Regarding Further “Differentiation” of Miami’s Regional Campuses

Dear President Hodge, Board of Trustees Members, and Members of the Task Force on the Differentiation of the Regional Campuses:

Please consider for a moment Miami’s Code of Love and Honor (http://miamioh.edu/iammiami/about/index.html):

I AM MIAMI. I believe that a liberal education is grounded in qualities of character and intellect. I stand for honesty, integrity, and the importance of moral conduct. I respect the dignity, rights, and property of others and their right to hold and express disparate beliefs. I defend the freedom of inquiry that is the heart of learning. I exercise good judgment and believe in personal responsibility. I welcome a diversity of people, ideas, and experiences. I embrace the spirit, academic rigor, opportunities, and challenges of a Miami Experience, preparing me to make the world a better place. I demonstrate Love and Honor by supporting and caring for my fellow Miamians. And because I Am Miami, I act through my words and deeds in ways that reflect these values and beliefs. With a deep sense of accomplishment and gratitude, I will Love, Honor, and make proud those who help me earn the joy and privilege of saying, "To think that in such a place, I led such a life."

For Love and Honor - IT’S NOT JUST “I AM MIAMI” - WE ARE MIAMI.

The writers and supporters of this letter speak primarily today as advocates for our Regional Campus students, who hold less power and whose voices do not seem to have been heard and acknowledged in the current debate. In recent weeks, Regional Campus students have asked, “Why does Miami Oxford hate poor and working class people? Why don’t ‘they’ like ‘us’? What problems are we causing when we are all one Miami? How do we hurt Miami’s image?” The first thing students ask is just what the problem is: On what key objectives are Regional Campuses failing, or how are Regional students impacting Miami in a negative fashion?  We find these difficult questions to answer, nor do we have an answer from our administration. The key arguments made by Oxford constituents in favor of differentiation include financial constraints (based upon the assertion that differentiation will create a fiscally viable future for the Regionals) and brand differentiation (based upon the assertion that Regional campuses do not offer an Oxford-quality education and that Regional students are not as talented or worthy as their Oxford peers).  We believe that both of these assertions are incorrect. Where is the data supporting Oxford administration financial projections, which appear to vary significantly from our Regional Campus administration projections? Where is the data supporting Oxford administration claims about the quality of a Regional Campus education?  It is a demonstrable fact the Regional Campuses offer significantly smaller class sizes, closer contact with professors, and more individualized attention for our students than the Oxford Campus can provide.  

A recently published Task Force on the Differentiation of Regional Campuses document (http://www.regionals.miamioh.edu/taskforce/qa.htm#forumquestions) attempted to differentiate Miami’s campuses with the statement that, unlike the Regional Campuses, Oxford provides a “full-time residential experience,” otherwise called “a quintessentially collegiate experience” (http://www.miamioh.edu/publicivy/). However, the reality is that the Oxford Campus has included local commuter students for generations and Regional Campus students for decades.  Oxford students also regularly enroll in classes on the Regional Campuses, where they benefit greatly from scheduling flexibility and interaction with our diverse student body.  Further, thousands of Oxford Campus students choose not to take advantage of campus residence hall options each year, instead living in private apartments in Butler County, Cincinnati’s Over the Rhine neighborhood, study abroad locations, and family homes throughout Southwestern Ohio.  The truth is that there is no one way to be a Miami student, and not even one way to be a Miami Oxford Campus student.  Instead, Miami students affiliate with our university in the ways that best suit their needs, dreams, and circumstances.

Demographics, both regionally and nationally, are changing. More ethnic minorities, individuals from a wide array of socioeconomic positions, older students, and first generation college students are entering higher education than ever before. As a public institution of higher education, Miami needs to anticipate these changes and be prepared to serve an increasingly diverse student body. In 2014, minority students in public schools are projected to outnumber White students for the first time (http://www.cincinnati.com/story/news/education/2014/08/09/non-white-students-majority-schools/13835493/).  Now more than ever, institutions of higher education ought to be embracing diversity of many kinds in their students and supporting their success. Quite frankly, Miami’s current “J-Crew U” image does not match our stated aspirations as an institution.  Miami University policies and strategic planning should be true to the values we claim: that we do not tolerate harassment or discrimination “based on race, religion, disability, ethnic/national origin, gender, or sexual orientation, age, pregnancy, military status, or veterans status” (http://miamioh.edu/campus-safety/no-hate/what-you-should-know/).  Miami’s Regional Campus students are diverse in all of these areas and in the critical diversity factor of socioeconomic status.  Their interests and needs should not be forgotten: Regional campus students should not face institutional bias or discrimination based upon their economic circumstances.

Some have argued that the character and climate of Miami University have deteriorated over the last decade in terms of embracing and respecting diversity of many kinds. Please do not think we are saying Oxford constituents are bad people, for many if not most of our valued Oxford-based colleagues, staff, and students embrace diversity of many kinds. It is the culture, not the constituents, we are addressing herein. No culture represents all of its people entirely; there are always individual differences within groups, and Regional students feel valued by and connected to many people at Miami, whether they are Oxford or Regionally based. The Miami 2020 Plan notes that Miami should be promoting, “...a diverse culture of inclusion, integrity, and collaboration that deepens understanding and embraces intercultural and global experiences(http://miamioh.edu/2020plan/). However, in its movement toward further differentiation Miami culture has demonstrated little concern for local diversity and no concern for socioeconomic diversity. Instead, support for an emerging monoculture that is elitist and divisive seems to have developed on the Oxford Campus. This is not the Miami University that generations of alumni, faculty, and students have learned to Love and Honor throughout our history. We might ask when a Regional Campus faculty or staff member or student wears the red-M pin or "I am Miami" T-shirt whether we belong to the same Miami as our university President, Deans, and colleagues in Oxford. Is Miami University really set on excluding a third of the university, and if so, what does that say about our commitment to diversity, to the core values of liberal education, and to our Southwestern Ohio community?

Furthermore, the “key indicators” where Miami’s Regional Campuses are said to be struggling - current revenue trends, decreased enrollment, and retention/graduation rates - are not unique to Miami. College enrollments and graduation rates naturally fluctuate with current economic and social conditions. High school graduation rates across the United States Midwestern region are projected to plateau or drop in the near future (please see https://www.insidehighered.com/news/2013/12/09/private-colleges-remain-under-weather and http://www.wiche.edu/info/publications/knocking-8th/appA.pdf). With fewer students attending from Ohio high schools and an improving economy, colleges across Ohio are experiencing decreased enrollment, with projections estimating 5-15% decreases in coming years (http://www.norwalkreflector.com/article/3607551). Enrollments across public higher education institutions in Ohio are down 5.9% since 2012. Considering these statistics, Hamilton’s stated increase in enrollment of 0.1% and Middletown’s decrease of 7.8% does not make Miami’s Regional Campuses any worse off than other Ohio schools. It is important to note once again that Regional Campus retention rates and revenue are both impacted negatively and directly by onerous restrictions placed upon our curriculum by the Oxford administration; clearly, when we are not permitted to offer existing traditional liberal arts degrees or higher level classes that students need in order to complete their degrees on the Regionals they will be forced to transfer to other institutions to complete their degrees.  Unfortunately, we commonly see students facing this dilemma. Regional constituents are deeply frustrated by these policies which create unnecessary and artificial limits upon our enrollment and revenues and serve as a clear obstacle to achieving our mission. While it is true that Miami’s Regional Campuses need to strategize in order to maintain market share or expand over the next decade, especially with impending budget cuts from the Ohio Board of Regents, we see no other schools in Ohio trying to jettison or quarantine their Regional campuses as a strategy for financial stability. Why is The Ohio State University now actively working to embrace their regional campuses more than ever? Perhaps they have realized that their regionals are vital to their mission. Perhaps they have seen the successes Miami has had with our Regional campuses over the decades.  We have yet to hear a cogent argument supporting the idea that damaging our Miami University Regional Campus “brand” would benefit our students or support stability and growth on the Regional Campuses.  Is this truly how we want to differentiate Miami from other institutions, by cutting off our least advantaged students in order to stay ahead in national magazine rankings and promote a form of “branding” for the Oxford Campus which is closely tied to wealth and privilege?  Alternatively, what would it look like if Miami University chose to build a MORE inclusive and unified university that recognizes the excellent undergraduate education that ALL of our campuses offer while also underlining the unique and vital contribution made by our Regional faculty, staff, and students?

Many of our Regionally-based students, faculty, and staff who recognize the gravity and scope of the differentiation effort have likened their opposition to it to 1960s civil rights protests against the policy of “separate but equal,” or a break-up in which the person ending the relationship says, “It’s not you...it’s me...I’m holding you back and you’ll be better off without me,” or an abuser who tells the victim “It’s your fault and there’s nothing you can do about it.”  These strong metaphors speak to the heart of Regional students’ concerns: They don’t understand what problems they are causing because REGIONAL STUDENTS ARE MIAMI, TOO. They do not believe further differentiation will help them find good jobs, take care of their families, or pursue their dreams. They do not understand how “For Love and Honor” doesn’t include them, because they have bought into and uphold the culture and values statement Miami has put in place for them. Regional students do not believe they are “Miami second class”...but they do believe they are perceived and being treated as such. 

Regional students are different from Oxford students in many ways; some of these differences are significant strengths, and some are real challenges. However, one of the key maxims of cultural sensitivity and foundations of multicultural competence demands that we recognize: Different does not mean deficient. While Miami’s Regional Campuses admittedly have our share of challenges, we are writing today to encourage the leadership of the Oxford campus to cease defining Regional Campus constituents as problematic, to recognize the strengths and rich life experiences that Regional Campus students add to the overall fabric of Miami’s learning experience, to uphold the decades-old mandate that our public institution exists to provide access to high quality education for ALL students, and to recognize the ways in which further differentiation instead of collaboration and synergy with Oxford will hurt not only Regional Campus constituents but our entire institution.  

“I AM MIAMI - Sort of”

...states a popular student Facebook opposing the Miami Regional Campus differentiation plan (https://www.facebook.com/pages/Save-Miami-University-Regional-Campuses/841874512510389).  The message our students are sending could not be louder or more clear. Regional Campus students want the same thing that Oxford-based students want: high quality education that will prepare them to compete in a global economy and make a difference in the world around them. We believe differentiation of the Regional Campuses from Oxford will hurt Miami constituents in the following ways:

  1. “Separate but equal” differentiation of Regional Campus students is already bad for our institution’s image and stakeholders’ morale.   It makes disheartened students MORE likely to leave Miami and may result in a situation which could snowball and exacerbate rather than solve current financial problems. Whether or not the differentiation proposal is intended to be elitist, marginalizing, and discriminatory, this is how it is being perceived by many Regionally-minded constituents, including students, faculty, staff, community partners, donors, and alumni. Perceived discrimination is resulting in bad press and could put Miami at risk for class action discrimination law suits (for comparable historical examples, please see  http://www.oyez.org/cases/1940-1949/1949/1949_44, http://www.oyez.org/cases/1940-1949/1949/1949_44). Many of our Regional students are lower socioeconomic status, and many are either lower income Appalachian Whites (a recognized ethnic group, http://articles.philly.com/1994-03-30/news/25850874_1_unemployment-rate-lower-price-hill-larry-redden) or African American. As President Ronald Carter of Johnston C. Smith University, a Historically Black College in North Carolina, noted, “If colleges simply cater only to students who can pay their own way and minorities are shut out, ‘That’s a recipe for civil unrest’”.

  1. One of the worst case scenarios we can imagine, which could be implemented as a result of the “differentiation” that is said to be for our benefit, is a mandate that the Regional Campuses become separately accredited and renamed, without permission to duplicate degrees granted in Oxford, removing faculty as key partners in Oxford departments, while increasing tuition rates for Regional students who take some Oxford classes. All of these situations are implied likelihoods in the President’s own replies to questions posed to the Task Force on Differentiation of the Regional Campuses (http://www.regionals.miamioh.edu//taskforce/qa.htm#forumquestions). We believe this scenario would create a stranglehold for our students, making it financially MORE difficult for Regional students to graduate with the Oxford-based degrees that many of them seek and MORE difficult for the Regionals to increase enrollment and retention of students. If potential or current students see their treatment as classist or degrading, many of them will say, “Why bother with that kind of disrespect?” and simply go elsewhere to graduate, decreasing rather than increasing Regional Campus enrollment and graduation rates.  If “differentiation” devalues Regional Campus degrees-- in effect destroying OUR precious and painstakingly built Miami brand-- our Regional student body has made it clear that they will vote with their feet.  How would ANY of this help to alleviate financial concerns for long-term viability of the Regional Campuses?

  1. Differentiation could hurt financial contributions to the university. Many of our donors and alumni started at Miami’s Regional Campuses. If they see the differentiation movement as obnoxious or counter to Miami’s “Code of Love and Honor” (http://miamioh.edu/iammiami/about/index.html), they could choose to spend their support dollars elsewhere.  Most Regional Campus faculty, staff, and students have deep roots in Southwestern Ohio and many-faceted connections to the Oxford campus.  Many of us graduated from Oxford undergraduate or graduate programs or have brothers and sisters, high school friends, professional colleagues, children, or members of our houses of worship who are Miami alumni.  Outside of the echo chamber of the Oxford administration, it is increasingly clear that current efforts to brand Miami as a school which serves wealthy elites are not viewed favorably by informed constituents and alumni.  Those who truly Love and Honor what Miami has stood for the last several generations are disturbed and dismayed by reports of an escalating culture of entitlement in Oxford.  

This year the Armstrong Student Center opened on the Oxford Campus as the result of a generous leadership gift by alumni Mike and Anne Armstrong and the contributions of many others.  The Center is described on its website as seeking to provide for students “the focal point of their ‘Miami Experience.’”  It is also cited as “a unique embodiment of Love and Honor.”  Currently Regional Campus students constitute approximately 50% of Armstrong’s hard-working student managers.  Something has gone deeply wrong when students who work at Armstrong report being abused, mocked, and even spat upon by some of their peers who appear to have no respect for the dignity of work.  Is this the vision of the Armstrong Center that our generous alumni donors wanted to support?  Of course not. We believe it also does not reflect the values of the majority of Oxford Campus students.  Yet we are faced with an Oxford Campus culture that does not appropriately value students who demonstrate the hard work, commitment, strength and determination needed to rise above obstacles life has placed before them.  It is not surprising that such a culture has emerged, given the rhetoric Oxford administrators apply to Regional students whose lives are complicated by the need to work, raise families, and pay their own way through school.  We believe that Miami alumni would also be appalled to know that Oxford residents who are ethnic or international minorities report being told often by Oxford Campus students that they are not welcome or worthy to be here (http://miamistudent.net/?p=17002763).  Current rhetoric that seeks to exclude the diverse students of the Regional Campuses not only harms Regional students, faculty, and staff, it also feeds increasingly problematic and ugly attitudes about ethnic and socioeconomic diversity on the Oxford campus.  

Please pause to consider our post-World War II GI Bill graduates, graduates from the Freedom Summer days, and middle-class 1990s graduates who remember working their way through Miami with part-time campus jobs.  Will these alumni continue to support a Miami they can no longer recognize or relate to?  We believe Miami alumni of all generations want our institution to stand for what is right, make decisions based upon a true moral compass, and continue to provide an excellent Miami education on all of our campuses.  We are ALL Miami, every one of us, regardless of income, background, or privilege.  

  1. Not all Regional Campus students want or need an applied degree.   Where did the perception arise that Regional Campus students are only “wanting”, “worthy of”, or “capable of” applied degrees?  In spite of state-mandated changes to the Miami plan, liberal arts education - training current and future generations to be "life-long learners”, critical thinkers, problem solvers, persuasive writers, and informed citizens - must remain central to our mission on all Miami campuses.  Most Miami Regional Campus students, not just the Oxford-based students, are seeking traditional liberal arts degrees that are easily recognized and understood by employers and graduate schools. They are not looking for applied degrees or trade school.  Instead, they want degrees that will make them broadly marketable and competitive.  Raising technical skills in Southwestern Ohio may make the region more attractive to companies thinking of locating new hi-tech factories to our area, yet making technical and industry-specific professional education the sole mission of the new Regional structure denies the important option of traditional liberal arts education to residents who are place-bound and legacy students of our campuses.  Further, raising the number of qualified scientists with traditional Bachelors degrees in Chemistry and other Natural Sciences in Southwestern Ohio is also important for supporting the growth of local industry. 

Just like Oxford students, Regional Campus students want and deserve the right to choose personally meaningful majors that match their skills, values, and interests.  Regional Campus students do not want to be funneled into degree programs which prepare them for a limited range of employment options or restrict their ability to advance in their careers and be upwardly mobile.  We seek to graduate students who have the training needed to contribute to and lead research, development and innovation, who will be well compensated for their work, and who will experience an excellent return on their educational investment not only monetarily but in terms of career satisfaction, ability to create safe and stable lives for their families, and ability to impact their world.  Our students have made it clear that they want us to offer degrees such as Psychology, Social Work, English, and Natural Sciences - degrees that open an enormous variety of lifelong professional opportunities within the local economy and offer the same opportunity for a secure future and personally meaningful professional life that is currently assumed to be the right of  Oxford Campus students.  As an example, ALL of our Regional Campus students who would like to pursue a traditional major in science are currently required to relocate. Many do transfer to Oxford, graduate, and pursue distinguished careers, but others are unable to do so because they are place-bound or face financial constraints.  Differentiation with a prohibition against “duplicating” degrees that are granted in Oxford would continue to make it harder for Regional students interested in traditional fields of study to successfully enter the local workforce or be admitted to graduate school. Preventing qualified departments and popular programs from offering existing traditional degrees on the Regional Campuses does an enormous disservice to Regional students and our local communities, not to mention the University’s bottom line. We make no pretense of being able to offer either the breadth of majors available on the main campus or the amenities: luxury dorms, Greek life, a state-of-the art rec center, myriad dining options, student health center, the art museum, large numbers of speakers and extra-curricular programs, student organizations, etc.  However, we need Miami University’s Oxford administration and Board of Trustees to recognize that the Regionals are capable of offering an affordable, less glamorous, but still high quality Miami education that is a major asset to the university community and Ohio as a whole.

  1. Differentiation rather than synergistic integration will make it harder for Regional students who want to finish their degrees in Oxford and will remove a rich source of diversity and life experience from Oxford based classes. The Miami 2020 plan claims to seek to enhance transfer enrollments. We all need to keep the relocation option open to enable Regional Campus students to complete degrees in Oxford.  If further barriers were put in place for Regional students through the differentiation movement (more hurdles, more stringent admission criteria, contorted degrees that discourage them from being in Oxford classes and majors, and higher prices), it would make it even harder than it is now for them to complete Oxford-based degrees. Our fear is that with separate accreditation, Regional campus students will be asked to meet higher requirements for transfer to Oxford and be asked to pay higher prices for Oxford classes when they are “swirling” across campuses within a semester, as many currently do. Both of these strategies will make them even less likely to start or finish at Miami and more likely to complete their degrees at other institutions.  

In a recent Miami Student article a faculty member was quoted as saying, “Think about it in the point of view of the Oxford student when they realize the student sitting next to them is paying half of what they’re paying and they’re both sitting in the same class” (http://miamistudent.net/?p=17002796). Yet, the out-of-state student on the other side pays more than students who are Ohio residents; the international student in front, more still; and the student on financial aid, less.  This objection to current campus-based tuition rates is an illogical and specious argument. In reality, there is no one set cost for students taking an Oxford class-- Miami students pay different amounts for their education based upon individual financial aid packages, their hometown, and their campus of record (the location where the majority of their classes are taken each semester).  Tuition and financial aid must remain at least partially need/campus based in order to enable more students to graduate in a timely fashion. 

  1. Differentiation of faculty that does not allow them to remain integral members of Oxford-based departments is bad for faculty and bad for student development. Tenured and tenure-track faculty should be able to remain fully vetted both in Oxford departments and whatever Regional Campus entities emerge from the current reconfiguration process. This reflects the realities of their professional lives and enables them to maximize our contribution to the university. We might remind our visionary leaders that "grandfathering" existing faculty into lame-duck positions for the rest of their career, or hiving off faculty to makeshift Regional departments may not be the most effective strategy if the goal is to enhance "productivity by utilizing faculty's expertise, creativity, and collaboration to constantly improve accountability, productivity, and efficient utilization of resources" (Miami 2020 Plan). Consider a chemistry professor hired under the proposed differentiation, with no connections to Oxford and no current laboratory space at the Regional campuses (until new buildings are built - with what money?). She already, under our current state of affairs, makes less money and has less start-up funds than her peers at Oxford while teaching more than twice as many classes each year. She would then be required to choose Criminal Justice, Nursing, or Health Information Technology as her home department. Under those circumstances, how could she produce her own research that is critical to her tenure and promotion? How could she develop a laboratory that provides research experience, mentoring, and independent studies for her students as an out-of-the-box, experiential learning element that is now required by the Global Miami Plan?  Who, in reality, is going to take that kind of position?  These conditions would make the already difficult process of attracting and hiring high-quality teacher/scholars impossible.  While we support faculty who are pioneers of integration by spanning across several academic disciplines, the required contortion of ALL faculty, especially those in the hard sciences, into applied and integrative sciences is unnatural and somewhat demeaning to those who are deeply committed to and highly trained in a singular field of study. Isolation of faculty could set up a self-fulfilling prophecy where a substandard education is arranged for Regional students.  When faculty understand Oxford-based departmental requirements, students who take their courses and/or transfer to those departments are significantly better prepared for completing ANY course of study, which aids student retention and graduation rates for Miami.

Regional Campus faculty, in spite of significantly higher teaching loads, have the proven credentials and records to get the job done.  The peremptory and ill-conceived refusal of Oxford administrators to allow us to provide degrees based upon our considerable faculty strengths drives students out of Miami and prevents the Regional Campuses from flourishing in an increasingly competitive higher education market. Instead, Regional Campus faculty should be encouraged and supported in the development of degree programs and upper-level classes for existing traditional degrees. Regional Campus students should be allowed to complete popular degrees such as English, Natural Sciences, History, Psychology, and Social Work, and these should be marketed first and foremost as Miami degrees - if, that is, we remain one university. This would make good use one of Miami's greatest assets, its faculty. These degrees and a foundation of full-time Regional faculty already exist at Miami!  It is time to take advantage of them.  Allowing students to complete existing Miami degrees at the Regionals would result in substantially improved enrollment, retention, and degree completion rates. Since Oxford enrollments have little room to expand, the Regional Campuses are the obvious and logical place for increases to take place. Yes, a few Oxford students might decide to relocate to the Regionals due to family financial constraints, but historically few have done so, and realistically this is unlikely to change if sensible, moderate degree duplication is permitted.  

Please Choose Synergy, Not Isolation

Over the last five decades Miami University Regional Campuses have provided an excellent and affordable education for thousands of Ohio students.  We ask that the President and Board of Trustees renew their commitment to our important work and grant us the flexibility needed to address our challenges.  We believe a vote in favor of “differentiation” strategies that segregate the Regional Campuses rather than integrating them as important components of our university will do great harm.  The Regional Campuses will inevitably be weakened if their “brand” is lost or tarnished and they are not granted the autonomy needed to determine their own degree offerings based upon student demand.  Further, such differentiation could negatively impact Miami’s historic reputation as an agent of social justice and an institution which serves the needs of Ohio residents from all walks of life.  

We ask that the President and Board of Trustees be guided in their deliberations by Miami’s Code of Love and Honor, which stands as our institution’s profound promise to the students, faculty, and staff of all Miami campuses.

We want the President and Board of Trustees to:

  • Encourage The Council of Academic Deans (COAD) to allow new 4-year Regionally-based degrees to develop while maintaining Regional campus accreditation as part of Miami University.
  • Allow students more easily to complete currently existing traditional liberal arts degrees on the Regional Campuses by allowing tenure-track faculty on the Regional Campuses to teach upper level courses in their departments, which will facilitate student retention and completion of currently approved degrees.
  • Allow differentiation in marketing to publicize the Regional campuses as affordable and to show a broader demographic in marketing materials. Miami Campuses can work together to increase our market share and ensure the financial viability of our institution. If a “quintessentially collegiate” experience is desired, Oxford is the obvious choice.  If students want or need to start at a local open-enrollment campus in order to prove themselves, work within financial constraints, and begin or complete a degree, the Regional Campuses are a wonderful choice. These strategies can coexist and be mutually beneficial.

We want the President and Board of Trustees NOT to:

  • Require separate accreditation for the Regional Campuses.
  • Charge higher rates for Regional students taking select Oxford classes.
