LETTER FROM THE PRINCIPAL

On behalf of the staff at Skyline Elementary School, I would like to take this opportunity to welcome you to the 2018/19 school year.  I am looking forward to the best year ever at SES!  Our school is a place where children (and their families!) are valued, cared for and respected.  We believe that every child can be successful and we are committed to making that belief a reality for each one of our students.

In order to bring out the best in all of our students it is critical that a strong partnership be formed between the school and the families.  Working together on behalf of your child must be a priority.  Please feel free to visit the school as often as possible, volunteer when you can, and work with your child at home and support what we are doing in school.  

When you have concerns about your child’s education please begin by bringing your concern to the attention of your child’s classroom teacher.  If you and the teacher are not able to resolve your concern, I and other members of our team will work in partnership with you to help your child.

ABSENCES

It is critical that students attend school whenever possible in order to support their academic success in the classroom. The administration and faculty do recognize, however, that it is necessary for students to be gone upon occasion for medical appointments, family emergencies, etc.

When students or parents know in advance of an upcoming absence from school, it is their responsibility to notify the teacher in order to obtain any assignments which need to be completed.

ATTENDANCE POLICY

All absences are considered unexcused until such time as: parent or guardian notifies, in advance, the school office (phone, note, email) to inform them of the reason for the absence.

Failure to bring such a note or make a phone call will cause the absence or tardy to be unexcused.

NOTIFICATION

Please notify the office if the following circumstances arise:

1. Child is absent or tardy. This will let us know you are aware of the absence or tardy.

2. Child is to be picked up after school instead of riding the bus.

3. Child is to ride a different bus or get off at a location other than home.

4. Child is to leave school with someone other than you.

5. Any other time when circumstances are different or unusual.

The district has goals and objectives for Human Sexuality and AIDS education. A parent or guardian (or student 18 years of age or older) may use the district opt-out provision to remove the student from some portion or all of human sexuality and AIDS classes that are included in the district's required curriculum.

BOOK RENTAL REFUND POLICY

Book rental fees will be refunded to departing students on the following schedule:

During 1st semester -- 1/2 rental fee

After 1st semester -- no refund.

Loss or misuse of books will result in student paying on a prorated basis the cost of the book.

BUS CONDUCT

The rules for bus conduct are posted on each bus, in this handbook, and are also available from the school office. Each student is responsible for learning and obeying the rules. Riding the bus is a privilege, not a right, and this privilege can be denied by the administration.

BUS RULES

1. The bus driver is in charge of all passengers while they are riding, loading, or unloading from the bus and must be obeyed promptly and respectfully.

2. Students are to sit quietly in their seat, facing the front of the bus, keeping feet on the floor and keeping extremities to themselves and out of the aisles. Students are never to sit on feet, books, etc. and must always sit flat on their seat.

3. Pupils must be on time, as the bus cannot wait for those who are tardy. Pupils must walk on the far left side of the road facing traffic when going to the bus stop.

4. Students shall not extend any part of their body out of bus windows, and must be seated when bus is in motion.

5. Students must keep their hands to themselves and not throw anything inside the bus, or out the bus windows.

6. Musical instruments, backpacks, art or shop projects, etc., are to be held in student's lap or placed under student's seat. Students are at no time allowed to sit on items or allow items to obstruct aisle way. Items that will not fit in the student's lap or under the student's seat will not be transported on the school bus.

7. Unnecessary conversation with the driver is prohibited. Students shall not talk in a loud voice, or otherwise distract the driver's attention. Remember your safety is in their hands.

8. When leaving the bus, pupils must observe directions of driver, and if road must be crossed, the pupil shall do so in front of the bus, after making sure highway is clear.

9. Fighting or scuffling is prohibited in or around a bus.

10. All forms of tobacco, alcohol, or weapons, except side arms carried by a Law Enforcement officer, are strictly prohibited on the bus.

11. During stormy weather students and parents are advised to listen for information regarding school closure or late start.

12. All drinks except water (pop, koolaid, etc.) are prohibited on the bus except on field or activity trips where prior approval has been given.

13. All candy, gum, sunflower seeds, etc. are prohibited on the bus.

14. A note signed by the parent must be sent to the teacher and the driver if a child is to be picked up after school instead of riding the bus or is to ride a different bus or get off at a location other than home.

15. Electronics are discouraged from use on the bus except on field or activity trips where prior approval has been given.

Penalty: Pupils may at any time be denied the privilege of riding the school bus because of disorderly conduct, refusal to obey bus rules or failure to follow driver's instructions.

Note: The above rules are not meant to be inclusive. The bus driver may establish other rules as the situation warrants.

Consequences of Improper Behavior

Step 1: The bus driver will verbally correct the student.

Step 2: The student will be assigned a seat for a short term.

Step 3: Repeat offenders will be assigned a seat for a long term, the bus driver will call parents, and will report misbehavior to school administrators.

Step 4: School administration will hold conference with student and parents.

Step 5: Administration will suspend student from bus for short term.

Step 6: Administration will suspend student from bus for long term.

NOTE: If behavior is of serious enough nature the first four steps may be by-passed.

CANDY, GUM AND POP

Candy (i.e., suckers, jawbreakers, etc.), gum and pop will not be allowed in the classrooms without teacher approval.

CHANGES IN PHONE NUMBERS AND/OR ADDRESSES

In order for the school to handle emergencies, maintain communication, and keep our records current, please notify the school office of any changes in the following information: address, telephone number, e-mail, place of employment, day care provider, or emergency telephone number. Alternates named by parents should be able to be contacted easily and to assist the school if needed.

DAMAGE TO SCHOOL PROPERTY

Any pupil who intentionally or accidentally destroys or damages any school property, or who defaces by cutting, writing, or drawing pictures on any fences, furniture, building or other school property shall immediately compensate or make specific arrangements for compensation for such damage, and upon refusal may be suspended from school until compensation has been made.

DISCIPLINE GUIDELINES

It is the philosophy of the school that all practical means be employed to help each student develop skills in self-discipline. Students should be respectful and courteous to all whom they are associated with whether they be other students or teachers.

The Board of Education has approved the following principles of good discipline:

1. Teachers will employ such discipline procedures in the school as would be exercised by a kind and just parent.

2. Good discipline is usually positive rather than negative in nature. It involves students being interested and doing things that are constructive.

3. The most effective discipline results from regular preparation and interest on the part of the student and teacher.

4. Good discipline is always fair, reasonable, dignified and in good temper.

5. Courtesy should be practiced at all times by both teacher and student.

6. Not all students respond to positive discipline. Curbing or penalizing of some kind may be required in some instances in order to help correct discipline problems.

7. When a problem does arise, both teacher and student should work to settle it as promptly as possible. If necessary, the parents will meet for a joint teacher-student conference.

8. The teacher will first attempt to secure discipline on the part of his/her students, but if students fail to respond then they will be referred to the principal with all pertinent information.

9. When a student will not conform to reasonable standards of discipline or his presence is against the general welfare of other students, the principal may suspend a student for a period not to exceed 5 days.

10. All suspensions will be reported to the superintendent. Written notice will be sent to the parents. Both parents should appear for the reinstatement of the student. A student may be suspended permanently only by action of the Board of Education, following a hearing with the Board by the parents, student and principal.

11. Sexual Harassment: The district strictly prohibits any form of sexual harassment. Individuals who sexually harass others are subject to discipline by the school district.

12. Weapons: Possession of a dangerous weapon while under school jurisdiction is prohibited. Dangerous weapons shall include, but are not limited to: guns, knives or any other instrument or device that is defined as or held to be a dangerous weapon under the laws of the State of Kansas.

13. Use/Possession/Custody/Under the Influence of Drugs or Alcohol, Fighting, Arson, Fireworks, Vandalism, Theft, Classroom Disruption, Insubordination, Forgery, Use of Tobacco, Profanity, and Showing of Affection--The preceding list of offenses are not acceptable behavior and will not be tolerated. Appropriate disciplinary measures will be followed depending on the severity of the offense and the number of occurrences. Each will be dealt with on an individual basis.

1. First Offense. A first time violator shall be subject to the following sanctions:

    a. A punishment up to and including short-term suspension;

    b. Other sanctions as provided for in board approved student and athletic handbooks.

2. Second Offense. A second time violator shall be subject to the following sanctions:

    a. A punishment up to and including long-term suspension;

    b. Other sanctions as stated in board approved student and athletic handbooks.

    c. A student placed on long term suspension under this policy may be readmitted on a probationary status if the student agrees to complete a drug and alcohol rehabilitation program.

3. Third and Subsequent Offenses. A student who violates the terms of this policy for the third time, and any subsequent violations, shall be subject to the following sanctions:

    a. A punishment up to and including expulsion from school for the remainder of

the school year;

    b. Suspension from participation and attendance at all school activities for the

year.

    c. A student who is expelled from school under the terms of this policy may be

readmitted during the term of the expulsion only if the student has completed a

drug and alcohol education and rehabilitation program at an acceptable program.

    Students who are suspended or expelled under the terms of this policy will be afforded the due process rights contained in board policies and Kansas statutes. Nothing in this policy is intended to diminish the ability of the district to take other disciplinary action against the student in accordance with other policies governing student discipline. In the event a student agrees to enter into and complete a drug education or rehabilitation program, the cost of such program shall be the responsibility of the student and his or her parents. Drug and alcohol counseling and rehabilitation programs are available for students of the district.

14. Disruptive Objects: These objects include disc players, gameboys, squirt guns and other items deemed disruptive by school employees. Possession of these items will result in confiscation of object by the teacher or the administration and possible discipline by the administration.

Students that bring cell phones to school must have them turned off and in their book bags. If a student does not place the phone on their book bag or if the phone vibrates or rings, the following will result:

    1st Offense: Phone confiscated one day.

    2nd Offense: Phone confiscated for the remainder of the school year and 2-90 minute detentions.

EARLY ARRIVAL

Students may arrive and enter the building no earlier than 7:35 a.m. and those students not directly under the supervision of an instructor should leave the building immediately following dismissal from class at 3:45 p.m. No students are to be in the building before or after school, nor at any other time without supervision.

E-MAIL

Students should have no expectation of privacy when using district e-mail or computer systems. E-mail messages shall be used only for approved educational purposes. Students must use appropriate language in all messages. Students are expected to use the system following guidelines approved by teachers or the administration.

Any e-mail or computer application or information in district computers or computer systems is subject to monitoring by the staff and /or administration. The school retains the right to duplicate any information created by students in a computer system or on any individual computer. Students who violate these rules, or any other classroom rules relating to computer use are subject to disciplinary action up to and including suspension from school.

EMERGENCY CLOSING OF SCHOOL

It is the responsibility of the parents to determine whether or not to bring or send their children to school if severe weather conditions appear imminent. In the event of a storm after school is in session, school will be dismissed and buses will return the students home. This will be announced on KWLS/KGLS radio and a School Messenger phone message will be sent. If school is not to be in session, it will be announced over KWLS at approximately 7:00 a.m. as well as a School Messenger phone message.

EXCUSES FOR STAYING IN FROM RECESS

The teachers need to know when a parent wants a child to stay in during recess periods following illness or injuries. A written excuse to the teacher must be sent before a child can stay in during recess.

EMERGENCY DRILLS

Fire, intruder, tornado and other crisis drills will be conducted multiple times throughout the year.  Students will be directed in preparation and during drills for appropriate safety procedures.

GRADES AND GRADING PERIODS

Grading periods are in semesters and are indicated on the school calendar. Grade cards will be issued at the end of each semester. Skyline Schools will not issue hard copies of grade cards. The information on PowerSchool is up to date and readily available. For parents without Internet access please let the office know that you need to receive a hard copy of your child's grades.

COMMUNICATION BETWEEN SCHOOL AND HOME

School communication and student work will be sent home periodically. Parents are encouraged to contact their child's teacher to clarify any questions that they might have. Teachers will likewise keep parents informed through written messages, e-mails and/or telephone contacts about potential problems that may be developing.

LEAVING THE SCHOOL BUILDING

Students will not be permitted to leave the school premises anytime during the school day, except for school-sponsored activities, unless a request is made in writing or in person by a parent. Parents must personally sign-out the student at the front office at the time they leave school.

COMMONS GUIDELINES

1. The use of the Commons is for all students, teachers and community members.

2. The Commons will be available for use any time the school building is open and supervised.

3. Students disturbing others using the Commons will be denied the right to use the Commons except under direct supervision of a teacher.

4. Books may be checked out for two weeks.

5. Encyclopedias, reference materials and magazines may be checked out overnight or for a limited period of time.

6. Students who lose or otherwise fail to return library materials will pay for their replacement.

PARTIES

Most elementary grades have parties at the major holidays. Parents often assist with organization, refreshments and games. Treats may be sent to school for birthdays if arrangements are made with the teacher. Please check with the classroom teacher about bringing younger siblings. Invitations for personal parties and gifts for other students may be delivered at school as long as there is an invitation or gift for every student in the classroom.

PERSONAL APPEARANCE AND WEARING APPAREL

All students must wear appropriate clothing in the classroom and when representing Skyline at school functions. Any manner of dress or hairstyle that is detrimental to the learning process will not be allowed. Students that do not wear appropriate clothing will be given appropriate attire to change into. Except for special occasions, hats and caps will not be allowed in the school building from 7:35 a.m.- 4:15 p.m.

PERSONAL BELONGINGS

All wraps, coats, overshoes, and other personal items that might be lost at school should have the child's name attached as a means of identifying the owner should the item become lost.

PHYSICAL EDUCATION CLOTHING

PK-6 students will still be required to wear tennis shoes to PE. However, if your child opts to wear tennis shoes daily, they can simply wear those shoes for PE.  Children who wear sandals, boots, etc will still need to bring a pair of tennis shoes to keep at school.

PROPER DRESS FOR RECESS

Since most of the elementary recesses are held outside, make sure your child has warm clothing to wear on cold or chilly days.

SCHOOL BREAKFAST PROGRAM

Breakfast will be scheduled for students from 7:35-8:05. Students wishing to eat breakfast will pick up the food items from the serving line and eat them in the cafeteria. Food is not to be taken from this area. Payment for the breakfast will be arranged through the cafeteria.

SCHOOL LUNCHES

Lunch will be scheduled for students on a staggered basis. Each teacher will explain these procedures to his/her students. Those students not wishing to purchase a lunch at school may carry their lunch and must eat it in the cafeteria area. Payment for lunches will be arranged through the cafeteria.

SCHOOL LUNCHROOM BEHAVIOR

The following rules apply to all students in the lunchroom. These rules are not conclusive. Failure to follow these rules will result in disciplinary action by the administration.

1) Stay in line prior to being served, no cuts.

2) No rude comments about the food to the lunchroom personnel.

3) Disruptive behavior in the lunchroom is not allowed.

4) Students are expected to pick up all trash prior to leaving the lunchroom.

5) Eating utensils are to be returned in good condition.

6) No throwing of food, napkins, etc. in the lunchroom.

7) Pop is not allowed in the lunchroom.

STUDENTS AFTER SCHOOL

Students who are kept after school for tardies, discipline reasons, or to make up work are the responsibility of the parents for their transportation home that evening. Parents need to make every effort to pick students up promptly!  

TEACHER REQUESTS

Teacher requests must be submitted in writing/email to the principal before May 1. Please remember that all requests will be considered but not guaranteed.

TELEPHONE

Occasionally a child may receive permission from the teacher, secretary, or principal to use the school phone. Messages may be given to the secretary for delivery to teachers or pupils from parents. Students will not be called out of class except in extreme emergencies.

TITLE I READING/MATH PROGRAM

At Skyline Elementary school, Title I reading and math programs are available to students in grades 1-6. These are a federally funded program whose objectives are to enhance the reading and math performance of students displaying an educational need. Students enrolled in the Title I Reading and Math Program are selected through teacher referral and test results administered at the local level. Priority in selection is given to students demonstrating the greatest educational need. The Title I program supplements the regular classroom program.  Parents will be kept informed as to the activities in which their child is involved as well as their level of progress. Parents are also encouraged to provide suggestions and other pertinent input to the Title I teacher and/or administrator when appropriate.

TRUANCY

Whenever a student (required by law to attend school) is inexcusably absent from school on either three (3) consecutive days or five (5) or more days in a semester or seven (7) or more days in any school year, he/she is to be considered truant. School officials are required by law to report such cases to the Department of Children and Families or County Attorney.

VISITING SCHOOL

It is hoped that parents will show interest in their children by visiting school.  It is preferred that preschool children not accompany parents to conferences.

INTERNET ACCEPTABLE USE POLICY

Skyline Schools, USD#438, goal in providing Internet access is to promote educational excellence in the district by facilitating resource sharing, innovations, and communication. With access to computers and people from around the world, also comes the availability of material that may not be considered to be of educational value in the context of the school setting. Users should be warned that some material obtained via the Internet may contain items that are illegal, defamatory, inaccurate, or potentially offensive. The school has taken precautions to restrict access to controversial materials. However, on a global network it is impossible to control all materials. An industrious user may discover controversial information, either by accident or deliberately. The school firmly believes, however, that the benefits to students from online access far outweigh the possibility that users may procure material that is not consistent with its educational goals.

The purpose of this agreement is to ensure that use of Internet resources is consistent with the school's stated mission goals and objectives. The smooth operation of the network relies upon the proper conduct of the students and faculty who must adhere to strict guidelines. These guidelines are provided so that students are aware of the responsibilities they are about to acquire. To gain access to the Internet, all students under the age of 18 must obtain parental permission and must have their Student Agendas signed by a parent or guardian. The signature is legally binding and indicates the party who signed has read the terms and conditions carefully and understands its significance.

ACCEPTABLE INTERNET USES SECTION

1. Students are responsible for good behavior while they use the school computer networks. General school rules for behavior and communications apply.

2. The network is provided for students to conduct research and communicate with others.

3. Access to network services is given to students who agree to act in a considerate and responsible manner. Access is a privilege, not a right. That access entails responsibility.

4. Users are expected to abide by the generally accepted rules of network etiquette and conduct themselves in a responsible, ethical, and polite manner while online.

5. Users are expected to follow the direction of staff members.

6. External storage media may be used, but students need approval before accessing such media on school computers.

7. All communication and information accessible via the computer resources shall be regarded as private property. However, administrators/staff who operate the system may review files and messages to maintain system integrity and insure that users are using the system responsibly.

8. Any original materials created by students are owned by those students. Original material will not be posted on district or school Web sites without prior written permission of the student who created the work. The technology coordinator or Web master shall be in charge of monitoring permission to post copyrighted materials.

9. Users must respect all copyright laws that protect software owners, artists, and writers.

10. E-mail messages shall be used only for approved educational purposes. Students shall have no expectation of privacy when using district e-mail or computer systems.

Unacceptable Uses Section

1. Users are not permitted to use the computing resources for commercial purposes, product advertising, political lobbying, or political campaigning.

2. Users are not permitted to transmit, receive, submit, or publish any defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, offensive, or illegal material.

3. Physical or electronic tampering with computer resources is not permitted.

4. Attempts to log on to the Internet as anyone but one's self or any unauthorized access, including so-called hacking and other unlawful activities by minors online, is prohibited.

5. Attempt to circumvent the school'™s firewall and/or filtering program is prohibited.

6. Users may not question the authority of staff members if the users are directed to leave an Internet site.

7. Specifically, the following activities are not permitted:

    a. downloading or uploading large files, such as photos, audio, or video

    b. downloading or uploading any applications

    c. using streaming audio or video

    d. participating in chat rooms

    e. participating in non-educational online games

    f. using instant messaging or other personal e-mail

    g. revealing personal information to unknown sources

    h. cyberbullying in any way, shape, or form

    i. any other use deemed inappropriate by staff members

Violations/sanctions

Violations of any of the aforementioned uses will result in a suspension, cancellation of privileges, or possible expulsion.

Inappropriate use of the computers, the network, and/or Internet will result in a suspension, cancellation of privileges, or possible expulsion.

Unauthorized access on the network or Internet may result in cancellation of user privileges.

Any copyright violations may result in cancellation of privileges, as well as other disciplinary or legal action. Users are considered subject to all local, state, and federal laws.
