An Open Letter to the Participants of the Second Edition of the International Architecture Festival ‘Bread & Heart’ in Tirana, Albania: Landscapes of Abundance, 3-5 June 2026

To the international and local architects, speakers, moderators and visitors of the festival,
As you gather under the festival theme "Landscapes of Abundance," you may be hearing the sounds of protest not far from the venue. For days now, thousands of Albanians have taken to the streets to oppose what we see as a profound environmental injustice, the destruction of one of the country's most beautiful and ecologically significant landscapes. Many regard this ongoing devastation as nothing less than the sacrifice of a natural treasure for short-term interests of developers.
Right now, in Pishë Poro–Narta,, one of Albania’s and the region’s most ecologically important protected areas and part of the wider Vjosa River delta ecosystem, - home to flamingos, seals and sea turtle nesting sites, - heavy earthmoving machinery has made its way through. Dunes, pine forests, coastline, and wetland habitats are being irreversibly altered. Citizens have long protested and still are taking the streets in increasing and unprecedented numbers from all walks of life. Environmental organisations like PPNEA have raised the alarm.
The works in Pishë Poro–Narta are proceeding without published permits, without a public Environmental Impact Assessment, and without any public consultation or any transparency about the investor whose private security forces have illegally suppressed citizens' protests just a few days ago. We are told by Prime Minister Edi Rama and by the Albanian government that parts of this land are private. But can a protected landscape truly be reduced to the language of private property?
This is not a matter of one disputed project. This is the direct consequence of a 2024 amendment to the Law on Protected Areas, by which Albania's Parliament opened protected areas to high-end luxury tourism developments. An amendment which should be abolished to ensure preservation of protected landscapes according to European standards. What we are witnessing is that amendment in practice: a protected area reclassified, opened to investment, and built upon, while its ecologies are erased and the public is kept in the dark. Unfortunately in the course of four consecutive mandates of the current government in power, this approach seems to be turning into a blueprint, rather than an exception.
As you discuss during these three days how architecture, landscape architecture, urban planning, art, ecology, and culture can collectively respond to the rapid transformations happening across the country, we are asking you to raise critical questions on a destruction that makes the subject of your talks questionable. We ask you to look carefully at that story and we ask you to read it beyond the narratives of power.
Many of you write and speak about sustainability, locality, the ethics of building, and the need to listen before intervening. This is the moment these commitments are tested, and so is your professional integrity. Is this freedom to build, or is it the freedom to do here what should have been stopped, challenged, or otherwise made impossible in your own countries? Would you accept this treatment of a protected wetland at your own home? Would you remain silent if a lagoon, a bird flyway, or a public coastline in your own country were treated as a private construction site without due process? Are you willing to be complicit in art washing of bulldozer politics through a festival that while it titles itself "landscape of abundance" is in fact risking to legitimize this landscape erosion, driven by the greed and destruction of the ones in power?
Architecture is not just the power to imagine for only some. It is also the discipline to ask uncomfortable questions while participating in spaces that facilitate complicity. Sometimes refusal to participate in projects of enclosure is a spatial act itself. If this year’s theme is “Landscapes of Abundance”, then Vjosa–Narta is not outside the festival. It must be its very beating heart! A celebration of landscape that ignores landscapes being destroyed simultaneously, is not a conversation about landscape. It is a performance that deeply serves that destruction.
We want you to know that we will be there, in the streets and in the public squares, refusing to remain silent. We are determined not to allow this destruction to proceed without resistance.
We ask you to not let your presence in Albania be instrumentalized and serve as cover for a process that excludes the public, overrides protections, and silences dissent.
We ask you to hold responsibility and ask for accountability from the authorities.
We ask you to not be complicit.
We ask you to boycott.
Ask about Narta. Publicly! Talk about it. Demand the destruction to stop and the project to be cancelled.
We also invite you to step out of the festival grounds and join us. In doing so, you may come to know a side of Albania that cannot be experienced behind closed doors: the voices of its people, our connection to the land, and our struggle to protect it.

Për arkitektët ndërkombëtarë dhe vendas, ligjëruesit, moderatorët dhe vizitorët e festivalit,
Teksa jeni mbledhur nën temën “Landscapes of Abundance”, keni për të dëgjuar zërat e protestës jo shumë larg vendit ku po zhvillohet festivali. Prej ditësh tashmë, mijëra shqiptarë kanë dalë në rrugë për të kundërshtuar atë që ne e shohim si një padrejtësi të madhe mjedisore: shkatërrimin e një prej peisazheve më të bukura dhe më të rëndësishme të vendit. Shumë e konsiderojnë këtë shkatërrim të vazhdueshëm si asgjë më pak se sakrifikimi i një thesari natyror për interesat afatshkurtra të investitorëve dhe miliarderëve.
Në këtë moment, makineritë e rënda të gërmimit po shkatërrojnë Pishë Poro–Nartën, një nga zonat e mbrojtura më të rëndësishme ekologjikisht në Shqipëri dhe në rajon, pjesë e ekosistemit të deltës së Vjosës, habitat i flamingove, fokave dhe vendeve të folezimit të breshkave të detit. Dunat, pyjet me pisha, vija bregdetare dhe habitatet e lagunës po dëmtohen në mënyrë të pakthyeshme. Qytetarët, nga të gjitha shtresat e shoqërisë, kanë protestuar prej kohësh dhe vazhdojnë të dalin në rrugë në shifra të pahasura më parë.Organizata mjedisore si PPNEA kanë ngritur alarmin.
Punimet në Pishë Poro–Nartë po vazhdojnë pa leje të publikuara, pa një Vlerësim të Ndikimit në Mjedis të bërë publik dhe pa asnjë konsultim publik apo transparencë mbi investitorin, teksa forcat private të sigurisë shtypën në mënyrë të paligjshme protestat qytetare vetëm pak ditë më parë. Kryeministri Edi Rama dhe qeveria shqiptare pretendojnë se pjesë të kësaj toke janë pronë private. Por a mund të reduktohet një peizazh i mbrojtur në ligjërim të pronësisë?
Këtu nuk bëhet fjalë vetëm për një projekt të kundërshtuar masivisht. Kjo situatë vjen si pasojë e drejtpërdrejtë e ndryshimeve të Ligjit për Zonat e Mbrojtura në vitin 2024, prej të cilave Kuvendi i Shqipërisë hapi zonat e mbrojtura për zhvillime turistike luksoze. Një ndryshim ligjor që duhet të shfuqizohet për të garantuar ruajtjen e peizazheve të mbrojtura sipas standarteve evropiane. Ajo që po dëshmojmë sot është zbatimi praktik i këtij ndryshimi: një zonë e mbrojtur e riklasifikuar, e hapur për investime dhe ndërtime, ndërkohë që ekosistemet e saj po zhduken dhe publiku mbahet në terr informativ. Fatkeqësisht, gjatë katër mandateve radhazi të qeverisë aktuale, kjo qasje duket se po shndërrohet çdo ditë e më shumë në një model veprimi dhe jo në rast të izoluar.
E teksa gjatë këtyre tri ditëve do të diskutoni se si arkitektura, arkitektura e peizazhit, planifikimi urban, arti, ekologjia dhe kultura mund t’u përgjigjen transformimeve të shpejta që po ndodhin në të gjithë vendin, ne ju bëjmë thirrje të ngrini pyetje kritike mbi një shkatërrim që vë në pikëpyetje vetë objektin e këtyre diskutimeve. Ju kërkojmë ta shqyrtoni me kujdes këtë histori dhe ta lexoni përtej narrativave të pushtetit.
Shumë prej jush shkruajnë dhe flasin për qëndrueshmërinë, vernakularen, etikën e ndërtimit dhe nevojën për të dëgjuar përpara se të ndërhyhet. Ky është momenti kur këto zotime vihen në provë, së bashku me integritetin tuaj profesional. A është kjo liri për të ndërtuar, apo liri për të bërë këtu atë që do të ishte ndaluar, sfiduar ose bërë e pamundur në vendet tuaja? A do ta pranonit një trajtim të tillë ndaj një ligatine të mbrojtur në vendin tuaj? A do të qëndronit në heshtje nëse një lagunë, një korridor migrimi shpendësh apo një vijë bregdetare publike do të trajtoheshin si një kantier privat ndërtimi, pa transparencë dhe pa respektimin e procedurave ligjore? A jeni të gatshëm të bëheni bashkëfajtorë në zbukurimin artistik të politikave të buldozerëve përmes një festivali që, teksa mban titullin “Landscapes of Abundance”, në fakt rrezikon të legjitimojë këtë erozion të peizazhit, të nxitur nga grykësia dhe shkatërrimi që sjellin të pushtetshmit?
Arkitektura nuk është thjesht privilegji i imagjinimit që u rezervohet disave por se mbi të gjitha është disiplina për të ngritur pyetje të vështira brenda vetë atyre hapësirave që e nxisin bashkëfajësinë. Ndonjëherë refuzimi për të marrë pjesë në projekte e procese përjashtuese është vetë një akt hapësinor. Nëse tema e këtij viti është “Landscapes of Abundance”, atëherë Vjosë–Narta nuk është jashtë tematikës së festivalit. Ajo duhet të jetë vetë zemra e tij pulsuese! Një kremtim i peizazhit që injoron peizazhet që shkatërrohen, nuk është më një bisedë për peizazhin. Është një performancë që i shërben thellësisht këtij shkatërrimi.
Duam që ta dini se ne do të jemi aty, në rrugë dhe në sheshet publike, duke refuzuar të qëndrojmë në heshtje. Jemi të vendosur të mos lejojmë që ky shkatërrim të vazhdojë pa rezistencë.
Ju kërkojmë të mos lejoni që prania juaj në Shqipëri të instrumentalizohet dhe të shërbejë si mbulesë për një proces që përjashton publikun, anashkalon mbrojtjen ligjore dhe hesht zërat kundërshtues.
Ju kërkojmë të mbani përgjegjësi dhe të kërkoni llogari nga autoritetet përkatëse.
Ju kërkojmë të mos bëheni bashkëfajtorë.
Ju kërkojmë të bojkotoni.
Pyesni për Nartën. Publikisht! Flisni për të. Kërkoni të ndalet shkatërrimi dhe të anulohet projekti!
Ju ftojmë gjithashtu të dilni jashtë hapësirave të festivalit dhe të bashkoheni me ne. Duke vepruar kështu, mund të njihni një anë të Shqipërisë që nuk përjetohet dot pas dyerve të mbyllura: zërat e njerëzve të saj, lidhjen tonë me tokën dhe përpjekjen tonë për ta mbrojtur atë.
