Mile-Hi Bullseye Dart League By-Laws
- The Organization:
- Mile-Hi Bullseye Darts(hereinafter referred to as “the Organization” is a non-profit organization located in Denver, Colorado, in the United States of America. The Organization is not affiliated with any political party or religion.
- Goals and Aims of the Organization:
- To raise money for charitable organization (AKA 501(c)(3) organizations).
- To introduce new players to the fun and challenges of the game of darts
- To provide all players with a safe and fun environment for playing darts.
- The membership, voting, and personal compensation:
- The Organization shall not offer membership per se, but instead invite people to contribute their time and skill on a voluntary basis to help the Organization reach its goals.
- Different people have different voting rights at different times. See each section for details.
- All positions in the Organization are unpaid volunteer positions. Compensation for any services shall always follow sound business practices
- Business:
- The Organization shall usually offer its services for free.
- The Organization shall create a general operating fund and additional classes of funds as needed for sound accounting practices. The operation of the fund(s) is the responsibility of the treasurer. See (5.2) below.
- The Organization shall be supported from donations and fundraising. Monies raised on behalf of any specific charity will never be used to support the operations of the Organization.
- Organization:
- The Organization is run on two levels. Any dart player in good standing with the league may vote to elect commissioners. The commissioners, in turn, elect and/or ratify the Statistician, Player Representative, Treasurer, and Secretary Positions. Unless otherwise noted, all positions are perpetual; once a person has been elected to an office they are not required to run again.
- It is suggested that each position use multiple people to fill the roles so that transitions can occur easier.
- Definition of positions & duties
- Treasurer
- The Treasurer is responsible for the fiscal integrity of the Organization. It is the responsibility of the Treasurer to ensure that all funds are allocated properly, maintain good accounting practices, and ensure the Organization is meeting the goals set forth in (2) above. The position of the Treasurer is an appointed one; the individual(s) are not required to be affiliated with the dart league in any other capacity.
- Secretary
- The office of the Secretary is meant to provide meeting minutes, ensure legal and other filings are posted in a timely manner, and maintain historical records and other paperwork as required by the Organization. The position of Secretary is an appointed one; the individual(s) are not required to be affiliated with the dart league in any other capacity.
- Representative
- The office of the Player Representative is meant to serve as a general contact point for the league, to help explain the rules and/or resolves minor disputes; a liaison between the league and the Board. The position of Player Representative is an appointed one; the individual(s) are required to be a dart player in good standing.
- Statistician
- The office of the Statistician is meant to serve as the compiler of league statistics. The statistician is required to pick up score sheets at the designated drop off locations and enter the scores into the database prior to the next week of play. The position of Statistician is an appointed one; the individual(s) are not required to be affiliated with the dart league in any other capacity.
- Commissioners:
- The Commission shall be composed of at least three (3) people.
- In order to be elected as Commissioner, you must be a player in good standing with the league.
- Additional Commissioners shall be elected at the end of every season as needed or desired. Each dart player (regular player, captain, substitute) in good standing with the league is allowed one (1) ballot, which must be signed by the voter.
- Commissioners are elected for a term of three (3) seasons. They may run again at the end of their term.
- Commissioners are allowed to play in leagues and tournaments but must not vote on issues involving a conflict of interest.
- Involuntary removal of a Commissioner requires a 2/3rd vote of the Commissioners.
- The Commissioners are responsible for day-to-day running of the leagues and tournaments This includes, but is not limited to, compilation of scores, running boards, schedules, resolving player disputes, and ensuring the overall smooth running of the dart leagues and tournaments (e.g. by meeting with the bar owners concerning play conditions and contacting players concerning rules changes).
- The Commissioners are responsible for arranging and executing fundraisers and other events to raise operating capital for the Organization and additional funds to be donated to other charitable organizations.
- The Commissioners shall meet once a season, more often if needed. Any non=disruptive person is encouraged to attend the meetings.
- Any player in good standing with the league may suggest items for the agenda of a Commissioner meeting.
- A majority of Commissioners must be available for a meeting to be held or for votes to be taken.
- All voting must be performed during a meeting. Each Commissioner has an equal vote.
- In some cases, the Commissioners may wish for team captains (or a representative) to vote on issues, or all players. All players represented will have an equal vote. (Either the Commissioners vote, or the teams vote; not both)
- Voting:
- All Voting must be performed by the person casting the vote at the time of voting. Proxy, absentee, anonymous, or any other type of voting is not allowed. The results of all votes are considered part of the public record.
- Modifications to Bylaws:
- These bylaws may be modified by the Commissioners at any meeting with a unanimous decision.
- Dissolution of Organization:
- If the Organization dissolves, any material items owned by the Organization shall be sold, any outstanding debts shall be paid, and any remaining funds shall be donated to a charity organization as outlined in (2) above.
