Mission Statement

The North Hunterdon-Voorhees Regional High School District, a district committed to innovation, personal excellence, high achievement, and community partnership, provides all students with personalized opportunities through a broad spectrum of exemplary educational experiences to develop their fullest potential, to foster lifelong learning, and to become responsible citizens in a continually changing society.


At 7:00 p.m., Board President, F. Goger called the meeting to order and led the opening activities.

In accordance with the requirements of the Open Public Meeting Act, N.J.S.A. 10:4-6 et seq., adequate notice of the meeting has been provided by posting of notice at North Hunterdon High School and Voorhees High School, delivery by facsimile to the Hunterdon County Democrat, Star-Ledger, municipal clerks of Bethlehem Township, Califon Borough, Town of Clinton, Clinton Township, Franklin Township, Glen Gardner Borough, Hampton Borough, High Bridge Borough, Lebanon Borough, Lebanon Township, Tewksbury Township and Union Township as well as other interested parties.

  1. Superintendent’s Report - J. Bender reported the following:
  1. Report on Harassment, Intimidation & Bullying (HIB)
  2. Motion by J. Roncoroni, second by T. Roll to affirm the Superintendent’s determinations on the HIB incidents reported at the October 17, 2017 board meeting.  The motion carried unanimously.
  3. NJ Quality Single Accountability Continuum (NJQSAC) Statement of Assurance and District Performance Review for the 2016-2017 school year
  4.  Motion by J. Melick, second by A. Masters to approve resolution BR111417-1 to submit the NJQSAC Statement of Assurance and District Performance Review.  The motion carried unanimously.
  1. President’s Report - F. Goger reported the following:
  1. November 14, 2017 - submit nominations for candidates for Board President and Vice President for 2018 to Amy Masters by December 15, 2017
  2. Unofficial election results
  3. January 3, 2018 (Wednesday) - board reorganization meeting - 7:00 p.m. - District Administration Office - Time changed from 7:00 p.m. to 6:00 p.m.
  4. January 16, 2018 (Tuesday) - regular board meeting - 7:00 p.m. - District Administration Office
  5. Recognition of retiring board members - Robert Becker, Sandra Seidorf, Marc Strauss and Megan Wranitz
  6. Commented about the attendance at the last Presidents’ Roundtable meeting
  7. Commented he attended the Veterans Memorial dedication at North Hunterdon High School
  1. Committee Reports - presented after the vote on agenda item 10.
  1. Negotiations - J. Melick reported that the committee met once and the next meeting will be January 30, 2018.
  2. Buildings, Grounds, Equipment, Capital Improvements & Transportation 

            R. Becker reported that the committee met and commented on the status of

            failure of the tile wall in the small gym.

  1. Curriculum, Instruction & Technology - L. Approvato reported that the committee met and discussed course changes, no homework days and the teacher leader program.
  1. Motion by J. Roncoroni, second by A. Masters to approve action items 11.1 - 14.2 including hand carried items as provided on HCB111417-1.  The motion carried with abstentions by A. Masters and R. Becker on action item 13.9, minutes for a meeting they did not attend.

Pursuant to N.J.S.A.18A:18A-4.5d and 18:A:18A-22d, reject all proposals received for competitive contracting RFP Proposal # FHRPR2017 opened on November 16, 2017 for Enterprise Finance, Human Resource and Payroll Software because the Board wants to substantially revise the specifications for the goods or services
  5. Declare district property obsolete and authorize the Voorhees Family, Career & Community Leaders of America student club to donate sewing machines to the Pedals for Progress / Sewing for Peace of High Bridge, NJ

  1. Pursuant to a bid opening on November 3, 2017, award a contract to Emerald Contracting Corp. of Watchung, NJ, in the amount of $71,930 for the stair tower structural repair and restoration at North Hunterdon High School - state project

  1. President’s report on progress toward regionalization.  F. Goger reported on the last Presidents’ Roundtable meeting and introduced two resolutions (full text of both resolutions appears at the end of this document) , one titled “In Support of Continued Collaborative Discussions with Boards of Education of Its Constituent Districts” and another for the consideration of constituent districts titled, “In Support of Continued Collaborative Discussions with Boards of Education of the North Hunterdon-Voorhees Regional High School District Board of Education and Its Constituent Districts.”  A discussion ensued; it was the consensus of the Board to adopt the resolutions as drafted.  Motion by J. Melick, second by J. Roncoroni to adopt the resolution titled “In Support of Continued Collaborative Discussions with Boards of Education of Its Constituent Districts.” The motion carried unanimously.
  1. Monthly Reports
  2. Motion by J. Roncoroni, second by R. Becker to adopt the following resolution.  The motion carried unanimously and the Board adjourned to executive session at approximately 7:45 p.m.

Whereas Section 7 of the Open Public Meetings Act, N.J.S.A. 10:4-12, authorizes a public body to exclude the public from that portion of a meeting at which the Board discusses topics falling within certain specified exceptions to the requirement for open public meetings, and Whereas the matters to be discussed fall within one or more of those exceptions, now therefore be it Resolved that the Board of Education of the North Hunterdon-Voorhees Regional High School District now adjourns from public session to executive session for the purpose of discussing the following:

  1. Personnel - recommendations for appointments, separations, changes in assignment and leaves of absence
  2. Pending and threatened litigation and matters falling within the attorney-client privilege
  3. Student matter / matter as to which disclosure would result in unwarranted invasion of individual privacy
  4. Collective negotiations

  1. Motion by R. Becker, second by A. Masters to reconvene Public Session.  The motion carried unanimously and the Board reconvened in public session at approximately 8:00 p.m.
  2. Motion by R. Becker, second by J. Roncoroni to approve action items 20.1 - 20.3 including hand carries as provided on P11142017-01.  Upon a roll call vote, the motion carried with abstentions by R. Becker and A. Masters on action item 20.2, minutes for a meeting they did not attend.

  1. Change order 001 - in the amount of $8,000 - for the exterior electric sign replacement at North Hunterdon High School - state project # 3660-050-17-4000, from the 2016-17 budget.

  1. Authorize, pending County approval, a transfer of $8,000 from account 11-000-26X-XXX to account 12-000-4XX-XXX, to fund Change order 001, in the amount of $8,000, on state project #3660-050-17-4000, from the 2016-17 budget.
