A September 2015 annual report to Congress on the Homeland Security secretary’s application of discretionary authority from U.S. Citizenship and Immigration Services, doesn’t name beneficiaries, though it tallies reasons:
--In the 12 months through September 2014, the government processed 1,519 exemptions to the terrorism-connected restrictions in law. Beneficiaries included 806 refugee applicants and 614 applicants for permanent resident status.
--Among reasons, 627 exemptions were processed for an applicant’s provision of material support, “while under duress,” to a terrorist organization that has never targeted
U.S. interests or persons;
--189 were processed for giving material support, while under duress, to one of more than 50 foreign terrorist organizations designated by the Secretary of State (including Boko Haram, the Palestinian Liberation Front, Al Qaeda and the Islamic State of Iraq and the Levant) or one of another 50-plus groups placed by the secretary, in accord with the USA Patriot Act of 2001, on the government’s terrorist exclusion list.
--Nine were processed for an applicant receiving military training, “while under duress,” from a terrorist organization.
--28 were processed for an applicant’s provision of voluntary medical care to members of a terrorist organization “in the course of their professional responsibilities without assisting in the violent activities of an organization or individual.”
--37 were processed who provided material support to, solicited funds for, solicited individuals for membership in or received military-type training from certain terrorist organizations.
--628 were processed for applicants “who had certain activities or affiliations with specific groups” which Jeh Johnson, the secretary, approved for consideration of an exemption.
