Policy and Regulation Systems

Policy Manual

The Superintendent shall establish and maintain an orderly plan for developing and preserving  policies, bylaws, and regulations. Board policies, Board bylaws, and administrative regulations shall  be published in a manual, maintained in current condition, and made available to all persons  concerned.

Policies

Policies are statements of intent adopted by the Board of Education. They serve as guidelines for the  administration in the development and implementation of regulations for operating the district.

The formulation of policy for consideration is viewed as a partnership. Issues for consideration can  be brought forward by the Board of Education or the Superintendent; separately or jointly.

Regulations

Consistent with policy, the Superintendent shall specify required staff actions, and design the  administrative arrangements under which the schools operate. These procedures shall be designated  as “regulations,”' The Superintendent is responsible for development and implementation of district  regulations. Regulations do not require Board of Education approval by vote.
