1)     Roll Call.

Peter M, Lindsay S, Stuart H, Jason D, John B, Peter K, Keith H, Graham P, Steve G, Derek M.  Question raised as to whether this constitutes a quorum under our rules.  In fact it says (not under AGMs) “At General Meetings a quorum shall consist of a minimum of half the total number of Committee members present”. What this means is unclear, but half the committee were present.  

2)     Apologies. Syd G, D von E, Rian E, Steve B

3)     Minutes of last AGM to be approved.  Moved SH, 2nd PK – passed.

4)     President’s Report  - to be attached.  This was delivered by the President and moved by him and 2nd by Peter M. Passed

 5)     Financial Report – circulated.  Discussed by Peter K.   Shows partially the effect of reducing the sub from $80 to $25 which is not yet fully reflected in the sub income.  Moved by PK, 2nd SH.  Passed.  This can be passed to the Companies Office.

 

6)     Remits –  Committee moves that changes to the Constitution necessitated by the new Incorporated Societies Act are approved.  A list of the changes can be found at http://is-register.companiesoffice.govt.nz/law-changes-for-societies/key-changes/ 

Now, we will need to make some minor changes as a result, before we apply for re-registration.  

Companies Office says  

We have decided to form a club as such not just a association of clubs (and note that we do have individual members not associated with any specific club). This minute is a record of approval for such a move.

7)     Notices of Motion – None

        

8)     Setting fee for next year 2024-25.  Committee proposes it remains at $25.  Proposed SH 2nd PM. Passed

        

9)     Any other business

a) Nationals 2023 - location and date.  Committee confirms this is set for the West Melton Army range in Christchurch over Labour weekend (21 to 23 October 2023) and we are currently trying to sort out the details with local people.

It looks as if we need to register NZSRA as a club with the police in order to organise a shoot on a police approved range, and this is in hand.  Committee is recorded as proposing this move (which is really a change of title).  Proposed SH, 2nd SG. Passed.  LS to deal with this by June 23rd this year.

SSAA want to send a team and this will require organising permits etc

Committee want to thank Paul M in Chch for his efforts in getting this through.

b) South African visit by NZSRA Team. We currently have 5 starters and note that the SA end will organise guns, ammo, etc.  

c) Australian Service Nationals (part of SSAA Combined Services Nationals) on 29th September to 1st October.  Invitation to be sent to NZSRA members, noting they can now take their rifles including Modern Service Class – does this include Straight Pull?)

d) Pacific Regional Shooting Champs “Pacific Regional Shooting Championships are postponed until further notice.” SSAA website

Existing committee are standing again except Rob M.  

We need one new committee member as RM is standing down.  Lindsay K who represents us on FCAF was nominated from the floor.   As all positions are now filled the committee is effectively elected unopposed.

NZSRA Presidents Report 2023

In the last year as we move away from the slow down brought on by our response to Covid 19, clubs are once again starting to become more active.  The Nationals were held at Rotorua in October last year, and we had  a team from Australia participating.  They were impressed with our Modern Service class, and hope to bring something similar to their service rifle shooting.  

Talking of overseas, we will be sending a team to South Africa for the SACRA champs.  The SA service rifle members will make civilian pattern self loading rifles available to our team members.

From the advocacy front we have seen John Herbert move to a position with the Firearms Safety Authority.  A move which unfortunately meant that he had to give up his roles both with the NZSRA committee and with the FCAF.  We thanks John for his valuable contribution to the Service Rifle Community.  With FCAF, we have Lindsay Keats from Wellington representing our SR interests.  And we also co-opted him onto the committee.

NZSRA has also made a submission to a public petition that semi automatic rifles should be allowed for competition shooters.  In summary our submission indicated that this type of activity fits within the purposes of the Arms Act 1983, and the current processes and procedures in place easily support this sporting activity.

Our technical committee of myself,  Brad, Peter M and Brett have made recommendations which have been placed into the latest SMC.  

In the next year we have an election coming up.  Look closely at the policies our major parties are promoting to decide which is in the best interests of the sport in the future.

I thank the members of the committee for their work and input this year.   We look forward to what may become a very interesting year for our sport.
