| Call to order
- Meeting called to order with the minimum number of board members (six) in attendance.
- No additions to meeting agenda
Review of January Minutes - The minutes of the January meeting were approved with a minor change.

2. | Introduction of Community Observers
- N/A no members in attendance

3. | President’s Update
- Update on 218 Woodland Ave home occupied by a squatter.
- Owners are absent for more than 6 months, power disconnected.
- Squatter was occupying the home, police called.
- Councillor informed and reported to the city.
- House added to vacant property list.
- Colonnade Bridgeport property at Woodroffe / Carling has been put up for sale.
- Brief discussion of Transportation Safety Board Ottawa LRT report.

5. | Committee Updates
Internal Services - Sue Milburn Hopwood provided an email update (attached as Addendum #1)
Infrastructure & Development - Ian brought up current noise complaints about LRT construction.
- Many members of the community are very upset.
- Ian suggests we approach the councillor to request a pause in night work to provide a reprieve to the affected community members.
- Discussion on the idea ensued, action item for Ian to author note to board suggesting actions on the issue.
- Woodroffe Field House update.
- Benefits for Woodpark are minimal, but the councillor is touting benefits are there for Woodpark.
- Concern from Board members that this might displace actual Woodpark initiatives (e.g., dog run).
- Priority list of Woodpark initiatives suggested.
- Future activity for Board members.
- Possible community consultation for ideas.
Outreach & Events - No Update on TD Grants.
- The Winter Festival now becomes the Spring Festival.
- Logistics for winter event were insurmountable.
- Roadblocks from the City and Fire Department were substantial.
- March 25th date selected for new spring event.
- March 1 Events committee meeting for planning
- David provided a response from MPP Chandra Pasma on presenting to Woodpark. She declined due to commitment to sitting in parliament.
- Ian asked that David follow up again to see if Zoom attendance would work.

Addendum 1 – Internal Service Updates
As per previous email I will not be attending tonight’s WCA meeting so am sending a short email instead.
1. Federation of Community Association’s Feb 15
- I attended the first part of this meeting last night leaving to attend Larry’s Winterfest meeting. There was a presentation on the Cedarhill Community Association - a rural subdivision north of Fallowfield and east of the 416. Interesting legal challenge underway that will determine the future use of the Cedarhill Golf Club and whether it remains green space. Owner of golf course, who is also a real estate developer, is challenging the covenant on the land requiring that it remain “open space”.
- The material for the Feb 15 meeting advertised an upcoming Public Information Session by the City of Ottawa on the City’s review of the impacts of the recent "More Homes" Legislation (Bills 23 and 109), the Official Plan and the impact on planning related matters. The virtual event is March 7th at 6:30. I think it would be good for a few Board Members to attend. I have signed up. The link for sign up is https://engage.ottawa.ca/provincial-legislation-planning.
2. Changes to our Bylaws - At the January meeting Ian asked for an analysis of the magnitude of changes to our bylaws needed to comply with the new Ontario Not-for-profit Corporations Act. My quick read is that our bylaws just need a bit of tweaking. I will do a deeper review and be prepared to discuss this at our March meeting.
3. Permits and insurance for WCA events - Larry will raise the problems/questions we are encountering at. Following last night’s Events Meeting I am wondering whether we should ask someone from the city to come and speak to the Board about insurance and permits (i.e. under what conditions do we need them?). For your consideration.
