1985, – The Lehi Ritual Abuse Scare began when Mrs Sheila Bowers of Lehi contacted Barbara Snow concerned by inappropriate sexual talk of her 3 children. At first a babysitter who was the daughter of the Bishop was implicated, then her parents. Snow asked to interview other children. Snow held a parent therapy group which Alan Hadfield and Rex Bowers attended. 40 adults eventually implicated. Dr. Paul Whitehead represented the Utah Psychiatric Association and supported Snow against increasing opposition to her methods and findings.

1985 July, - Arden Brett Bullock's neighbour (Bountiful) took her 4 year old boy to Barbara Snow on recommendation of Marion Smith at ISAT because she was worried about inappropriate sexual comments to two other 4 year olds. On 2nd meeting it emerged that boys had allegedly been sexually abused by 2 eight year olds, one of whom was Brett Bullock's son.

1985, October and December 13th, Details on development of Bullock case, “Although Dr. Snow documented few of her interviews, she did conduct two interviews in the presence of state officials. In October 1985, Dr. Snow interviewed one of the boys at the Salt Lake County District Attorney's Office. Approximately two months later, on December 13, 1985, Dr. Snow met with three of the boys, the three boys' parents, a Bountiful police detective, and two county attorneys from the Salt Lake County Attorney's Office. During this meeting, Dr. Snow interviewed “the boys one at a time in front of each other and the other people present.” Two of the children described incidences of abuse that corresponded with what they had previously told Dr. Snow, but one boy, who had been pressured by his father to report the incident, denied that he had been abused.”

1985 December, - boys in Brett Bullock’s case referred to Dr Ann Tyler [Psychologist and Executive Director of the Family Support Centre] Her assessment was that all 4 boys were likely sexually abused. She recorded all interviews.

1986 January, - According to Marion Smith, Janice, a baby tender used by both of her daughters, was implicated by a child victim in the Bullock case.

1986 January, – Mother 1 (Marion Smith's daughter), and perpetrator heard from Marion Smith that their babysitter, Janice, was implicated by a neighbour's child. “Bill (perpetrator) insisted his children be interviewed and made an appointment at ISAT with Dr. Barbara Snow” Initially, Snow clears the children of being sexually abused. On hearing their sitter was implicated, Snow interviewed one daughter for two hours when she provided a claim of abuse by babysitter. Later claims she had also been abused by two [unnamed] teenage boys as well. Mother 1 allegedly meets with bishopric who were viewed as helpful at first. Def 1 was 2nd counsellor in bishopric and was absent from this meeting.

1986 February 13th, - According to Marion Smith, Mother 1 phoned psychiatrist Dr. Jan Stout (died 1993, September 25th) who had provided marital counseling to the couple the previous fall. Dr. Stout talked Mother 1 down and expressed his opinion that he didn’t think it was possible perpetrator was a child molester. Mother 1 allegedly called Barbara Snow who made appointments for all the children for the next day.

1986 February 14th, - Marion Smith and Mother 1 allegedly take 6 year old daughter to Barbara Snow. The meeting is recorded. Marion Smith is allegedly in attendance, whilst other family members remain outside. 6 year old describes marriage lessons with perpetrator. Barbara Snow phones the police. Marion Smith allegedly phones husband and asks him to bring perpetrator to office. In the meantime Snow interviews Jane Doe 1, who confirms what younger sister had said. Marion Smith, her husband, perpetrator and Mother 1 allegedly meet with Barbara Snow. Perpetrator allegedly says “I don’t remember anything. I don’t know what they’re talking about but my kids don’t lie” Marion Smith allegedly suggests therapeutic help and encourages perpetrator to acknowledge his crimes.

1986 February, - Perpetrator allegedly committed himself to the in patient psychiatric ward at LDS Hospital under the care of Dr. Mason Redd. Dr. Redd decided perpetrator “was so beaten in life,so psychologically downtrodden, that he’d believe anything he was accused of”. He saw perpetrator “as helpless and innocent, a victim”

1986 February and ongoing, - Marion Smith alleges other daughter’s children see Barbara Snow. They both allegedly gave vivid details of how perpetrator abused them and that he was at parties at the home of Def 1 and Def 2. Def 2 was one of this daughter’s best friends. According to Marion Smith “The children were often at each other’s homes” These daughter's were allegedly taken to Dr Ann Tyler who gives her expert opinion that they had been abused by Perpetrator, Def 1 and Def 2, and at least 2 babysitters.

1986 March/April, - According to Marion Smith, Bountiful (police) had ‘virtually’ dismissed the case against perpetrator because neither of her daughters were going to allow the children to testify. They had been concerned by the suffering of the children in the Lehi trial. (My note, there is a contradiction here in dating because the Hadfield trial didn't begin until 1987)

1986 March/April - According to Marion Smith, a case in Salt Lake City was filed against perpetrator and his mother because mother lived in Salt Lake. Mike George, investigator for Salt Lake county interviewed Bill at John Hopkins. George allegedly believed perpetrator to be innocent and if children were not going to testify, there was no case. Lesley Lewis and Karen Knight-Egan of Salt-Lake Attorneys office allegedly told the Miles they believed the perpetrator to be guilty but there was “nothing they could do”.

1986 April, – according to Marion Smith, at request of police all 4 children were taken to Dr. Martin Palmer at the Primary Children's Hospital for verification of the abuse and to assess medical harm. Dr. Palmer found no question of their abuse after allegedly giving them medical exams that upset them.

1986 May, - According to Marion Smith, John Hopkins requested daughter's presence in interviews with perpetrator before his release. Marion and her husband were allowed in on one interview with perpetrator and therapist. Marion Smith allegedly recorded the session. Perpetrator allegedly discusses parties organised between Def1 and Babysitter depending on who she was sitting. He allegedly confirms attendance of Def1, Def2, his mother and friend whom he names Dan at 3 different properties. Mother, Def1’s and perpetrators and during daytime.

1990 February 24th, - Deseret News Article, Jay Evensen, “HADFIELD GETS A CHANCE TO SEEK RETRIAL<BR> HIGH COURT GRANTS HEARING TO EVALUATE WHAT ATTORNEYS SAY IS NEW EVIDENCE”. “Hadfield contends Snow's counseling techniques led the children to testify against him. Three of the five Utah Supreme Court justices said Hadfield should be given a chance to present that evidence, overturning a rejection by a lower court.
However, two justices said the evidence was either old, irrelevant or inadmissible.”

1990 March, - “The Task Force on Ritual Abuse was created in March 1990 by the Utah Governor’s Commission for Women and Families in conjunction with members of the Utah State Task Force on Child Sexual Abuse. A few months prior, the issues of ritual abuse in Utah were brought to the attention of members at a meeting of the Child Sexual Abuse Task Force; since that committee had been operating for some time and was well into its work, members agreed that a separate group should be formed which could study the issue.”
The broad aims of the group were:
1. Gather and analyze information about ritual abuse in Utah.
2. Sponsor responsible education of the public.
3. Assist in the education of professionals (physicians, law-enforcement personnel, court officers, child welfare personnel, mental health care professionals, educators, religious leaders and health care providers).
4. Suggest needed programs to public and private agencies.

1991 Summer - Sunstone Presentation “Sunstone 1991, 80: Child Sexual Abuse in the LDS Community” Abstract: Child sexual abuse is epidemic in Utah with its 73 percent LDS population. The Church promotes comprehensive youth programs and a reverence for authority which gives perpetrators of sexual crimes unique access to fresh victims. LDS neighborhoods are warm and friendly, an ideal environment for child molesters, most of whom at relatives or family friends. When discovery of abuse occurs, untrained Church leaders may try to treat pedophilia and other sexual disorders with counseling which fails to alter behavior. The panel will explore ways to identity and treat victims and perpetrators. It will discuss typical Church and parental responses to reported abuse, examine the presence of neighborhood sex rings in Utah, outline help which is available, and offer suggestions for more effective ways of dealing with this illness in our society.

1992 January 22nd, - Deseret News Article, Jeff Vice, “SOME INVOLVED IN LEHI ABUSE CASE PREFER TO LET THE SLEEPING DOGS LIE”, ‘On Tuesday, KUED Channel 7 aired Rhea Gavry's "Promise Not to Tell," a one-hour documentary that revolves around the Alan Hadfield case, which made headlines because of accusations concerning ritualistic sexual abuse of children’. ‘Gavry herself said that one thing that surprised her was the support for Hadfield during the trial. Neighbors and other members of the community helped raise as much as $10,000 to help pay his legal bills. Some media reports had much of the community itself rallying against the therapist, Barbara Snow, who had brought to light the allegations against Hadfield, while others discussed a group that help raise funds for the Hadfield children's continuing therapy.’

1992, – Arvin Shreeve and Sharon Kapp of Zion Society in Ogden sentenced to 20 and 10 years including sexual abuse of children. 12 members of 100 strong group, also convicted.

1992, – Brett Bullock files writ of habeas corpus on basis he had ineffective counsel in jury trial.
1992, - Concerned individuals organise the “False Memory Syndrome Foundation” A group of families and professionals affiliated with the University of Pennsylvania in Philadelphia and the Johns Hopkins Medical Institution in Baltimore created the False Memory Syndrome Foundation in 1992 because they saw a need for an organization that could document and study the problem of families that were being shattered when adult children suddenly claimed to have recovered repressed memories of childhood sexual abuse.

1993(approx), - According to Marion Smith, her two youngest daughters decided to sue perpetrator civilly for their sexual abuse. Attorney was Rocky Anderson, who by 2002 had become mayor of Salt Lake. Girls awarded a no-contest judgement of two and a half million dollars.

1994 May 24th, - Massimo Introvigne gives talk at the Mormon History Association, “A Rumor of Devils: Allegations of Satanic Child Abuse and Mormonism, 1985-1994” He states ‘It is, at any rate, important to distinguish between the stories told by survivors who suffer from MPD and the stories told by children. A bitter debate exists between national lobbies who argue, respectively, that children always tell the truth (Believe the Children) and that their memories are often false (False Memory Syndrome Foundation). However, while not even a single court conviction has been obtained based on the survivors' stories, at least a handful of cases exist in which abusers who appear to have used Satanic symbols and paraphernalia have been convicted based on reports by children.’

Across the state, the investigative team has contacted legislators, law enforcement heads, therapists, religious leaders, school counselors and civic leaders regarding ritual crime. The majority of those interviewed indicated that they believe that ritual crime is possible and probably is occurring. This same group of leaders could not produce any clear evidence to support their beliefs, and state that they just, “feel that it’s possible.”
...What hasn’t been corroborated is the multitude of reports by abuse “survivors” claiming to have been party to human sacrifices, sexual abuse of young children, torture, and other atrocities committed by well-organized groups which pervade every level of government, every social status and every state in the country.
“During an exhaustive two year search, the Unit has over 125 cases of alleged ritual crime. In some cases, these i involved hundreds of hours of investigation and evaluation. In addition, the Unit investigators have met with hundreds of citizens who claim to be victims of satanic, religious, physical or sexually motivated ritual crimes.
Many of those interviews were not assigned case numbers because they did not appear to have sufficient information to proceed. None of the allegations presented to investigators have resulted in prosecutions except for the case of the Zion Society in Ogden.”
However, [p3] outlines “In another case, three adult female children recalled memories of satanic sexual abuse that occurred while they were very young. The victims, in separate interviews discussed robed ceremonies, alters, candles, animal sacrifices and extreme physical and sexual abuse. Since their recollections appeared to show some consistency, an in-depth investigation was launched. At the conclusion of the investigation, the suspects were interviewed. Both the mother and the father admitted to serious sexual and physical crimes against the children and named several other individuals who were also involved. The case, however could not be prosecuted because the statute of limitations had run. The crimes occurred over 25 years ago, but this case does indicate that serious sexual and physical abuse can happen and that it is perpetuated by those who cloak their crimes in ritualistic activity.”

"There was a tremendous need," he recalls. "If you had schizophrenia, substance-abuse problems, anorexia, you name it, there were places you could go to get help. But there was virtually no place you could go, even though pedophilia was listed as a mental-health condition, if you wanted to get help."
“By the early 1980s, Berlin’s clinic had gained national attention. "Sexual Deviancy: Clinic at Hopkins Fills a Need," read the headline of a 1984 profile in The Baltimore Sun. The article’s language is revealing of the times: "They are child molesters, all of them. In the language of medicine, they are ‘pedophiles.’ "
“But Berlin and Hopkins found something of a loophole. "The Sexual Disorders Clinic adopted a policy of advising prospective patients that offenses against children would not be reported if their cases were referred to the clinic by an attorney, since such information could be protected by the attorney-client privilege," the clinical psychologist Douglas Peddicord wrote in the Sun. He said the clinic was trying "to hide behind lawyers to shield knowledge that the legislature has specifically refused to exempt."
Article also discusses the use of depo-provera, a drug more commonly used as a hormone therapy to treat prostate cancer.

Jardine said Bountiful police investigated these allegations in 1980s and concluded they were baseless. He suggested a therapist gave these "false memories.”
