Thank you for taking the time to stay informed and to read how Camp Fire Central Oregon is addressing health and safety in these unusual times.  We do not take the trust of our youth and families lightly and will be following best practices and guidance issued by both our state and local government.

This handbook is intended to help our families understand the precautions we will be taking, the changes to our programs, and what we will be asking from you.  This is a live document that will be updated as we receive new information or changes to official guidance and/or best practices as we enter new phases.  Any major changes will be communicated.

These guidelines are directly based on guidance put forth by the Oregon Health Authority’s guidance for summer youth programs.  You can find their full Health and Safety Guidelines here.

Summary of Specific Actions for Families and Participants

While this document outlines many of our procedures and protocols, the following bullets are specific actions that we will require from our participants and families.

 

Please talk to youth about COVID-19 precautions and practice them so youth are familiar with them when they arrive at a Camp Fire program.

Please carefully read more details in the rest of this document to ensure your family is ready for a safe and successful experience!

Every participant family is required to have a digitally signed confirmation of having reviewed this handbook on file in their online account prior to attending a Camp Fire Central Oregon program.


Health Screening

We are asking staff and participants to monitor their health and stay home if they even suspect there is a chance they could be infected.  We ask that participants or staff members do not come to their program if they have or a member of their household has:

Initial Screening for Symptoms

A daily health screening will happen for all participants and staff entering the program space.  Youth under 12 will need a parent or caretaker present for their health check.

At check in, we will ask about and record answers to the following:

Drop Off and Pick Up

We will ask adults to stay in their vehicles and wear a facial covering during drop off and pick up to limit the number of people in our space and to limit our potential for exposure.  For an exception based on special needs, please contact customer service or the program manager directly.

We will be implementing touchless check in. All participants will be checked in at their vehicle and directed to their group (if applicable) after the health screening.  Before entering program space, all youth and staff will be asked to wash or sanitize their hands.

At the end of the program, we will direct participants to their vehicle when their pick up has arrived.  

*Please note that all persons picking up youth must be on the authorized pick up list.  Be prepared to show ID.

Contact Records

In order to help our local health authority and to be in compliance with state mandates, we will collect and maintain records of all youth and adults who interact with our program space. Records of stable groups, their assigned program leaders, and any other staff that interact with groups will be recorded. We will also record the name of the adult dropping off and picking up.

Facial Coverings

Facial masks are a way of reducing exposure and transmission especially where it is possible that physical distancing cannot be fully maintained. We no longer allow face shields as a form of face covering unless there is a medical condition which requires it.

Youth or staff who experience a disability or have a medical condition that prevents them from safely wearing a face covering may ask for an exemption in writing and with documentation from their medical provider by emailing info@campfireco.org.

Food

Participants will be asked not to share food or drinks with others.  Participants will be asked to wash hands before and after eating.  Tables or other eating surfaces will be sanitized before and after youth eat.

Personal Belongings

All participants should have one backpack or closeable bag that fits all of their belongings, including layers, food, water bottle, sunscreen, etc.  Please leave special toys or other unnecessary belongings at home.  Participants will be asked to keep all of their belongings together in their own bag any time they are not using them.

Facilities, Supplies and Equipment

Programs will be set up intentionally to limit the sharing of supplies, equipment and space.

Most programs are currently not taking field trips.  For any program that is conducting field trips, all field trip details will be communicated in advance.

Preparing youth for COVID-19 Precautions

Our goal is for youth to have fun and to use low or no contact games and activities in a way that youth will barely notice the difference.  We will need cooperation from everyone to keep the focus on what we can do rather than constantly monitoring what we cannot do.

How to Practice and Prepare for Group Programs

Please teach and practice proper hygiene with your youth.  This includes talking with them about how to thoroughly wash their hands for 20 seconds, how to cover coughs and sneezes with their elbow or a tissue, and avoiding touching their face.  Also include strategies of how to limit touching “high touch” surfaces and the need to wipe any shared items down before and after touching them.

We also highly recommend talking with your youth about the need for social distancing and limited sharing.  These concepts are contradictory to many of the values we often teach, and so it is helpful for them to get a sense of why we are changing the message.  Consider arranging a social distanced playdate with a trusted friend to help your child practice and learn these new skills.

Staff will be wearing facial coverings that may obstruct their facial expressions. This can be intimidating to some youth and removes some of the visual cues we rely on for communication, such as smiles.  Preparing your youth by talking to them or modeling wearing facial coverings may help them to feel more comfortable with this.

Communicable Disease Response Plan

If a participant becomes sick during their program, refer to the section on Ongoing Health Monitoring for the immediate measures taken during the program.

We will work closely with Deschutes County Health Department to report and respond to any potential exposure occurring in one of our programs.  

The response plan could include contact tracing, quarantine recommendations, and/or closures of some or all of the program based on a detailed analysis of the risk to our participants and staff.

Return to program guidelines

If a participant or staff member has been excluded from the program due to illness or exposure to COVID-19, they will need to meet certain criteria before they can return to the program.  Each situation is unique and will be considered on an individual basis.  Below are some examples of how it could work:

Person was exposed to a positive or presumed positive case of COVID-19 outside of their household. Unvaccinated: They can return to the program after they quarantine for 10 days after their last exposure or whatever the current recommended period of time is according to the Deschutes County Health Department.

A fully vaccinated individual can return to the program immediately IF they are not showing COVID-19 symptoms.

Person was exposed to a positive or presumed positive case of COVID-19 within their household. 

Unvaccinated: They can return to the program after they quarantine for 14 days after their last exposure if they can limit further exposure.  If close contact with an infected person cannot be avoided, quarantine could be greater than 14 days.  For these situations we will seek the recommendation of the Deschutes County Health Department.

Vaccinated: They can return to the program immediately IF they are not showing COVID-19 symptoms.

Person experienced 1 symptom of illness not considered high risk for COVID-19 such as diarrhea, vomiting, headache, congestion/runny nose, sore throat or unusual fatigue without any other symptoms or known exposure to COVID-19.

They can return to the program 24+ hours after the symptom resolves or improves greatly. (after 48+ hours for vomiting or diarrhea)

Person experienced 1 or more high risk symptoms of COVID-19 such as a fever, new or unusual cough (unrelated to pre-existing conditions such as asthma, allergies, etc), shortness of breath or difficulty breathing, new loss of taste or smell, or chills or Person experienced 2 or more symptoms of illness not considered high risk for COVID-19 

They can return to the program after they either...

  1. ...self isolate for 10 days AND symptoms are resolved or improving greatly AND they are fever free for 24+ hours without fever reducing medication AND are following all guidelines as directed by the Deschutes County Health Department

OR

  1. ...submit a “Safe to Return medical Release Form” completed by their healthcare provider AND show proof of a negative COVID-19 test AND symptoms are resolved or improving greatly AND they are fever free for 24+ hours without fever reducing medication AND are following all guidelines as directed by the Deschutes County Health Department

*A “Fully Vaccinated Individual” means an individual has received both doses of a two-dose COVID-19 vaccine or one does of a single-dose vaccine and at least 14 days have passed since the individual’s final dose of COVID-19 vaccine.

I confirm, as a legal guardian of participant(s), that I have read and understand the Camp Fire Central Oregon COVID-19 Precautions Handbook. I will discuss Camp Fire's precautions with the youth participating so the youth are familiar with the practices and precautions when they arrive at a Camp Fire program. I understand that despite all precautions that my family, other families, and staff might take, participation in programs such as these have inherent risks of exposing participants to COVID-19.

For the safety of our community, we agree to not attend a program if our participating child has had recent contact with:

I confirm that I have read and understand the Camp Fire Central Oregon COVID-19 Precautions Handbook. I understand that despite all precautions that participants, participant families and other staff might take, programs such as these have inherent risks of contracting COVID-19. For the safety of our community, I agree to not come to work at a program if I have had contact with anyone who has COVID-19 or live in a household with anyone who exhibits symptoms of COVID-19.
