Rules
for admission to training in educational organizations that implement educational programs of technical and vocational, post-secondary education for the 2021-2022 academic year.
I. General provisions
These Standard Rules for Admission to the Almaty College of Construction and Management LLP (hereinafter ACCM), which implements professional training programs of technical and vocational education, were developed in accordance with the Law of the Republic of Kazakhstan dated July 27, 2007, Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 18, 2018 No. 578. Registered with the Ministry of Justice of the Republic of Kazakhstan on November 7, 2018 No. 17705.
Citizens of the Republic of Kazakhstan, foreign citizens and stateless persons with basic secondary (general secondary), technical and vocational (primary vocational and secondary vocational), post-secondary, higher (higher professional) education are accepted to ACCM.
Upon admission to study at ACCM, a quota for the admission of persons defined by paragraph 8 of Article 26 of the Law is provided.
The size of the admission quota was approved by the Decree of the Government of the Republic of Kazakhstan dated February 28, 2012 No. 264 "On approval of the size of the admission quota for admission to educational organizations implementing educational programs of technical and vocational, post-secondary and higher education" (hereinafter - Resolution No. 264).
II. The procedure for admission to the Almaty College of Construction and Management, implementing educational programs of technical and vocational, post-secondary education
Acceptance of applications of persons for training in ACCM is carried out:
according to the educational programs of technical and vocational, post-secondary education, providing for the training of middle-level specialists and applied bachelors, for full-time education by state order – from June 25 to August 18 of the calendar year on the basis of basic secondary education, from June 25 to August 20 of the calendar year on the basis of general secondary, technical and vocational, post-secondary education, on a paid basis - from June 25 to August 25 of the calendar year, for evening and correspondence forms of education – from June 25 to September 20 of the calendar year, in specialties requiring creative training – from June 25 to July 20 of the calendar year, in pedagogical, medical specialties - from June 25 to August 15 of the calendar year.
For receiving the state service the service recipient addresses in Axim (further – the service provider) or on the web portal of "the electronic government" (further – the Portal) and is a package of documents according to the Standard of state service "Acceptance of documents in the organization of technical and vocational, post-secondary education" (hereinafter – the Standard) in accordance with Annex 1 to the Model rules of admission to

Documents for admission are presented by adults in person, minors - in the presence of a legal representative.
The list of basic requirements for the provision of public services, including the characteristics of the process, form, content and result of the provision of services are given in the Standard of public services "Acceptance of documents in the organization of technical and vocational, post-secondary education.
Persons who enroll in training under a state order for educational programs of technical and vocational, post-secondary education (with the exception of TPE organizations that are within the competence of the authorized body in the field of education, culture and sports) undergo professional diagnostics (questionnaire) through the information system of the Department of Education on a voluntary basis from June 25 of the calendar year
After passing a professional diagnosis, persons entering ACCM for training in the specialties: 02120100 Interior design, 07310100 Architecture, 07310400 Design, restoration and reconstruction of civil buildings, 02150500 Acting art, 02150300 Vocal art pass 2 creative exams according to the order of the Minister of Education and Science of the Republic of Kazakhstan dated October 18, 2018 No. 578 "On approval of Standard rules for admission to training in educational organizations implementing educational programs of technical and professional, Post-secondary education", appendices 4 and 5. Topics for conducting creative exams are set by ACCM independently and creative exams are held from July 21 to July 28.
The form and procedure for conducting (date, time, venue, consultation)
of a special and/or creative examination are approved by the chairman of the admissions committee and brought to the attention of applicants when accepting the application.
Admission to the audience for a special and/or creative examination, psychometric testing, interview is carried out upon presentation of an applicant's identity document.
Before the start of the special and /or creative exam, applicants are given examination material and the procedure for the design of the title pages is explained, as well as the start and end time of the special and / or creative exam, the time and place of the announcement of the results are indicated, the procedure for filing an appeal is explained.
When conducting special and/or creative exams:
1) special and creative exams are evaluated on "2", "3", "4", "5";
2) persons entering the specialties of culture and art who have received an unsatisfactory assessment on the creative exam are not allowed to the next exam, competition.
The results of a special and/or creative exam are drawn up by a statement of grades. During the period of special and /or creative examinations, audio and video recordings are made, which are stored in the archive of ACCM for at least one year.
The results of a special and/or creative exam are announced and posted on the information stands or Internet resources of ACCM on the day of the event.
In order to ensure compliance with uniform requirements and resolution of controversial issues when evaluating the results of special and/or creative exams, an appeal commission is created by order of the head of ACCM to protect the rights of applicants.
The Appeals Commission consists of an odd number of its members. The composition of the appeal commission is formed from among the teachers of ACCM. There should be at least two people in one subject. The chairman is elected from the composition of the appeals commission by a majority vote of the members. The Secretary is not a member of the appeals commission.
. A person who does not agree with the results of the exams submits an application for appeal. The application for appeal is submitted to the appeal commission before 13:00 hours of the next day after the announcement of the exam results and is considered by the appeal commission with the participation of the applicant within one working day from the date of submission of the application.
The decision of the appeal commission is considered competent if at least two-thirds of its members are present at the meeting. The decision of the appeal commission is made by a majority vote of the members of the commission present at the meeting.
In case of equality of votes, the vote of the chairman of the appeal commission is decisive. The work of the appeal commission is formalized by protocols, which are signed by the chairman and all members of the appeal commission.
The results of a special and/or creative exam will be sent by AXIM to the information system of the Department of Education for participation in the state order training competition (hereinafter referred to as the Competition)
Persons entering pedagogical, medical specialties, as well as specialties requiring special and creative training, are admitted to the Competition based on the results of special and/or creative exams
To participate in the Competition, applicants on the basis of basic secondary education submit an application by August 18 of the calendar year, on the basis of general secondary, technical and vocational, post-secondary education - by August 20 of the calendar year in accordance with paragraph 12 according to the order of the Minister of Education and Science of the Republic of Kazakhstan dated October 18, 2018 No. 578 "On approval of Standard rules for admission to educational organizations implementing educational programs of technical and vocational, post-secondary education"
When applying for the Competition, applicants choose up to four specialties, qualifications (if necessary) approved by local executive bodies of regions, cities of republican significance and the capital, up to four TPE organizations approved by the Commission for placing a state order for training with TPE, the language of instruction (Kazakh, Russian, English), the level of education.
. TPE organizations register the persons specified in paragraph 9 of these Rules and who have submitted applications in the information system of the Department of Education with an indication of the specialty, qualification by August 26 of the calendar year.
The competition is conducted by the information system of the Department of Education (with the exception of TPE organizations that are within the competence of the authorized body in the field of education and science, culture and sports) by automated distribution of applicants according to the average competitive score of assessments of mandatory and specialized subjects in accordance with the document on education, for applicants to pedagogical, medical specialties, specialties requiring creative training, according to the average score of grades (points) of compulsory and specialized subjects in accordance with the document on education and grades (points) obtained by the results of special and / or creative exams conducted by the TPE organization, as well as taking into account the admission quota.
The automated distribution of applicants is carried out by an information system (educational platform) determined by the Department of Education
The competition among persons entering on the basis of basic secondary education, by state order, is held from August 19 to 22 of the calendar year, on a paid basis – from August 26 to August 28 of the calendar year on the basis of general secondary education, on the basis of TPE – from August 22 to August 25 of the calendar year, on a paid basis - from August 26 to August 28 of the calendar year, entering the specialties of art and culture - from July 29 to August 2 of the calendar year.
Education departments publish the results of the Competition among persons entering on the basis of basic secondary education on August 23 of the calendar year, on the basis of general secondary education - on August 25 of the calendar year on official Internet resources, and also inform applicants about the results of the Competition through the information system.
Enrollment of students in the educational programs of technical and vocational, post-secondary education, providing for the training of middle-level specialists, applied bachelor, is carried out by order of the head of the TPE organization on the basis of the minutes of the admission committee meeting:
1) for full-time study - until August 31 of the calendar year;
2) for evening and correspondence forms of study - until September 30 of the calendar year;
Information on the results of enrollment is brought to the attention of applicants for full-time education, which provides for the training of middle-level specialists and an applied bachelor, by August 31 of the calendar year, the training of qualified workers - by August 31 of the calendar year, for evening and correspondence forms of study- by September 30 of the calendar year by admission commissions by posting on information stands or on the Internet resources of the TPE organization.
