Introduction                                                               

Governor Burgum has mandated that all K-12 schools in North Dakota prepare a local plan for re-opening their doors for the 2020-2021 school year.  In preparation for this plan, school administration  has been working hard and has stayed in constant contact with Governor Burgum, Superintendent Baesler, Department of Public Instruction, Department of Health, guidelines from CDC, Rolette Public Health and local stakeholders.  These federal, state and local agencies have given us guidance and helped us to write a solid, safe and welcoming plan for our students to start the 2020-2021 school year.

Our plan is going to emphasize safety, sanitation and student engagement.  The plan includes three different ways of providing the best and safest education we can.

  1. Full Opening - everyone doing face to face learning. Limited restrictions
  2. Hyflex Opening - - Some face to face learning.  Some online learning.  There will be restrictions involved.
  3. Full Closure - School Building is locked.  All learning will be online.

In looking at the plan our main emphasis will be placed on creating a living Health and Safety plan that we will use for making sure our school is operating in the best possible fashion for the situation our school district is facing.  It will change and adapt as our situation changes and adapts.  We will also focus our efforts on improving and implementing our distance learning plan.  This is also a living document and improvements can and will be made as our school board see the need.

As you can see the method of instruction may change due to Covid, but we will concentrate our efforts on meeting all the academic needs of our students. We will also promote student engagement and have implemented a new social/emotional learning curriculum to meet student needs.  The goal is to provide the best possible educational opportunity for each child.  How that looks may differ for each situation.

This has been a very trying and difficult time for everyone.  We would like to thank our students, parents and community members for their amazing support over the past 6 months dealing with the Coronavirus outbreak.  It is our hope to work side by side with you all and face the new challenges ahead of us as we plan to re-open our doors for the 2020-2021 school year.

Phases

The following phases will be used to define the community risk level associated with COVID-19. These phases align with the color-coded guidance in the ND Smart Restart Plan. Each level is reported to schools by the NDDoH after rigorous testing and assessment of cases in the community.  ND Smart Restart Plan

The instructional models used by the district will be guided, in part, by the risk level of COVID-19 in the community as defined within the phases above.  This is a guide as instructional models could be altered based on other factors, such as occupancy levels, age of children, and abilities to move certain classes online.

All instruction is delivered in-person with some building and group modifications. Teachers and students maintain a normal daily schedule. Safety precautions are implemented to enhance staff and student safety.

The district strives to provide a healthy and safe environment for all who occupy our schools. The following guidelines are intended to provide a framework for the district’s response to COVID-19.

Best Intentions

Despite taking every reasonable precaution, there is no guarantee that our school will be without risk as it relates to COVID-19. The virus will be present on our buses, in our classrooms, and at our activities. In certain situations, social distancing is not possible in a school setting. Our actions, as outlined in this plan, will not prevent any student or staff member from being in contact with the virus.

SITUATION: There are one or more cases of COVID-19 in your school

·         Did a student or staff member test positive for SARS-CoV-2?

If someone within the school community (e.g., student, teacher, staff) tested positive for SARS-CoV-2, assessing the level of risk is important to determine if, when, and for how long part or all of a school should be closed. K-12 administrators can also refer to CDC’s Interim Considerations for K-12 for School Administrators for SARS-CoV-2 Testing, which provides additional information about viral diagnostic testing. A single case of COVID-19 in a school would not likely warrant closing the entire school, especially if levels of community transmission are not high. The levels of community transmission described above and the extent of close contacts of the individual who tested positive for SARS-CoV-2 should all be considered before closing. These variables should also be considered when determining how long a school, or part of the school, stays closed. If the transmission of the virus within a school is higher than that of the community, or if the school is the source of an outbreak, administrators should work collaboratively with local health officials to determine if temporary school closure is necessary. Students, teachers, and staff who test positive or had close contact of the individual who tested positive should be provided with guidance for when it is safe to discontinue self-isolation or end quarantine.

School Meals

We will continue to provide our school meal programs as we always have.  Our kitchen staff has made all the necessary adjustments in the kitchen to meet the recommendations and guidelines that are in place.  They will continue to monitor requirements as they could change as the covid situation changes.

                                                                                                                                                                                                                           

                                                             

                                                                                 

   

Nutritious and Safe Meals

School Cleaning Protocol

Due to the COVID-19 pandemic, we at Mt. Pleasant school district #4 are taking every step possible to ensure a safe, clean and sanitary environment for our students and staff. Most of the cleaning practices were already being done prior to the pandemic. We are adding a few extra measures to meet strict criteria to ensure a safe learning environment possible.

BEFORE CLASSES STARTS (Summer/Break Cleaning)

  1. All rooms will have the carpet shampooed and sanitized. 
  2. All desks will be wiped down and disinfected. 
  3. All other furniture will be wiped down and disinfected.
  4. All rooms will be sanitized from wall to wall using a disinfectant fogger the day before classes resume. 
  5. All classrooms will have touchless hand sanitizer dispensers located by the door of each classroom. 
  6. Additional PPE will be made available to each classroom such as masks, gloves, personal hand sanitizer and disinfectant wipes. 
  7. All lockers and hallways will be disinfected using a hand held fogger.
  8. All air filters will be changed in the HVAC and air handling unit.
  1. Wipe down all classroom desks and furniture 
  2. Wipe down all door handles 
  3. Vacuum all carpeted areas
  4. Mop all tiled areas
  5. Empty garbage and use new bags daily
  6. Clean bathrooms with added emphasis on disinfecting high touch areas such as sink faucets, toilet seats, stall doors, etc. 
  7. Scrub hallway and gym floors
  8. Wipe down all entry/exit door handle
  9. Clean windows 
  10. Wipe and disinfect cafeteria tables
  11. Sanitize classrooms, hallways and lockers using hand held disinfectant foggers
  12. Wipe down all drinking fountains periodically throughout the day 
  13. All other unexpected cleaning within the classroom will be done as quickly as possible such as accidental urination or vomit or other bodily fluids that have gotten on the carpet or furniture.

Mt. Pleasant Public Schools will reopen but incorporate health guidance and protocols to try and mitigate risks and limit the spread of COVID‐19. Here’s what to expect:

Districtwide Practices::

  • Social distancing where possible and reasonable.  
  • Masks or cloth facial coverings are recommended to be worn by all employees and students.  
  • Buildings routinely cleaned and disinfected according to CDC guidelines. Special focus on high traffic areas.  
  • Handwashing integrated throughout the day.  
  • Hand sanitizer available throughout buildings.  
  • Schools share "Stop The Spread" information with focus on preventative measures and symptoms.  
  • Parents will be provided an Online option of education for students.  
  • Support and training for parents who need help accessing technology, tools and online curriculum.  
  • Social distancing on school buses will be difficult so we encourage parents to consider alternate transportation to school such as having children walk or bike or carpool.

Classroom Spaces:

  • Students issued their own learning device -iPad or Chromebook.
  •  Limited use of shared materials and supplies.  
  • Desks arranged to allow for cohort groups and social distancing where possible and reasonable.  
  • Staff and students working in close proximity will wear face coverings.  
  • Teachers will teach their face to face class as though they are teaching Online. This will accommodate the anticipation that some students will need to be absent from the face to face class due to Covid restrictions.

School Spaces:

  • Sneeze guards and other protective measures may be implemented in the offices and some classrooms.  
  • Some school events, assemblies and gatherings may be changed or cancelled to limit large gatherings.  
  • Access to campus may be limited with new protocols for volunteers/visitors to campus.

Common Spaces:

  • Students move in cohort groups where possible and reasonable to try and limit possible exposure.  
  • School schedules may be adjusted to reduce the number of students passing in hallways.  
  • Lunch times may be staggered to reduce the number of students in the cafeteria and allow for some social distancing.
  • Some students may eat in other areas of the school or outside, weather permitting.

Extracurricular Activities:

  • We will follow guidance and directive from the ND High School Activities Association and the governing bodies of other extracurricular activities.

Priorities in Green/Blue:

  •  Ensure students and staff who are sick or showing symptoms stay at home.
  • Implement social distancing and cohort groups where possible and reasonable.

 

Yellow phase

Based on guidance from health officials, Mt. Pleasant Public Schools may decide to shift to a hyflex schedule where students would attend on alternating days and learn part‐time in school and part‐time at home. Depending on conditions, hyflex schedules could be implemented at the high school level only, elementary level only or district wide. Here’s what to expect:

Districtwide Practices:

  • Maximize social distancing cohort groups by reducing the number of students in school buildings.  
  • Masks or cloth facial coverings will be recommended to be worn by all employees and students.
  • Buildings routinely cleaned and disinfected according to CDC guidelines. Special focus on high traffic areas.
  • Handwashing integrated throughout the day.  
  • Hand sanitizer available throughout buildings.  
  • Schools share "Stop The Spread" information with focus on preventative measures and symptoms.  
  • Parents will be provided an Online option of education for students.  
  • Support and training for parents who need help accessing technology, tools and online curriculum.

Classroom Spaces:

  • Students will attend school on a hyflex schedule and school times may be adjusted. We are looking at an alternate days schedule, and will try to ensure children from the same families attend school on the same days.  
  • Approximately 50% of the students will attend school on Mondays/Wednesdays, with the remaining 50% of students attending Tuesdays/Thursdays.  
  • Fridays would be used for interventions for students who need additional support, teacher prep, planning and staff development.  
  • Teachers will teach their face to face class as though they are teaching Online. This will accommodate the anticipation that some students will need to be absent from the face to face class due to Covid restrictions.  
  • Teachers will provide direct instruction on the days students are at school.
  • Students will work independently to practice concepts and grow mastery when they're working independently at home. In general, students would not be learning new material independently at home.  
  • Staff working closely with small groups of students will be recommended to wear face shields/masks.

School Spaces:

  • Sneeze guards and other protective measures may be implemented in all offices.

In the Red or Orange phase our county will be looking at significant transmission and high risk of exposure.  During these phases, the county or state could be in mandatory stay at home orders. If a “stay at home” order is put in place, Mt. Pleasant Public Schools will close and commence with our distance learning plan.  Here is what to expect:

Remote Instruction:

  • Focused, rigorous instruction on key learning essential in each grade and content area.
  • Traditional grade and accountability
  • Clear expectations and communication with students and families.
  • Some of the structure of a regular school day with face to face online instruction with some flexibility for families.
  • Support and training for parents who need help accessing technology, tools and online curriculum.

School Spaces:

  • Closed to the general public except by special appointment.
  • There may be opportunities for in person small group instruction or intervention.

Extracurricular Activities:

  • We will follow guidance and directive from the ND High School Activities Association and the governing bodies of other extracurricular activities.

Priorities in Red:

  • Reduce the risk of further community spread by closing schools.

Keeping Schools Open Will Take Community Effort:

Health Checks:  To accomplish our  goal  of  reopening our schools and keeping  them

open, it  will  be important  for  students,  staff, parents  and patrons  to do their  part  by

following  health guidance  and monitoring  their  health.

 In cooperation with local Public Health Officials, we ask as students and staff prepare for each

school each day, they  ask  themselves  these questions:

Responding to a Confirmed Case of COVID-19: an important part of limiting the spread of COVID-19 in our community is identifying those who may be sick, infected or who have been exposed, and requires all of us working together to keep the virus in check.
