The July 24, 2025 meeting of the Metropolitan Area Planning Commission was called to order by Chair Bryan Frye at 1:30 p.m. Opening announcements were heard, and roll call was taken with 13 present and 1 absent. Later, all 14 members of the commission were present. The prior MAPC meeting minutes from July 10, 2025 were approved.
The following items were moved to the Consent Agenda and approved.
- 2.1 SUB2025-00036: One-Step Final Plat – FALCON CREST; located at the northwest corner of South Meridian Avenue and West Burton Avenue.
- 2.2 SUB2025-00037: One-Step Final Plat – VINEYARD TERRACES III; located east along N 215th St W and 1/2 mile north of W 29th St N.
- 3.1 VAC2025-00022: (Deferred from 07/10/25) Vacation request in the City of a Utility Easement, generally located on the northeast corner of South Baehr Street and West MacArthur Road (3950 South Baehr Street).
- 4.4 CON2025-00089: Conditional Use request in the City for an Accessory Apartment on property zoned SF-5 Single Family Residential District, generally located at the northwest corner of West 32nd Street South and South Everett Street (2202 West 32nd Street South). Approve with Conditions.
- 3.2 VAC2025-00023: Vacation request in the City of a 15-foot platted side setback, generally located on the southeast corner of South Hillside Avenue and East Penley Drive (3201 East Penley Drive). It was noted the applicant has not submitted the easement application which will be required to proceed, though.
The following items were not moved to the Consent Agenda and discussed at length.
- 4.1 CON2025-00085: Conditional Use request in the County to allow Accessory Apartment on property zoned SF-20 Single Family Residential, generally located on the north side of West MacArthur Road and within one-quarter mile east of South 135th Street South (13040 West MacArthur Road). The presenting planner was Samuel Deetz and the owner’s son and a neighbor spoke. This dwelling would serve as the son's residence and questions were answered. This was approved with conditions.
- 4.2 CON2025-00086: Conditional Use request in the County for an Accessory Apartment on property zoned SF-20 Single-Family Residential; generally located on the east side of South Ash Circle and within one-third mile east of South Hydraulic Avenue (8420 South Ash Circle). The presenting planner was Samuel Deetz. The owner and neighbor spoke and this will be built for prospective mother-in-law, and questions were answered. This was approved with conditions.
- 4.3 CON2025-00088: Conditional Use request in the City for Accessory Apartment on property zoned SF-5 Single-Family Residential District; generally located on the south side of North Richmond Avenue and within 915 feet north of West 21st Street North (2377 North Richmond Avenue). The presenting planner was Brad Eatherly, and the owner and a neighbor were present. The addition will be built for their inlaws and all conditions will be met, and this was approved with conditions.
- 4.6 PUD2025-00011: Zone Change request in the City from SF-5 Single-Family Residential to PUD to create the Tyler Substation Planned Unit Development #145 to expand existing electrical substation with custom development standards, located on the south side of West 2nd Street North, one-quarter mile east of North Tyler Road. The presenting planner was Christina Rieth and it was approved.
- 4.8 ZON2025-00025: Zone Change request in the City from MF-29 Multi Family Residential District to LC Limited Commercial District for Vehicle Repair, Limited, generally located on the east side of South Hillside Avenue, within one-half mile south of East Pawnee Avenue. The presenting planner was Christina Rieth. This was discussed in detail because the planning office had recommended denial. While the owner owns this and the adjacent property, this lot is proposed as open space although the city does not currently own it. The applicant wants to add parking spots in this space when they add a vehicle repair shop to their adjacent property. This was approved.
- 4.8 ZON2025-00031: Zone Change request in the County from SF-20 Single-Family Residential District and RR Rural Residential District to LI Limited Industrial District, generally located on the west side of North Greenwich Road one-half mile south of East 37th Street North. The presenting planner was Brad Eatherly. Jay Cook of the Baughman Group represented the applicant. Neighboring owners, Gary and Corella Johnson, spoke as well. While there are concerns about changing this zoning and item 4.9, the application did pass. Scott Wadle, City of Wichita Planning Director, offered to follow up with concerned members of the public after the meeting to address several issues. Among them were how to cross the busy street to obtain the mail, the speed of traffic on Greenwich, and what could happen if their property was annexed. It was explained recently the city has not been annexing property unless a neighbor was requesting it. The applicant and commissioners all expressed empathy for their concerns and the motion passed 11 to 3.
- 4.9 ZON2025-00032: Zone Change request in the County from RR Rural Residential District and SF-20 Single-Family Residential District to LI Limited Industrial District to allow for industrial development, generally located on the northwest corner of East 37th Street North and North Greenwich Road. The presenting planner was Brad Eatherly and this passed 13 to 1.
- 5.1 ZON2025-00017: Referred back from Board of County Commissioners. This is a zone change request in the county from IP-A Industrial Park-Airport to GC General Commercial with Protective Overlay #454, generally located on the west side of South Rock Road and within one-half mile north of East 47th Street South. This was presented by Christina Rieth. Kirk Miller from K. E. Miller Engineering attended as an agent for the applicant, and Kennedy Dunn attended on behalf of McConnell Air Force Base. Since this was originally presented May 22, 2025, and passed the MAPC with a vote of 6-5, the two parties have met several times. They addressed the type of use, noise levels, safety, and traffic concerns. Representatives from McConnell are fine with the 25 foot setback as the applicant has 40 foot easements. Both parties are comfortable with the amendments to the application so the motion passed 11-3.
A new Midtown Neighborhood Association task force has been formed, similar to the recent College Hill Neighborhood Association, and a representative from the MAPC is needed to serve on it. Cindy Miles and Leon Moeder volunteered. Chair Bryan Frye thanked Commissioner Miles for volunteering and appointed Commissioner Leon Moeder since he was part of the district.
The meeting was adjourned approximately at 3:15 p.m.
