Introduction
Governor Burgum has mandated that all K-12 schools in North Dakota prepare a local plan for re-opening their doors for the 2020-2021 school year. In preparation for this plan, school administration has been working hard and has stayed in constant contact with Governor Burgum, Superintendent Baesler, Department of Public Instruction, Department of Health, guidelines from CDC, Rolette Public Health and local stakeholders. These federal, state and local agencies have given us guidance and helped us to write a solid, safe and welcoming plan for our students to start the 2020-2021 school year.
Our plan is going to emphasize safety, sanitation and student engagement. The plan includes three different ways of providing the best and safest education we can.
- Full Opening - everyone doing face to face learning. Limited restrictions
- Hyflex Opening - - Some face to face learning. Some online learning. There will be restrictions involved.
- Full Closure - School Building is locked. All learning will be online.
In looking at the plan our main emphasis will be placed on creating a living Health and Safety plan that we will use for making sure our school is operating in the best possible fashion for the situation our school district is facing. It will change and adapt as our situation changes and adapts. We will also focus our efforts on improving and implementing our distance learning plan. This is also a living document and improvements can and will be made as our school board see the need.
As you can see the method of instruction may change due to Covid, but we will concentrate our efforts on meeting all the academic needs of our students. We will also promote student engagement and have implemented a new social/emotional learning curriculum to meet student needs. The goal is to provide the best possible educational opportunity for each child. How that looks may differ for each situation.
This has been a very trying and difficult time for everyone. We would like to thank our students, parents and community members for their amazing support over the past 6 months dealing with the Coronavirus outbreak. It is our hope to work side by side with you all and face the new challenges
ahead of us as we plan to re-open our doors for the 2020-2021 school year.

Phases
The following phases will be used to define the community risk level associated with COVID-19. These phases align with the color-coded guidance in the ND Smart Restart Plan. Each level is reported to schools by the NDDoH after rigorous testing and assessment of cases in the community. ND Smart Restart Plan

The instructional models used by the district will be guided, in part, by the risk level of COVID-19 in the community as defined within the phases above. This is a guide as instructional models could be altered based on other factors, such as occupancy levels, age of children, and abilities to move certain classes online.

Face to Face Learning (Full Opening)
- This scenario will allow us to come back to school with full operation with little to no limitations
- Schedule will be our normal schedule with times running from 8:30 am to 3:20 pm.
- Students will still maintain social distancing guidelines when possible. Otherwise proper protection will be the rule.
- Teachers will maintain, with their classrooms, our social distancing guidelines when possible. Otherwise utilize proper safety wear.
- Classrooms will follow social distancing guidelines or utilizing the proper safety wear to make the situation as safe as possible.
- Lunches will be served in the cafeteria following the proper social distancing guidelines. Possibility that lunch could be eaten in our classrooms.
- Transportation will be following social distancing guidelines. Drivers will have shields, masks and sneeze guards. Children will sit in every other seat or have protective sneeze guards between all seats.
- Building will be open to students only. Outside access will be limited.
- Staff will be disinfecting the building on a daily, almost hourly basis.
- High traffic areas will be targeted to be cleaned frequently
Hyflex Opening
- The scenario will allow us to come back to school on a part time basis.
- What that looks like:
- This will be a rotating Purple/Gold schedule with part of the school working in the building and part of the school working online from home.
- It would have grades PK-12 Purple Group on Monday and Wednesday
- It would have grades PK-12 Gold Group on Tuesday and Thursday
- Fridays could be Online/STEAM days/Enrichment days with students working from home on projects and others coming into the school for remediation/enrichment. Target math remediation on Friday, Reading the next etc.
- Fridays to help manage large classes such as band and choir.
- Students will still maintain social distancing guidelines when possible. Otherwise proper protection will be the rule.
- Teachers will maintain, with their classrooms, our social distancing guidelines when possible. Otherwise utilize proper safety wear.
- Classrooms will follow social distancing guidelines or utilizing the proper safety wear to make the situation as safe as possible.
- Lunch possibilities include:

Best Intentions
Despite taking every reasonable precaution, there is no guarantee that our school will be without risk as it relates to COVID-19. The virus will be present on our buses, in our classrooms, and at our activities. In certain situations, social distancing is not possible in a school setting. Our actions, as outlined in this plan, will not prevent any student or staff member from being in contact with the virus.
Protect Yourself and Others
Wash your hands often
- Wash with soap and water for at least 20 seconds especially after blowing your nose, coughing, or sneezing.

- If soap and water are not available, use hand sanitizer that contains at least 60% alcohol.
- Avoid touching your eyes, nose, and mouth with unwashed hands.
- Students are encouraged to wash their hands often throughout the day.
Avoid close contact
- Keep social distance from others especially important for people who are at a higher risk of getting sick.

- Alternate or modified schedules, adjustments to use of common areas, use of outdoor spaces and other actions that increase physical separation may be considered.
- The sharing of instructional materials should be limited as much as possible.
- Physical separation on busing, one student per seat, will be recommended but cannot be guaranteed.
- Rearranging furniture and creating visual cues (ex: tape on the floor) for guidance.
- Consider limiting visitors, nonessential staff, and volunteers.
- If visitors do come in, screen visitors for fever and other symptoms before they enter the facility. If fever or COVID-19 symptoms are present, the visitor should not be allowed entry into the facility.
Cover coughs and sneezes
- Put alcohol-based hand sanitizer with 60-95% alcohol in every classroom (ideally both inside and outside of the room) and common areas and make sure sinks are well-stocked with soap and paper towels for handwashing.
- Make tissues and face masks available for coughing people. Consider designating staff to steward those supplies and encourage appropriate use by students and staff.
Clean and disinfect
- School staff should clean and disinfect frequently touched surfaces daily.

- Shared materials (not recommended) should be cleaned.
- Classrooms will be cleaned nightly by custodial staff.
Cover your mouth and nose with a cloth face cover when around others.
- The wearing of masks will be applied in phases based on the phases within the ND Smart Restart Guidance.

- Educators need to teach students how to properly wear a face covering so they are prepared to use them on school buses or other situations in close proximity with others.
- Resources from NDDPI and MPS will be provided to teachers.
- All staff will be provided with face masks and face shields.
- Staff should remove their face shields and put on a cloth face covering when leaving the facility at the end of their shift (cloth face coverings are recommended for all people when outside the home).
- If staff must touch or adjust their facemask or face shield, hand hygiene should be performed immediately before and after touching.

Monitor your health daily
- Be alert for symptoms. Watch for a fever, cough, or shortness of breath.

- Parents are asked to screen their children each day before sending them to school. Use the screening guidance provided on the home checklist.
- Staff and students who are sick should stay home.
- Screen staff at the beginning of every day for fever, symptoms and risk of COVID-19.
- Actively take their temperature and document symptoms
- In addition to general infectious disease exclusion criteria, schools should exclude ill employees or children who meet the following criteria:
- Fever of 100.4° F or two or more symptoms of fatigue, headache, muscle/body aches, chills, cough, shortness of breath, sore throat, congestion/runny nose, nausea, vomiting, diarrhea, abdominal pain or loss of taste and/or smell.
- Employees and children need to be excluded until either (1) tested negative for COVID19 or (2) diagnosed by a health care provider with another illness that does not require exclusion or (3) for 10 days from onset AND fever-free for 24 hours (without the use of fever-reducing medications) AND symptoms are improving, whichever is longer.
- If staff develop symptoms while at work, they should immediately put on a face mask, inform their supervisor, and leave the workplace.
Health & Safety Protocols
Monitoring the health of students and staff will be an important component of a safe and healthy educational environment. Mt. Pleasant School will take the following measures to ensure all students and staff are healthy while they are at school.
Identifying Students & Staff at Higher Risk
- Back to School and enrollment processes will include questions asking families to identify if their child is at-risk, based on a health professionals’ diagnosis. This information will be provided to the building principal (COVID-19 Coordinator) who will contact the family and discuss instructional model options.
- The Human Resources Office will inquire of all employees if they are at-risk, based on a health professionals’ diagnosis. The HR office will work in partnership with the building principal/director and the employee to coordinate adjustments to the work schedule or workplace.
- When the NDDoH or our RCPH informs the district of a student or staff member that is COVID-19 positive that information will be passed on to HR and the building principal / director as allowable within district policy and law.
Isolation & Quarantine
- Definitions (see appendix for more information).
- Isolation – For people who are already sick from the virus. A prevention strategy used to separate people who are sick with the virus from healthy people.
- Quarantine – For people who are not sick but have been exposed to the virus. A prevention strategy used to monitor people who were exposed for a period of time.
- Mt. Pleasant School will follow isolation and quarantine guidelines and directives as set by NDDOH and RCPH units.
If a student or staff members becomes sick at school (or school event)
- Direct / escort the child to the office.
- The child shall be provided a facial covering and isolated in the building sick room.
- Parents / guardians will be contacted to pick up their child.
- Inform your supervisor immediately and wear a face mask / shield until they can be replaced if supervising students at that time.
- Leave the school building/grounds and consult with a healthcare professional.
Screening Procedures
- To address asymptomatic and pre-symptomatic transmission and to help prevent transmission from infected individuals who may or may not have symptoms of COVID-19, cloth face coverings should be considered (if tolerated) and worn for all visitors during duration of time in the facility, regardless of symptoms.
- Essential visitors should be, ideally, wearing their own cloth face covering. If not, they should be offered a cloth face covering or facemask (as supplies allow).
- They should be instructed that if they touch or adjust their cloth face covering, they should perform hand hygiene immediately.
- Cloth face coverings should not be placed on young children under age 2 or anyone who has trouble breathing.
- Cloth face coverings should not be placed on anyone who has trouble breathing or anyone who is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.
- Implement a laundering process for the cloth masks.
- Limit and monitor entry points to the facility.
- Students feeling ill may be be screened by taking temperature:
- Students with a temp ≥100.4 F should be placed in a holding room, if possible, with personal protective equipment (PPE) including gloves, and facemask with face shield for eye protection prior to going home.
- Students with COVID-19 may not show typical symptoms such as fever or respiratory symptoms. Atypical symptoms may include new or worsening malaise, new dizziness, diarrhea, or sore throat. Identification of these symptoms should prompt awareness and further evaluation for COVID-19
- Document daily screening results.
Return to School
- When a student or staff member has been isolated or quarantined as directed by NDDoH or RCPH they will be allowed to return to school after being cleared by the NDDoH.
Coordination with RCPH
- Notify the NDDoH at 1-701-477-5646 about any students with severe respiratory infection or if the facility identifies more than 2 cases of respiratory illness among students and/or staff within 72 hours of each other.
- These situations should prompt further investigation and testing for COVID-19.
- When a student or staff with suspected or confirmed COVID-19 is identified, facilities should be instructed to notify the NDDoH immediately at 1-701-477-5646 and made aware that they attend Mt. Pleasant school district
- Ensure all students are up-to-date for routine immunizations
SITUATION: There are one or more cases of COVID-19 in your school
Updated guidance 8.4.20
· Did a student or staff member test positive for SARS-CoV-2?
If someone within the school community (e.g., student, teacher, staff) tested positive for SARS-CoV-2, assessing the level of risk is important to determine if, when, and for how long part or all of a school should be closed. K-12 administrators can also refer to CDC’s Interim Considerations for K-12 for School Administrators for SARS-CoV-2 Testing, which provides additional information about viral diagnostic testing. A single case of COVID-19 in a school would not likely warrant closing the entire school, especially if levels of community transmission are not high. The levels of community transmission described above and the extent of close contacts of the individual who tested positive for SARS-CoV-2 should all be considered before closing. These variables should also be considered when determining how long a school, or part of the school, stays closed. If the transmission of the virus within a school is higher than that of the community, or if the school is the source of an outbreak, administrators should work collaboratively with local health officials to determine if temporary school closure is necessary. Students, teachers, and staff who test positive or had close contact of the individual who tested positive should be provided with guidance for when it is safe to discontinue self-isolation or end quarantine.
With this guidance:
- If there is a COVID-19 case in your school, the NDDoH will notify the facility.
- If a school is made aware of a COVID-19 case, before being contacted by the NDDoH, please report the case to the NDDoH at 1-701-477-5646.
- We plan to analyze each situation individually with school possibly being shut down 24 to 72 hours following a confirmed case (in an employee or student).
- School officials in conjunction with RCPH will assess the level of risk to determine if, when and for how long part or all of a school should be closed.
- 24-72 hours may be needed to allow the NDDoH to conduct contact tracing and make recommendations for which close contacts should be quarantined and excluded from the school.
- This time also allows the school to conduct environmental cleaning.

Day-to-Day Operations
- Post visual alerts (e.g., signs, posters) in strategic places (e.g., bathrooms, commons, kitchens, etc.) to provide instructions about hand hygiene, respiratory hygiene, and cough etiquette.
- Provide education to students, staff, and volunteers to monitor their distance from others.
- Proper face mask and face shield training should be provided to both staff and students. Mask use with hand hygiene should be monitored.
- A copy of the school Health and Safety plan should be made available to all students and staff.
- Suspend communal dining unless physical distancing is possible.
- May stagger mealtimes and clean all surfaces between settings.
- May serve students meals in their classrooms if this is not feasible.
- Do not utilize shared food containers in dining areas (ex: water pitchers, salt and pepper shakers, etc.).
- Consider the use of disposable dinnerware.
- Dispense snacks directly to students or use pre-packaged food.
- Cancel or alter group activities to better practice social distances.
- Residents may utilize the yard and/or outdoor space immediately surrounding the school or other outside locations if physical distancing can be maintained.
- Students should not share personal items with others. This includes but is not limited to: Phones, computers, pens, pencils, markers, toys, drinks, PPE, utensils, straws, etc.
- Personal items should be kept separately for each student
- Isolation, social distancing, and other stressful events of a disease outbreak may increase risk of adverse mental health outcomes, and help support residents in managing stress and anxiety during this time.

School Meals
We will continue to provide our school meal programs as we always have. Our kitchen staff has made all the necessary adjustments in the kitchen to meet the recommendations and guidelines that are in place. They will continue to monitor requirements as they could change as the covid situation changes.
- Lunches will be served by our kitchen staff.
- Disposable silverware and plates will be used
- No communal servings. Salad bar will be behind the counter and kitchen staff will give children what they want.
- We have three areas for students to eat in.
- This will allow us the ability to designate seating that will follow the 6’ social distancing recommendation.
- We will have the seating areas marked for easy seat selection.
- Pathways to walk will be outlined with tape on the floor to keep our social distancing
- All areas will be disinfected prior to another group of children coming in to eat.
- We can use classrooms as an option if need be or preferred.
- Children will dispose of their trays and garbage.
- Staff will be disinfecting all areas after a group is served

Nutritious and Safe Meals
School Cleaning Protocol
Due to the COVID-19 pandemic, we at Mt. Pleasant school district #4 are taking every step possible to ensure a safe, clean and sanitary environment for our students and staff. Most of the cleaning practices were already being done prior to the pandemic. We are adding a few extra measures to meet strict criteria to ensure a safe learning environment possible.
BEFORE CLASSES STARTS (Summer/Break Cleaning)
- All rooms will have the carpet shampooed and sanitized.
- All desks will be wiped down and disinfected.
- All other furniture will be wiped down and disinfected.
- All rooms will be sanitized from wall to wall using a disinfectant fogger the day before classes resume.
- All classrooms will have touchless hand sanitizer dispensers located by the door of each classroom.
- Additional PPE will be made available to each classroom such as masks, gloves, personal hand sanitizer and disinfectant wipes.
- All lockers and hallways will be disinfected using a hand held fogger.
- All air filters will be changed in the HVAC and air handling unit.

- Wipe down all drinking fountains periodically throughout the day
- All other unexpected cleaning within the classroom will be done as quickly as possible such as accidental urination or vomit or other bodily fluids that have gotten on the carpet or furniture.
Student and Staff cleaning

Transportation Cleaning Protocol
- All vehicles that are use must be complete their vehicle checklist before departure
- All vehicles upon arrival home, prior to being used again must go through our cleaning procedure.
- Whole bus disinfected, use fogger or wipe down whole bus
- Bus must be swept and then mopped prior to next use
- Vehicle will then be checked on the sign out sheet as ready for use.
Symptomatic Staff
- All staff who have symptoms that coincide with COVID-19 or have been exposed to someone with suspected or confirmed COVID-19 should self-isolate and should not come to work. They should report their symptoms to their Principal and contact their primary care provider for COVID-19 testing. If at all possible, close contacts should not return to work until they are either cleared by the NDDoH to return to work or they have a negative COVID-19 result and follow the facilities guidelines for returning to work after illness. Cases of COVID-19 cannot return to work.
- Staff who feel unwell while at work should report to their Principal immediately, separate themselves from others, go home and contact their primary care provider. They should inform their primary care provider they work in a school setting.
- If a staff member tests positive for COVID-19 they should follow NDDoH guidelines for returning to work. In the event of a positive test the NDDoH will work with the facility, staff and students to begin additional safety measures and will provide situation-specific guidance.
Symptomatic Students
- If a student reports or displays any symptoms of COVID-19 or they have been exposed to a suspected or confirmed case, they should be isolated immediately. Parents and care providers should be contacted and made aware the students attend Mt. Pleasant Public Schools.
- The student is held in a safe room until they can be sent home.
- If there is a known COVID-19 case in our school it is recommended you add face shields to all staff PPE, disinfecting when visibly dirty or end of day.

Mt. Pleasant Public Schools will reopen but incorporate health guidance and protocols to try and mitigate risks and limit the spread of COVID‐19. Here’s what to expect:
Districtwide Practices:: | - Social distancing where possible and reasonable.
- Masks or cloth facial coverings are recommended to be worn by all employees and students.
- Buildings routinely cleaned and disinfected according to CDC guidelines. Special focus on high traffic areas.
- Handwashing integrated throughout the day.
- Hand sanitizer available throughout buildings.
- Schools share "Stop The Spread" information with focus on preventative measures and symptoms.
- Parents will be provided an Online option of education for students.
- Support and training for parents who need help accessing technology, tools and online curriculum.
- Social distancing on school buses will be difficult so we encourage parents to consider alternate transportation to school such as having children walk or bike or carpool.

Based on guidance from health officials, Mt. Pleasant Public Schools may decide to shift to a hyflex schedule where students would attend on alternating days and learn part‐time in school and part‐time at home. Depending on conditions, hyflex schedules could be implemented at the high school level only, elementary level only or district wide. Here’s what to expect:

- Fridays would be used for interventions for students who need additional support, teacher prep, planning and staff development.
- Teachers will teach their face to face class as though they are teaching Online. This will accommodate the anticipation that some students will need to be absent from the face to face class due to Covid restrictions.
- Teachers will provide direct instruction on the days students are at school.
- Students will work independently to practice concepts and grow mastery when they're working independently at home. In general, students would not be learning new material independently at home.
- Staff working closely with small groups of students will be recommended to wear face shields/masks.

In the Red or Orange phase our county will be looking at significant transmission and high risk of exposure. During these phases, the county or state could be in mandatory stay at home orders. If a “stay at home” order is put in place, Mt. Pleasant Public Schools will close and commence with our distance learning plan. Here is what to expect:

Stay Home , Stay Safe
Process for Monitoring Students and Staff
- All staff will be monitored on a daily basis and record will kept on file
- Staff will fill out our daily health and safety questionnaire and record their temperature.
- Students may have a temperature check upon arrival and at lunch time, as of 8.4.20, guidance from CDC is changing regarding this area. Disease Control will be updating the school decision tree, as CDC is not recommending screening children, this means temperature checks are not recommended now for children entering the school.
- All staff members will be watching for symptoms. If a staff member identifies possible symptoms they will alert the office and follow these procedures.
- Mask the child and send them to the office.
- Students will then be reassessed, with temp checked, and parents contacted.
- Once reassessed the student will be sent home or allowed to return to class.
- A safe room will be established for students to wait safely until they are picked up.
Process for Identifying and Protect Students and Staff of High Risk Qualifications
- All staff will be contacted and reminded to communicate with their principals if they feel they fall into a high risk category.
- If staff is identified as high risk, they will have the appropriate accommodations made following state and federal law.
- PPE equipment will be provided for staff
- Any student who falls into the high risk category will be able to take their schooling online.
- We will be providing online classes all year and face to face when deemed appropriate by our school board.
Notification of Parents and Staff of exposures in school setting
- Notification will be use our communication plan by sending out information via
- Alert System (phone, email, text) whatever they signed up for
- Posted on social media (website, twitter, Facebook)
Positive or Close Contact
- Process for isolation and quarantine when a staff member, student, or visitor becomes sick or demonstrates a history of exposure.
- Guidelines for when an isolated or quarantined staff member, staff, or visitor may return to school.
Communication and Training
- All faculty and staff will receive training on the implementation of the Health and Safety Plan.
- Public Health will lead the training for all faculty and staff on appropriate use and wearing of PPE.

- Staff will be teaching personal hygiene in the classroom setting on a regular basis.
- Continual update on the covid situation and our Health and Safety Plan, along with safe hygiene in the home setting will be communicated and taught to our students, parents and community.
- Our partnership with Public Health will be a huge factor in our education of PPE equipment and usage to proper hygiene protocols.

Hygiene and Cleaning
- Facial coverings are recommended but not mandatory
- Facial covers are recommended to be worn when social distancing cannot be met.
- Facial covers are recommended when traveling in the hallway.

- Personal hygiene will be taught in the classroom and routines will be in place for frequent cleaning of hands, personal items and spaces on a regular basis. (See Classroom Hygiene Guidelines)
Physical Distancing
- Classrooms will utilize personal space whenever possible.
- Cluster of kids with barriers will be utilized to create more space available
- A/B schedules (purple and gold) schedules have been put into place in case we want to lower the number of students in a classroom.
- Outdoor space will be utilized to its fullest extent, weather permitting.
- Cafeteria has a plan in place to use all three eating areas. (see school meals)
Keeping Schools Open Will Take Community Effort:
Health Checks: To accomplish our goal of reopening our schools and keeping them
open, it will be important for students, staff, parents and patrons to do their part by
following health guidance and monitoring their health.
In cooperation with local Public Health Officials, we ask as students and staff prepare for each
school each day, they ask themselves these questions:
- Since your last day in school have you had any of these symptoms that are NOT attributable to another condition?
- Fever or Chills ( a fever is considered having a temp of 100.4F)
- Cough
- Shortness of breath or difficulty breathing
- Fatigue
- Congestion/Runny Nose
- Nausea, vomiting or diarrhea
- Headache, Muscle or body aches
- Sore throat
- New loss or of taste or smell
- If the answer is YES to any of these symptoms we ask that:
- You DO NOT send your child to school.
- Contact your healthcare provider for guidance to determine if testing for COVID-19 is recommended.
- If your child has tested positive for COVID-19 OR was directed by a healthcare provider to stay home we ask that:
- You DO NOT send your child to school UNTIL:
- Your child has been isolated for at least 10 days from symptom onset and at least 3 days have passed since symptoms have improved….OR….
- Your medical provider has determined a different illness than COVID-19 and cleared your child to return to school.
- If your child has had close contact (within 6 feet for more than 15 minutes) with someone testing positive for COVID-19, we ask that:
- You DO NOT send your child to school UNTIL your child has been isolated for 14 days and experiences no COVID-19 symptoms.
- If symptoms DO present during the isolation period, follow instructions above for seeking medical guidance and possible testing for COVID-19.
Responding to a Confirmed Case of COVID-19: an important part of limiting the spread of COVID-19 in our community is identifying those who may be sick, infected or who have been exposed, and requires all of us working together to keep the virus in check.
Students/Families:
- If your child has tested positive for COVID-19 we ask that:
- You do not send your child to school.
- Notify your school of the positive test.
- Follow guidance from your health provider regarding isolation and contact tracing.
School District:
- When notified of a positive case, Lead contact, Supt Nash or designee, will contact RCPH, and will assist RCPH with contact tracing information.
- District will coordinate efforts to communicate with staff, students, and parents the possible exposure to COVID-19 while maintaining confidentiality as required by FERPA, HIPAA and the ADA.
