Please note:  Before this season the same pair could not play twice in a league game.  Under the present format if a team plays with just 6 or 7 players then by necessity some players must play 3 or 4 games.

A team of 6 must play the same triples and could play the same pairs twice – for example:

As you can see in my example above Tom and Dick play in both pairs but they change positions and the same three players play in the triples but in a different playing order.

 

I suggest in my role as league / results secretary that in the spirit of the game all clubs adhere to the previous rule that the same pairs (or triples) should not play two games in the same playing order.

Minutes of an Extraordinary General Meeting

Held at  WHITTLESFORD MEMORIAL HALL

on Monday September 22nd at 7.30pm

  

1.     Welcome

Colin Causton welcomed the clubs to this EGM which had been requested at the Annual General Meeting held in June.

 

2.     Apologies for absence – Milton 1, Godfrey & Lorna Sheen.

 

3.     Chairman’s Address

Colin asked the clubs to advise the meeting how many playing members they had.  The results were:

4.     Proposal from Committee that the league play the following format for the season 2014-15:

 

Games to start no later than 7.15pm - earlier if possible

All players to be available to play by 7.30pm

 

First games                     -               Two Pairs 7 ends / 3 woods

Second games               -               Two Triples 7 ends / 2 woods

Third games                    -               Two Pairs 7 ends / 3 woods

Fourth games                  -               Two Triples 7 ends / 2 woods

Total                                           2 hrs 10 mins – 2 hrs 20 mins

 

No restriction on the number of games an individual can play.

No player is allowed to skip more than twice during the match.

16 points + 2 bonus points = 18 points in total.

This format to be played as a trial initially for one year.

 

Note: Order of play can be changed if both captains agree.

 

The proposal was carried by 10 votes in favour and 6 against.

 

As this proposal was carried it was not necessary to discuss agenda item 5.

 

George Glover advised the meeting that Linton would withdraw from the league.

 

Before closing the meeting at 8pm Colin:

·           volunteered to be one of the four reps on the County committee (the others being Ged, Matt and David Clemmet)

·           reported that he intended to visit all the clubs during the season and was keen to ensure that the league continues and

·           stressed how sorry he was that Linton were leaving the league.

 

 

Minutes of the SCICBL AGM held on 12th June 2014  in Whittlesford Memorial Hall at 7.30pm

4       Chairman’s report

Graham thanked Godfrey and Jim for their help throughout the year. He was pleased that the one outstanding game in division 1 was played as “we are here to play bowls”.

 

5       Treasurer’s report

A few years ago the league had £300.   Fewer clubs – 17 now instead of 32 meant less income.

Savings had been made by:

·        Raising subscriptions to £25

·        not giving bout individual league trophies

·        Providing vouchers and not trophies for competitions

·        Not paying County competition fees.

 

The competition weekends made £38 profit – a raffle was not worth running with so few entries.

It was hoped to hold the competitions at Whittlesford in 2015.   Perhaps entries and therefore income would increase.

County fees were £200.

A loss of £200 was made in 2013-14 and the balance in the bank now stood at £2113.  This money would gradually erode away.

 

6       Adoption of Accounts

Proposed Barbara Edney seconded Colin Causton and all agreed to adopt the accounts.

7       League Fees 2014-15

Agreed (on Godfrey’s recommendation) to keep the league fees the same.

 

8       Secretary’s report

A quiet year – we have met just once as a committee as the league almost runs itself.   The constitution/rules were in need of updating - to be done in readiness for 2015 AGM.

 

9       Results Secretary’s report

“I query the need to register players (item 20 AGM 2013 above).This is important if scorecards are sent in with players’ names on as we used to do but otherwise it seems a pointless exercise to me.

 

Start time of matches - Rule 3.2:

“Matches will commence at 7-30pm unless mutually agreed.”

Clubs by mutual agreement may start earlier – even afternoon.   See minute 12D.

This season has been noticeable in that some teams/clubs are struggling to find enough players for a team.   I know of five teams that are operating with 8/9 players.  As a result four games have been played with 6 or 7 players only.   Two teams have already warned me that they may not be able to continue next season.  Indeed one game was not played as a team had just 5 players available.

We need, therefore, a radical re-think otherwise we could lose teams altogether.

My proposal (E below) would help these teams to continue.”

 

Trophies were handed out.  Godfrey pointed out the trophies were over 20 years old and cost approx £13 to engrave each time.

Knockout Cup – this has worked well again.  Jim  did consider Keith’s suggestion at last year’s AGM to hold the semi finals at a neutral venue.  After giving it some thought he  decided against this as he  wanted to encourage the teams that would not normally win anything to have a better chance of success.

12    Proposals for season 2014-15

Proposal A:            [Item 19 AGM minutes 2013 refers].  Fowlmere: To remove the ruling for visiting the head once per end of bowls as it's not a ruling adopted by any other area with Cambridgeshire or the eastern counties.

 

Amendment:          Whittlesford:  to keep this rule but adding that there should be a penalty of 2 shots being taken away from the offending team for that game if this rule is broken.

 

The amendment was not carried – 4 votes in favour 11 against.

 

The proposal was then carried – 8 in favour 5 against. 

 

Proposal F:  Arrington:   When it is the skips’ turn to bowl both skips to stay at the same end (instead of one walking to the far end to watch).

Not carried – 6 votes in favour 7 against.

 

Proposal B: withdrawn

 

Proposal C: That the league also have a handicap system similar to the knockout cup.  The points to be adjusted at the end of the game.  Not carried

 

Proposal E: Teams to be allowed to play with a minimum number of 6 players and a maximum of 20 – the format to be 4 triples and 4 pairs.

 

10 clubs voted in favour of Shelford’s amendment that the league format remain the same ie 2 fours 9 ends and 4 pairs 7 ends.

 

As a result all the proposals and amendments concerning the triples format were invalidated.

 

Three clubs advised the meeting that they would struggle to play using this format and may have to withdraw from the league – Harston (with 7 players), Thriplow (7 players) and Milton 1 (6 players).

 

Arrington - Amendment to scoring system: Teams to be awarded an overall 3 points for a win and 1 for a draw.     Not carried.

 

D:  Rules/Constitution:

Rule 3.7 states “Matches may only be re-arranged due to inclement weather.”

AGREED to re-word this rule thus: “Matches may be re-arranged at the discretion of the committee.”

Note:  this effectively means that clubs can alter fixtures.  It would be helpful if clubs notify Jim if this happens.

 

AGREED to the following (Littlebury) that only one team from Division 1 be relegated and therefore one team from Division two promoted – with the proviso that any adjustments to be agreed by a majority vote of the clubs at the AGM.  (To allow for new clubs entering or clubs withdrawing from the league).

 

Pampisford – Colin reported that Pampisford intended starting their home games as soon as possible after 7pm.   If players have difficulty getting to a game by 7pm then the sensible solution would be to play one set of pairs first (4 players only needed for this).

 

13    Draw for knockout 2014-15

The draw for the knockout 2014-15 was made.  15 clubs entered.

14    Any other business  

In view of the decision made under Proposal E it was agreed to hold a brief Extraordinary General Meeting on Monday 22nd September at Whittlesford to debate a proposal that clubs be allowed to play with 6 or 7 players.  If agreed a team with 7 would play one four against a four, one three (with 6 bowls) against a four, 3 pairs and one single (4 bowls) against a pair.

            At this meeting those teams with fewer than 8 players will report if they are able to continue playing in the league.
