused mainly on what should be the strategic approach for today’s UAWD. There were a handful of broad, class-struggle minded resolution ideas that would be useful as political education tools. We can expect to not pass any resolutions under the UAWD banner, and tailor our strategy accordingly. The Con Con can be used as an organizing tool to connect with a new group of UAW rank and file attendees. Primarily, UAWD-authored resolutions can be used as organizing tools at the local level when presenting resolutions at membership meetings, and in shop floor conversations opportunities about the coming ConCon and our orientation towards it as a class-struggle based organization. By de-prioritizing getting UAWD resolutions passed at a large number of Locals, we can avoid the tendency towards drafting narrower, less radical resolutions, and instead focus on using the

process at the Local and International level for political education about class struggle unionism and our UAWD Member Platform. 

Be it resolved, in order to collectively develop a UAWD Con Con platform and political strategy, UAWD shall adopt the following framework and timeline, assuming a July 2026 Con Con date:

1. Co-chairs of the Convention Resolutions Committee (CRC), provided for in the UAWD Bylaws, will be appointed by the Steering Committee after the October 26th Annual Meeting.

2. Weekly meetings of the CRC will be held beginning in November to carry out three main tasks: 1) drafting a comprehensive analysis of the 2022 Con Con; 2) drafting a collection of proposed class-struggle resolutions addressing the main topics outlined in the August resolution & our UAWD Member Platform; 3) drafting an action plan for UAWD attendees

at the 2026 Con Con.

3. The CRC will hold Town Halls periodically to present their analysis and gather further input from UAWD membership.

4. The CRC will solicit proposals from the UAWD membership for a docket of class-struggle resolutions, encouraging collaboration and debate to hone resolutions proposals well in advance of the deadline for submissions to the next UAWD Membership Meeting.

5. The CRC shall circulate proposed resolution drafts and a proposed 2026 Con Con Action Plan throughout the membership, give time for proposed amendments, and vote on a final submission for the next UAWD Membership Meeting.

6. The proposed docket and proposed 2026 Con Con Action Plan should be finished and presented for consideration at the next UAWD Membership Meeting. The membership will decide which proposed resolutions, if any, to adopt as priorities within the 2026 Con Con Action Plan, if those proposals will have any priority ranking, and if there will be any approved non-priority resolutions.

7. The CRC will then work to concretely enact the 2026 Con Con Action Plan and realize the goals outlined in the document by using the resolutions to carry out shop floor organizing.

8. During its organizing and at the Convention, the CRC will review the final, published Convention resolutions list to see what, if any, narrow reforms we can support under the banner of class-struggle analysis, and report back to UAWD membership about the convention after its conclusion.
