Please see below the “Pebble Beach OMC explained” document…
Pebble Beach is a private estate owned by the Owners of 223 properties. The Owners
set up an Owners Management Company “OMC”, as required under Irish law, and
appointed Directors who must be owners of properties within the estate. As a property
owner you are automatically a member of the OMC.
The OMC are responsible for the common areas, which is basically all the land, including car park spaces (as there are no car park spaces allocated to any house/Owner). An owner is responsible for the property, patio/balcony and the drains/sewage on the pathway that wraps immediately around the property.
The Directors of the OMC are elected or re-elected each year at the AGM. The Annual General Meeting is where crucial matters are discussed, and decisions made so all owners are encouraged to attend and participate in a constructive manner. The Directors act on a volunteer basis and run the estate in the best interests of all the owners.
The Directors working with the Groundsmen and Administrator develop plans and programmes of work to deliver on the actions agreed at the AGM. They are also responsible for ensuring compliance by the entity with laws and regulations, timely preparation of financial information and overseeing the management of operations. Some of these include the AGM, Audited accounts, payroll, book keeping, tax requirements and the day to day operations of the estate.
Pebble Beach does not (currently) employ a Management Agent (or commercial management company) to run the estate.

We have sectioned off the area at risk and ask people to refrain from parking in the
Area in question.
*Reminder* Parking in Pebble Beach is at the owner's risk.

Dear Owner,
Please ensure that you check and clear the drains on the path that surrounds your
Property periodically to make sure that they are working adequately. Blocked drains
Can have an impact on the Common Areas if not cleared.
There has been a huge increase in rainfall in recent times and also more storms that we
would of previously had, both of these occurrences have led to an large increase of water
logging in some areas onsite.

1. Insurance
The new insurance company has very strict requirements including the following for Holiday
Homes:
“Holiday Homes Condition Precedent: It is noted that the homes will be occupied for
extended periods during the year. During this period when the home is unoccupied, the
following terms and conditions apply:
1) You or a person authorised by you must inspect the home internally at least once a week.
2) All external doors and windows must be secured, and all locks and bolts out into full and
effective use.
3) All gas, water and electricity mains supplies are kept disconnected (except those supplies
required to maintain automatic sprinkler installations, lighting or alarm systems which are to
remain in operation for security or fire protection purposes
4) All water tanks, apparatus pipes and heating other than those connected to automatic
sprinkler systems are drained down”.
2. Directors
The continuing Directors are Grainne Culliton (Chairperson) and Siobhan Hayes (Secretary),
Dominic Fahey (Director), But if any Owner with the appropriate
skill-sets for a Pebble Beach Board position, would like to volunteer, please contact us.
3. Trees
This tree removal project is now complete. Replanting in the flooded areas has been done.
Tree’s were donated by Tramore ECO Group and will be planted onsite.
4. Email address and phone number

16.30pm for any queries outside of these times please contact a director on

5. Onsite plants
We have planted in the three areas suffering most flooding and hindering the cutting of grass
as a result. These plants were chosen as they can tolerate the salt air, and are specifically
aimed for the soakage of water.
6. Bin areas
Bin bays will be painted annually. There is a bottle bank in place in Pebble Place, by the bin
bay there. A recycling bin has been placed in each bay, there is a lock installed. Please
contact 085 8780945 for information on the code.
7. Service markings and hydrants
The water hydrants and service stones will be painted annually. Also the Hydrants will also be
checked annually by our Groundsmen. Hydrants are serviced in August each year.
8. Database - requirement
It is a requirement of the MUD ACT, that we maintain an up to date database of Owners,
residents and tenants. Please ensure that any changes are notified immediately to
9.. Receipts
Receipts for payments made for the Service Charge have been issued in April, May and
June, those in arrears will not receive receipts and are not entitled to the early
payment discount. If you did not receive yours please contact us.
10. Road Sweeping and drains
The Road Sweeping and drain clearing in the common areas is being done regularly. We ask
all owners to make sure that the drains on the path directly around your property are
maintained regularly to avoid flooding.. We have purchased a road sweeper, recommended
to us, which is working well.
We will also have the common area drains power cleared annually and hope to avoid the
issues caused as a result of a build-up of waste. Please remind any tenants (where
applicable), not to flush nappy wipes etc, as this is a huge problem for Pebble Beach.
The Drains that directly surround a property are not the responsibility of the management
company. They are the responsibility of each owner to clear/maintain. The management
company are only responsible for the Common Area Drains.
A considerable amount of work has been done to clear the Storm drain in Pebble Lawn, also
work was done to ease water pooling at the intersection of Pebble Drive/Pebble Walk.
11. Signage
There are signs in the bin areas to discourage illegal dumping. Please continue to report to
us, if you see anyone you suspect of using our bins illegally. We have also placed a sign
on the main road (across from Majestic) Directing people to Pebble Beach.
Please bare in mind when reporting to the administrator or a director where you have
Witnessed persons/vehicle illegally dumping that you will be required to speak to Waterford
County council regarding what you witnessed and may also be required to give evidence if
The matter is brought to court.
12. Swings/Slides - Onsite amenities
Please report any issues you notice
as soon as you see them, so we can arrange for maintenance to be carried out.
13. Sports Area
Area has now been changed into a Tennis play area due to requests made by owners at an
AGM.
14. Wooden fence
The painting of the wooden fence will be done annually as required, to maintain
the fence as long as possible.
15. Company name change
The full legal name of the company is Pebble Beach Owners Management Company Limited
By Guarantee.
16. Parking spaces
Please remember that while parking in Pebble Beach that all owners/tenants/visitors park
Onsite at their own risk.
17. Insurance claim
If any of you need to make an insurance claim, please note that the insurance policy is
attached to the website (bottom right hand corner of the home page under documents). You
should email Christopher Merrigan to kick off the claim and he will guide you through it.
Remember: the excess is between the Property Owner and the insurance company at a
claim-level.
18. Seating bench
The bench has been fixed in place and will hopefully make things easier for people that need
to take a rest at times.
19. Security
The Readers are now installed, confirming that the security has visited all areas per visit.
We also asked that they put on the flashing lights to be more visible.
Some CCTV including vehicle recognition cameras are now in place.
