At 7:00 p.m., Board President, F. Goger called the meeting to order and led the opening activities.

There were approximately one hundred members of the public present.

  2. Public Hearing on 2018-2019 School Year Budget
  1. Budget public hearing / opportunity for public comment on the 2018-2019 school year budget.  M. Smagala presented the budget slide presentation.  F. Goger called for comments from Board members; there were none.  F. Goger invited members of the public to address the Board with questions or comments on the 2018-2019 school year budget; no members of the public addressed the Board.  
  2. Motion by R. Straight, second by J. Roncoroni to approve action items 6.2.1 - 6.2.2.  
  1. Resolution BR042418-01 adopting the 2018-2019 school year budget including maximum travel and related expense reimbursement
  2. Resolution BR042418-02 adopting the 2018-2019 maximum expenditures for professional services

Upon a roll call vote the motion carried unanimously.  C. Allen-Munley arrived at the conclusion of this vote and did not vote on this motion.         

  1. Opportunity for Public Comment on Agenda Items
  1. Pat Whalen spoke in favor of the renewal of the cheerleading coach and referenced a concern about a potential conflict with Board Bylaw 0142.
  2. Lauren Humphrey spoke in favor of the renewal of the cheerleading coach.
  3. Victoria Bischoff spoke in favor of the renewal of the cheerleading coach.
  4. Tracy Schwierk spoke in favor of the renewal of the cheerleading coach.
  5. Mike Humphrey spoke in favor of the renewal of the cheerleading coach.
  6. Deb Nolan spoke about a student who was cut and then reinstated from a sports team.
  7. Peggy Furman spoke in favor of the renewal of the cheerleading coach and commented that she had over seventy signatures of people who are also in favor of the renewal.
  1. Superintendent’s Report - J. Bender reported the following:
  1. Report on Harassment, Intimidation & Bullying (HIB)
  2. Motion by R. Straight, second by A. Masters to affirm the Superintendent’s determinations on the HIB incidents reported at the March 13, 2018 board meeting.  The motion carried unanimously.
  3. Motion by L. Approvato, second by A. Masters to approve the revised 2018-2019 school year calendar.  The motion carried with T. Roll voting no.
  4. Board Member Recognition - New Jersey School Boards Association recognition and appreciation of Francis Goger for 20 years of board service and Roger Straight for 15 years of board service and commending their commitment to student achievement in our communities
  1. President’s Report - F. Goger reported the following:
  1. April 30, 2018 - Deadline for personal / relative and financial disclosure statements
  2. May 8, 2018 - annual goal setting / regular board meeting - 6:00 p.m. - District Administration Office
  3. May 7 - 11, 2018 - Teacher Appreciation Week

Motion by R. Straight, second by J. Roncoroni to approve resolution BR042418-03 recognizing Teacher Appreciation Week.  The motion carried unanimously.

  1. Committee Reports
  1. Policy Committee - T. Roll reported that the policies reviewed are presented on the agenda.
  2. Curriculum Committee - L. Approvato reported that the committee heard a report from M.P. Publicover, Director of Special Services about the proposed new alternative school program.  The committee also discussed the proposed grading system changes and the 2018-19 school year calendar.
  3. Community Relations Committee - L. Approvato reported that North Hunterdon High School Library open house is on May 10, 2018 from 5 p.m. to 7 p.m.
  4. Facilities, Finance & Transportation - J. Melick reported that the committee reviewed the status of projects and change orders.
  1. Motion by R. Straight, second by H. Richards to approve action items 12.1 - 15.19 and including hand carries if provided (no hand carries were presented).  The motion carried with the following abstentions on minutes for meetings they did not attend, H. Richards on item 15.12, C. Allen-Munley and R. Straight on item 15.13.

  2. Addition of New Hope Integrated Behavioral Health Care of Marlboro, NJ to the professional consultants list to provide home instruction at a rate of $45.00 per hour

  1. Authorization to submit application for membership to the New Jersey State Interscholastic Athletic Association for North Hunterdon High School and Voorhees High School for the 2018-2019 school year

  3. Accept the NJ Department of Education Other Capital Project Determination letter for state project #3360-060-18-2000, the science lab renovation at Voorhees High School, funded by Hunterdon County Vocational School
  4. Authorize a withdrawal, in the amount of $255,000, from the maintenance reserve account to fund the replacement of the Voorhees High School gymnasium floor
  5. Authorize a withdrawal, in the amount of $45,000, from the capital reserve account, to fund additional costs associated with state project #3660-050-18-3000 North Hunterdon High School gymnasium renovation project
  6. Allowance deduction - change order 002 in the amount of $78,704.58 against the allowance of $50,000 (contract award increases by $28,704.58), for the referendum window replacement project at North Hunterdon High School, state project #3660-050-16-2000 and Voorhees High School, state project #3660-060-16-2000
  7. Amended Computer Processing Services Agreement and Software Subscription Agreement with Weidenhammer Systems Corporation of Wyomissing, PA
  8. Agreement with Level(3) Communications of Bloomfield, CO for the provision of internet services at North Hunterdon High School, in the amount of $1,978 per month
  9. Agreement with Comcast Cable Communications Management, LLC of Philadelphia, PA for the provision of internet services at North Hunterdon High School and Voorhees High School, in the amount of $3,880 per month
  10. Addendum to Extended Agreement with Education Solutions Services Northeast, LLC / Source4Teachers, LLC of Cherry Hill, NJ rate schedule for the 2018-2019 school year

  1. Steve Farsidu spoke in favor of the decision made by a coach to cut a student from an athletic team.
  2. Chris Rush asked about the revised school calendar and the change to the grading system.
  3. Lisa Diedrich spoke in favor of renewal of the cheerleading coach.
  4. Brian Wood spoke in favor of renewal of the cheerleading coach.
  5. Deb Nolan spoke in favor of renewal of the cheerleading coach.
  6. Jenny Plassch spoke in support of project graduation.
  7. Nicole O’Connell spoke in favor of renewal of the cheerleading coach.
  8. Peggy Anastasion spoke in favor of renewal of the cheerleading coach.
  9. Clinton Township Councilman Tom Kochanowski commented that together, the community can get through the outcome of the renewal of the cheerleading coach.  
  1. Old and New Business - After the Board reconvened in Public Session the following topics were added to New Business.
  1. Survey regarding the 2018-2019 school year calendar
  2. Review of student handbook regarding athletics
  3. Review policy and regulation related to staff and conflict of interest / financial gain        
  1. Monthly Reports - No comments.
  2. Motion by R. Straight, second by J. Melick to adopt the following resolution as read by the Board President, F. Goger.  The motion carried unanimously and the Board adjourned to executive session at approximately 8:30 p.m.

Whereas Section 7 of the Open Public Meetings Act, N.J.S.A. 10:4-12, authorizes a public body to exclude the public from that portion of a meeting at which the Board discusses topics falling within certain specified exceptions to the requirement for open public meetings, and Whereas the matters to be discussed fall within one or more of those exceptions, now therefore be it Resolved that the Board of Education of the North Hunterdon-Voorhees Regional High School District now adjourns from public session to executive session for the purpose of discussing the following:

  1. Personnel - recommendations for appointments, separations, changes in assignment and leaves of absence
  2. Pending and threatened litigation and matters falling within the attorney-client privilege
  3. Negotiations
  4. Executive session minutes March 13, 2018
  1. Motion by R. Straight, second by John Roncoroni to reconvene Public Session.  THe motion carried unanimously and the Board reconvened in public session at approximatey 9:55 p.m.
  2. Motion by R. Straight, second by A. Masters to approve action items 21.1 - 21.2 excluding item 4.3 on personnel agenda P04242018, and including hand carried item P04242018-01.  The motion carried unanimously upon a roll call vote.
