Rationale

With proportional ranked choice voting systems, it is not clear if they will permit a write-in option. Additionally, Robert’s Rules of Order says that only a rule in the bylaws can declare someone ineligible to be elected. This rule didn’t make it into the original bylaws, so we propose to add it now for clarity.
