II.                 DISCUSSION                                                                                          

A.    Bid Approval – 2018 Zeeland West High School project bids – Lynn VanKampen has done an amazing job keeping track of many overlapping budgets, required changes and tweaks to plans, and making sure our bottom line is accurate.  Equally important, Lynn and others, are holding all of us accountable to the voters to do what they charged us to do.  The following summary of Lynn’s calculations are very close, but not exact.  The total of all voter approved bonds from the February 2015 referendum is $53,000,000.   As was voter approved, $3,000,000 remains set aside for student technology devices through 2021-22.  Additionally, $1,300,000 remains for 21st Century classroom and media center upgrades throughout the entire district - mostly furniture.

On the construction side, most 2016 and 2017 projects came in under planned budgets, a few were slightly over; 2018 Cityside renovation bids were under budget.  In all construction to date, the district is $2,700,000 ahead of schedule.   The bids for West High School are $6,700,000; this is $1,500,000 over the original budget.  This is due to the change in construction code causing us to add $500,000 for a green roof system.  The remaining $1,000,000 is for a final location for Venture Academy.  This $1,000,000 is not unexpected, we just did not know where it would be located at the time of the referendum.  The West High School bids include a 10% contingency, appropriate for a new addition; and if approved, the district will still have $1,200,000 remaining at the end of all construction.  This equates to an additional 17.9% contingency for this final project on top of the 10% already noted.  GO ZPS West HS bids recommendation letter   This letter from GO Construction supports the recommendation in Action.

III.            ACTION

A.          Ron Scott moved and Todd Brennan supported the motion to approve the 2018 Zeeland West High School bids for $6,711,945 per discussion above.
