What is the Academic Transition Team doing to strengthen literacy at River Valley Christian?
We are pleased to share another update on the work of our Academic Transition Team as they continue to strengthen the literacy approach for River Valley Christian School.
Over the course of several structured meetings, faculty members with expertise in literacy, curriculum, and instruction have engaged in thoughtful dialogue about the purpose, philosophy, and instructional practices of literacy at River Valley. We are pleased to share that there is strong philosophical alignment across both campuses.

What is the plan for the New School’s campus moving forward?
The HCA academic building is secured for the next several years through an agreement with Act 2 Network, giving our families confidence that we have a consistent and reliable home base moving forward.
In addition, we continue to have access to gym and field space through trusted local organizations for classes, practices, and special events. These relationships provide both stability and flexibility as we grow.
At the same time, we are prayerfully seeking the Lord’s guidance for long-term property solutions. We are actively exploring possibilities with current and potential organizations and will share updates as plans become clearer.
Our focus remains on providing a stable and welcoming environment for our students and families, while remaining open to the next steps God has in store for us.

What is the relationship between Acts 2 Network and the New School?
Acts 2 Network and Harvest Christian Academy are currently fellow tenants of HBC utilizing and sharing space within the HBC building. Acts 2 Network has a plan to purchase the building in the near future, at which point, they will become the school’s landlord and the school will become their tenant. All future discussions and agreements regarding space usage of the HCA building will be the responsibility of the School Board, in collaboration with the administrative team. There is no formal ministry partnership between the new school and Acts 2, and Acts 2 will not have any role in the governance, administration, or daily operations of the school in any capacity. Our leadership, educational philosophy, and policies remain entirely independent and under the direction of the new school's board and administration.

Update on Legal Status of the New School
Effective August 1st, 2025, Harvest Christian Academy and Westminster Christian School legally became one school. WCS already was an independent corporation under the name Westminster Christian Education Corporation (WCEC), with IRS exempt status under Section 501(c)(3). To wisely use our time and financial resources, our legal team was able to use the current 501(c)(3) status to bring both WCS and HCA under the current WCEC corporation. To effectuate this process, documents were filed with the Secretary of State whereby HBC released the HCA name and WCEC adopted the HCA name. This allows WCEC to conduct business as both HCA and WCS, and enables a seamless transition by being able to continue day to day business on both campuses without interruption.
When WCEC became an independent corporation in 2022, Bylaws, a Conflict of Interest Policy and a Board Policy Manual were drafted and approved for the corporation. The Board will be reviewing and amending these documents as necessary when the Board has approved items including the Statement of Faith, Mission Statement and new school name and as the governance structure is set. The new school name will also be updated on the corporate documents with the Illinois Secretary of State.

What is the relationship between Acts 2 Network and Harvest Christian Academy?
Acts 2 Network and Harvest Christian Academy are currently fellow tenants utilizing and sharing space within the HBC building. Aside from sharing space and the school being a tenant of Acts 2, Acts 2 will not have any role in the governance, administration, or daily operations of the school in any capacity. Our leadership, educational philosophy, and policies remain entirely independent and under the direction of the new school's board and administration.
Will the Acts 2 Network staff have access to spaces that students will occupy?
No. Acts 2 Network staff will not have access to HCA students or any shared spaces during times designated for school or student use, as outlined in the agreement.* We are currently implementing enhanced security measures to ensure the safety and privacy of all students and staff.
While Acts 2 staff may be present in the building for facility-related work, their access is strictly limited to designated areas that are completely separate from student spaces. Furthermore, Acts 2 will be fully moved out of all HCA-designated areas before the start of the school year, when children are present.
All construction and renovation work is being carefully planned and will not occur in student-occupied areas during school hours. Student safety is our top priority, and we are taking every precaution to enforce all security protocols without exception.
*Regarding the use of the gymnasium (the Mitch), Acts 2 Network currently has primary access to the Mitch, with specific times that the school can use the space (e.g., for gym classes). For the 2025/2026 school year, the school will use the Mitch at the specified times, the gym on the Westminster campus, along with looking to secure additional gym space in the local community.
What is the role of the Steering Team now that the new Board is installed?
The Steering Team was given authority from the Elder Board of HBC and the School Board of WCS to make decisions and navigate details regarding the partnership of the two schools and the transition to one school. Now that the new Board has been interviewed, selected and installed, effective 8/1/2025, the Steering Team will be dissolved, and the new Board will take over the responsibility of providing oversight, governance and accountability for both HCA and WCS. Is the Harvest Bible Chapel building being sold?
The building is currently under contract to be sold to another ministry, Acts 2 Network (https://acts2.network/), with the sale expected to close in 2026. As part of the agreement, the school will retain long-term access to its current space in the Harvest Christian Academy building. Acts 2 Network has expressed strong support for the School and is enthusiastic about its continued presence in the facility.

Who will lead the new school?
Carlye Hay has been appointed as the Head of School for both schools, effective June 2, 2025. While the original plan was for the newly formed School Board to make this announcement, the Board installation process is still underway as the vetting team continues to prayerfully and thoughtfully evaluate each candidate.
We understand that this represents a shift in the expected timeline, and we want to assure you that this decision was made with great care and intention. The summer months are a vital season for preparing the foundation of the upcoming school year. Critical decisions around staffing, curriculum, campus logistics, communications, and culture-building must be made well before school begins.
To ensure the stability and strong leadership needed during this transitional year, and in light of the shared authority of the WCS School Board and the HBC Elder Board to appoint a Head of School, both boards have confidently and collaboratively moved forward with this timely announcement. Carlye’s early start allows for the close collaboration necessary between her and the leadership teams of both schools to ensure a smooth, united, and successful launch into the new school year.

How will the school board be selected?
As previously communicated, the application period for board candidates officially closed on May 10, 2025. Since then, the vetting team has conducted a thorough and objective review of all applications and narrowed down the applicants. Interviews with the remaining candidates are now underway and are expected to be completed by the end of June 2025. The vetting team recognizes the significance of each individual’s contribution to the board and understands the vital role this inaugural board will play in establishing a strong foundation for the new school. For this reason, the team has approached each step of the process with prayerful discernment and intentional care. As the board is chosen, approved, and installed, we will keep you updated.

What will be the required dress code for the New School?
At this time, it is too early to determine the dress code requirements for the 2026–2027 school year. The school administration will collaborate with the newly established school board to review and decide on the dress code. This discussion will be part of a broader transition planning process, which will carefully consider all aspects of student life, including dress expectations, to ensure a smooth and well-thought-out transition for everyone.
What does a school board do?
In a Christian school, the school board serves as an oversight body that helps guide the school's mission, policies, and overall direction while ensuring alignment with its Christian values. The board typically focuses on governance, vision, financial stewardship and accountability, rather than daily operations, which are managed by the school administration.

Will the new school continue with the Home School Partnership program?
Yes! The Homeschool Partnership Program will continue next year and beyond as the two schools come together. We remain committed to providing support for homeschool families in areas such as sports and fine arts, ensuring that students continue to have access to these valuable opportunities.
What are the plans for athletics in the 2025–2026 school year?
The athletics departments are actively working with the IHSA and our conference to determine which sports we will be able to co-op for the 2025–2026 school year. This process involves evaluating eligibility requirements, logistics, and scheduling to ensure a smooth transition for our student-athletes. Our goal is to provide competitive opportunities while maintaining a strong athletic experience for all students. More details will be shared as plans are finalized.

How will this impact my student(s)?
For students graduating in 2026: There will be minimal to no impact on high school students who will be graduating in the Spring of 2026. Seniors at HCA will graduate from HCA and seniors from WCS will graduate from WCS. Their transcripts will be sent from their current school. The class of 2026 will be the final graduating class of both WCS and HCA.
For students graduating in 2027: The class of 2027 will be the first graduating class of the new school. All courses listed on their high school transcripts will transfer to the new school, and students from both HCA and WCS will follow the graduation requirements set by their original school.
For students graduating in 2028 and beyond: A transition team will be examining the graduation requirements of both schools and recommend graduation requirements for the new school moving forward. Individual high school student transcripts will be examined and considered so that there is no disruption in their course plan.
Will there be room for my student(s) in the new school?
Absolutely! We are excited about bringing these two schools together and are confident that there will be room for your student(s) in our new, unified school. As enrollment grows, we are carefully planning this transition to ensure that class sizes remain conducive to individualized student attention while making the most of our space efficiently and effectively. Our top priority is creating the best possible learning environment for all students.
How was this decision to partner made?
The decision to partner was reached after a year of thoughtful prayer, deep discussions, and careful analysis. The leadership teams from both Westminster Christian School (WCS) and Harvest Bible Chapel (HBC), including the Elder Board of Harvest Bible Chapel and the School Board of Westminster Christian School, were committed to seeking God's guidance throughout this process. After extensive planning and alignment on shared values and vision, both boards unanimously approved this transformative decision to unite the two schools into a new independent institution. This decision was driven by a shared desire to enhance the impact of Christian education, expand the Kingdom of God, and create a greater influence in the Fox Valley region by equipping students to be Christ-centered leaders in their communities.
What was the timeline for this decision?
The process of exploring a potential partnership between WCS and HCA began in the Spring of 2024. During this time, both schools engaged in prayer, shared vision casting, strategic planning, and discussions about their future, ultimately leading to the decision to move forward with the partnership. Is this one school acquiring the other?
No, this partnership will bring the strengths of two schools together to launch a brand-new school, with a new name, logo, mission statement, and vision.
Will there be a new Statement of Faith?
Yes, there will be a new Statement of Faith for the new school. Members of both HBC and WCS worked with an independent consultant to confirm that both schools are aligned theologically and are also united in mission and vision. The results of those discussions will be formed into the new Statement of Faith, Statement on Key Social Issues, Mission Statement, and Vision for the new school. These are the same principles and doctrines on which each HCA and WCS were founded many years ago.
The new school's bylaws will require all School Board members to annually affirm the Statement of Faith and Statement on Key Social Issues. Additionally, all staff and faculty must affirm them upon hiring, and at least one parent or guardian must do so when applying.
Will the new school be affiliated with a particular church?
No, this will be an independent 501(c)(3) corporation with no specific affiliation to a church. However, the new school will seek to partner with a variety of Bible-based churches in the area to make a greater community and Kingdom impact.
Will there be a new Vision and Mission for the new school?
As we step into this exciting new chapter, the new school will have a refreshed vision and mission that bring together the strengths, values, and goals of both Westminster Christian School and Harvest Christian Academy. While the core principles of discipleship, faith-based education, academic excellence, and leadership development will stay the same, our updated vision and mission will reflect our shared commitment to preparing students to impact the world for Christ.
With input from key stakeholders—including leadership, faculty, staff, and school communities—this vision and mission will help guide us as we focus on the spiritual, academic, and personal growth of every student. Over the next few months, we’ll be shaping a clear mission and vision that reinforce our dedication to partnering with families who want a strong, Gospel-centered education rooted in a Biblical worldview. Who will lead the new school?
The Superintendent/Head of School will be announced at a later time by the new School Board once they are in place. Further updates will be shared as they become available.
Will both schools have representatives in leadership and governance?
Yes, a new School Board will be formed upon the transition date of the new school. The new School Board and leadership structure will include individuals from both WCS and HCA to ensure a collaborative and unified approach to guiding the school’s future. The Steering Team, with the authority of the Elder Board of HBC and the School Board of WCS, will approve the criteria for Board Members.
What is the role and responsibility of the Steering Team?
The Steering Team, consisting of Dee Arnold, Jeff Bucknam, Carlye Hay, Richard Labib, Jeff Sharda, and Julie Untiedt, operates under the authority of the HBC and WCS boards. They are responsible for developing and executing the transition strategy, leading the transition teams, overseeing structure, staffing, financial, operational, and rebranding efforts, and ensuring a smooth handoff to the new School Board and Administrative Team.
What is the role and responsibility of the Transition Teams?
In addition to the Steering Team and School Board, we will establish various transition teams that will work collaboratively to address the many areas impacted by this transition. These teams will focus on all key functions of the schools, including but not limited to:
Each team will include staff members from both schools and will meet regularly to ensure progress is being made and that all aspects of the partnership are integrated effectively. The collaborative nature of these teams will help create a unified approach to the school year and ensure that no area is overlooked.
When will we know what staff and faculty will be a part of this new school?
The Steering Team will work with a staffing transition team to determine staffing for the new school. Further details will be shared as this process unfolds.
What will the culture of the new school be like?
The culture of the new school is something we are prayerfully and intentionally shaping as we bring these two schools together. This is a process we are all a part of, and your involvement is vital in helping to cultivate a Christ-centered environment. The excitement surrounding the vision for this partnership is grounded in our shared faith and commitment to honoring God in all that we do. As we move forward, we aim to blend the strengths of both schools’ cultures, creating a new one that reflects our values as a Christ-following community. How will this transition impact IHSA athletic programs?
For the 2025/2026 school year, WCS and HCA will continue to run separate athletics programs, except for a few select sports that will be identified by the Athletics transition team in coordination with IHSA for a co-op. This co-op will allow our athletes to join forces, providing more opportunities for competition, teamwork, and growth in sports where combining our teams will be beneficial.
By bringing together athletes from both schools, we aim to create a cohesive athletics culture that honors God through excellence, unity, and sportsmanship. The strength of this partnership will be reflected not only in our performance on the field but also in how we model Christ-centered values such as respect, integrity, and teamwork. How will this transition impact our Fine Arts programs?
For the 2025/2026 school year, WCS and HCA will maintain separate fine arts programs in areas such as vocal and instrumental music, theater, and visual arts. However, we are also exploring opportunities for collaboration where combining resources and talent will enhance the overall experience for our students. The Fine Arts transition team will identify specific areas where co-op programs can be created, allowing our students to work together across schools to further develop their artistic skills.
This partnership will not only provide greater opportunities for students to participate in a wider range of artistic disciplines, but it will also foster a unified fine arts culture that reflects our shared commitment to Christ. How will this partnership affect the school's ACSI accreditation?
The partnership between the two schools will not impact the ACSI (Association of Christian Schools International) accreditation status of either school. Both schools are individually accredited by ACSI, and as they move forward with the partnership, they will ensure that the transition complies with the guidelines for maintaining this accreditation. This will require WCS, as the current independent corporation, to file a substantive change of name for the new school and all governing documents that will be created by the new School Board. This filing ensures that the accreditation status of each school remains intact during the transition process and that the partnership complies with all ACSI standards and requirements.
How do we bring the two schools together legally?
WCS currently is an independent corporation with IRS exempt status under Section 501(c)(3). Our legal team feels it is a wise use of our time and financial resources to use the current 501(c)(3) status to bring both WCS and HCA under the current WCS corporation. The Corporation will then be able to amend its name and update the bylaws and Board Policy Manual to be consistent with the new statement of faith, mission, vision and values.
Will there be a name change?
Yes, there will be a name change. Since WCS is an independent school with 501(c)(3) status, we will be filing for a name change and updating our Bylaws and Constitution accordingly. This change will reflect our new partnership with HCA and our shared vision for the future. While the name will be new, our commitment to Christ-centered education and academic excellence will remain the same.
Where will this new school be located?
For the 2025/2026 school year, both WCS and HCA will continue operating at their current locations.
Starting in the 2026/2027 school year, it is the plan and hope to use the current HCA campus and a portion of the current WCS campus for the new school. Building stewardship is integral and we hope to share more as the plan develops.
Rest assured, we are carefully considering key factors such as accessibility, available facilities, geography, long-term sustainability, and the ability to support future growth. This process is being approached with prayer, thoughtful planning, and input from key stakeholders to ensure stability and continuity.
Our commitment remains unwavering—to provide a nurturing, Christ-centered learning environment where our students can thrive for years to come.
How will the new school be able to financially sustain itself?
During the process of HBC and WCS considering this opportunity, financial feasibility was assessed to determine the financial viability of the new school using conservative numbers of enrolled students. A transition team is in place to continue working on budgets, both a transitional budget and an operational budget for when the new school is launched. In addition to greater opportunity for Kingdom impact in our community, coming together also allows for increased efficiencies.
What will my tuition be for next year, and what will this new partnership mean for future tuition rates?
Tuition rates for 2025/2026 have already been set and will not change. For the 2026/2027 school year and beyond, the School Board will vote on tuition considering various factors to include tuition for other area Christian schools, the cost of education, affordability for families, fair compensation for our staff and faculty, overall operating costs, and any other relevant factors for setting tuition. Families will still be able to apply for financial assistance.
Why will it take 18 months to come together?
There is a lot to do behind the scenes legally, operationally, academically, logistically, financially, and more and it’s important that it is as smooth a transition as possible.
Will there be opportunities for our two communities to be together in 2025/2026?
Yes, the Steering Team and future appointed transition teams will look for ways to come together in the 2025/2026 school year, with possibilities of coming together in some classes, sharing staff, community events, fundraisers, athletics, and fine arts.
What can I do to help?
Pray that God’s hand would be evident in both the significant milestones and the smallest details as He leads this new endeavor in the Elgin area. Ask for His wisdom and guidance in every decision, from shaping the vision and culture of the school to building a strong foundation for the future. Pray for unity among leaders, clarity in planning, and provision for all necessary resources. Champion this opportunity and encourage others to see the good in what the Lord is up to!
