In Aug 2022, the US Congress passed the Inflation Reduction Act (IRA), which includes $8.8 billion in rebates for home energy efficiency and electrification project rebates. The DOE administered Home Energy Rebates Act consists of two programs, the Home Efficiency Rebates program and the Home Electrification and Appliance Rebates program. The following information describes the Home Efficiency Rebate Program. This program has financial incentives to retrofit both owner-occupied homes and multifamily properties, with property owners taking direct advantage of the program through the rebates and future energy savings, estimated to be 15% or more. These funds are to be distributed in the form of rebates to applicants for home energy efficiency upgrades (such as insulation materials and efficient windows and doors) that improve the overall energy performance of a single-family home (SFH) or a multi-family building (MFB).
Eligibility for rebates is dependent on household income and on the type of energy saving appliances, or specified home upgrade, purchased. Those eligible include: homeowners of low and moderate income (U.S. DEPARTMENT OF HUD - 2022 ADJUSTED HOME INCOME LIMITS); owners of multifamily buildings with 50% residential units occupied by low or moderate income families; and a governmental, commercial or nonprofit entity doing work on building owner’s behalf.
On July 27, 2023, the US Department of Energy (US DOE) issued a request for applications (RFA) to the individual states for oversight of the HOMES program. Pennsylvania will develop its state rules and procedures for administration of the program. PA is designated to receive $130 million dollars to distribute to residents who qualify for the HOME rebates. It is expected that this rebate program will be available to homeowners in early 2025 (for PA). At that time, rules for application will be available.
It is a requirement for receiving a HOMES grant that applicants must demonstrate savings by comparing energy consumption before and after the retrofits. Proof of energy savings may be challenging, and therefore assistance may be provided by a qualified contractor or designated person who may coordinate the process. The rebate provided to a household will vary based on measurement technique, type of building structure (SFH or MFB), and level of energy reduction measured.**
