Notice is hereby given by the Town of Kickapoo, Vernon County Wisconsin, that it will receive sealed bids for Asphaltic Chip Seal Surfacing for Pavement Maintenance and Preservation until Friday, May 14, 2021 at 12:00PM by mail or in person.
Bid requirements and specifications are available on the Town of Kickapoo website: https://tn.kickapoo.wi.gov/
Bids will be opened and reviewed at a later date to be determined by the Town of Kickapoo board.
The Town of Kickapoo reserves the right to accept or reject any and all bids, or accept the bid deemed most advantageous to the Town.
BID REQUIREMENTS

No bid will be received unless accompanied by a Bid Bond or Certified Check equal to at least 5% (five percent) of bid payable to Town of Kickapoo, as a guarantee that if its bid is accepted, the contractor will execute and file the proposed Contract and Bond, for the full amount of the contract, within 20 calendar days after award of the Contract. The Bid Bond or Certified Check is returnable to the bidder immediately after signing of the contract and acceptance of the Performance and Payment Bonds by the
Town of Kickapoo.
No bid will be received unless accompanied by a Certificate of Insurance indicating the Contractor has purchased and maintains insurances with the limits of liability and coverages not less than the following:
Workers’ Compensation $500,000 each accident
$500,000 disease policy limit
$500,000 disease each employee
Limits and coverages as required by State Statute.

Member(s) and/or executive officer(s) are included under
Workers’ compensation coverage.

BID SPECIFICATIONS
BITUMINOUS SEAL COAT WITH STONE COVER AGGREGATE
OVER HARD SURFACE
GENERAL:
The work shall be done in accordance with Section 408 of the State of Wisconsin “Standard Specification for Highway and Structure Construction”, current edition.
PERFORMANCE QUALIFICATION:
The qualified contractor must have a minimum of three (3) years experience producing chip seal coat. A minimum of five reference projects at least two years old within Vernon County must be submitted with bid. The contractor must list the Municipality and the Year where the work was performed.
PAYMENT:
Billing of work completed shall state the gallons of liquid asphalt and tons of aggregate used per road 20 feet wide and must correspond with the Town of Kickapoo representative for verification.
PREPARATION OF SURFACE: HARD SURFACE
Immediately prior to the application of the bituminous material, the existing surface to be sealed shall be thoroughly swept and blown with a power broom/blower combination to remove loose dirt, clay or other deleterious matter. All deleterious matter not removed by the mechanical sweeper/blower combination shall be removed by hand.
Any imperfections in the road surface i.e. small potholes, small dips and large cracks, shall be filled or leveled, by the contractor, with a cold mix patch material.
BITUMINOUS MATERIAL:
Asphalt Cement PG 58-28 with no less than 5% cutback
(Emulsified asphalts will not be acceptable)
COVER AGGREGATE:
3/8th inch Washed or Unwashed Limestone Chips
(No other cover aggregate will be acceptable)
QUANTITIES TO BE USED PER MILE
4200 gallons of PG 58-28 5% cutback liquid asphalt per 20 foot wide mile
130 tons of Limestone Chips per 20 foot wide mile
All weight tickets must be given to a Town of Kickapoo representative on site before the trucks dump the load into the chip spreader, or turned in to a Town of Kickapoo representative at the end of each working day.
EQUIPMENT TO BE USED:
Asphalt Distributor: Computerized application with capabilities to cover up to
24’ in width in a single pass with automatic one foot
increments knockdowns.
Chip Spreader: Computerized application single unit capable of covering
Up to 24’ in one pass.
Roller: Self-propelled combination steel-wheeled rubber tired
Roller weighing no less than 9 ton.
THE CONTRACTOR SHALL STATE ON HIS PROPOSAL:
Price per gallon of liquid asphalt supplied and applied.
Price per ton of aggregate supplied and applied.
Total price for a one mile x 20 foot wide road
Contractor must be within 2% of the Town of Kickapoo estimates of Liquid Asphalt and Cover Aggregate to be applied to each individual road, or the Town of Kickapoo will not pay for the work completed.
