Statement and Petition for a Safe and Smart Reopening Plan

for NYCDOE Schools

The Principals of Community School District 13 schools serve a large community in Northern Brooklyn, NYC.  We are a community of principals committed to serving our unique Brooklyn neighborhoods and to being an active, engaged part of the larger New York City community.  We are committed to public schools and to the key tenet of public schooling which is to serve all the students of New York City.  We are committed to equity and access so that each and every student is served by our collective set of schools in reaching their highest level of social, emotional, and intellectual potential as they grow into citizens and leaders.

To that end, we are, in the current context, committed to a safe, organized, well-planned reopening of schools this fall that ensures that each of our school communities cannot only “survive” the reopening, but “thrive” in this reopening.  We, as a community of school leaders with a depth and breadth of experience leading schools, have drafted a reopening plan that we feel is a pathway to safely and sustainably reopen schools in fall of 2020 given the current context of COVID, as well as the current social unrest and collective trauma across our nation.

We accept and appreciate the framework for reopening that NYSED has put forward to all NYS districts as well as NYCDOE’s general plans as set forth in their response to NYSED’s  reopening framework.  However, in planning for reopening at the school level, we have several requests for information, time allocations, supports, policy clarifications, and personnel that we know are prerequisites to the opening of schools this fall, which we are committed to doing safely, in an organized and well-planned way.

We know that our students, staff and families deserve a school reopening that:

  • Ensures students receive instructional programming that supports their intellectual development and that respects their intellectual capacity and curiosity - anti-racist/culturally relevant and sustaining as well as aligned to priority standards. Also ensuring students are not only receiving “core” content instruction but enriched curriculum and instruction to develop their passions, interests, and wellness;
  • Protects safety and health of students, families and staff;
  • Ensures students are adequately supported socially and emotionally - to develop and thrive but also to process past, current and future trauma and stress which all young people are facing and will face;
  • Ensures teachers are prepared to provide said instructional programming;
  • Ensures all students have access to the learning management system, the aligned instructional materials (paper if needed), and aligned instructional apps;
  • Ensures all teachers are prepared to support executive functioning and digital literacy development of students;
  • Ensures that programming and attendance protocols are clear and able to be operationalized;
  • Ensures that all city systems and protocols are clear, have been tested and are able to be operationalized;
  • Ensures all related services and other student services are able to be delivered in remote and blended settings;
  • Ensures that PPE equipment is in place;
  • Ensures that safety protocols are clear and able to be operationalized.

We, the undersigned Principals (and other community members who are committed to a safe and smart opening of schools this fall), request the following conditions be met PRIOR to opening schools because AS OF NOW WE DO NOT HAVE CONFIDENCE THAT WE ARE READY TO OPEN SAFELY:

1) Each school is staffed properly - nurse, guidance counselor and sufficient teaching staff. If critical personnel are eligible to work remotely, the DOE equips schools with trained staff to take their place within the building at no expense to the school (see data in Section 2 and more details in Section 3).

2) Clear guidance/guidelines around health, safety, and PPE/ cleaning materials - detailed reports outlining exactly what PPE schools will receive and when they will expect them, how to receive more as needed as well as detailed information about each school's ventilation system (see data in Section 2 and more details in Section 3).

3) Sufficient planning time for school building leaders and staff -  full days for school building leaders and full days for staff to plan (see more details in Section 3).

4) A phase-in approach to opening school (see more details in Section 4).

5) A city-wide approach to utilizing the outdoors for instruction including closing streets and nearby playgrounds for use by schools, purchasing equipment such as tents, and supporting schools through this process (see more details in Section 4).

Section 3:         Necessary Conditions for a School Reopening: safe,

organized, well-planned and optimized to support students’ social and

emotional development, students’ intellectual development and family

partnerships.

NECESSARY INFORMATION AND/OR CLARITY ON CURRENT GUIDANCE OR POLICIES

Health Screenings

Because our schools serve students who reside in District 13 but also reside in other districts in Brooklyn and because the infection rate ranges by ZIP Code (see charts in Section 2), we request that for the safety of all staff, students and families that each person entering our school buildings be screened upon entry, as is the current policy and practice at the Regional Enrichment Centers, and that the results are confidentially shared with the DOH so as not to infringe on the privacy of each individual, assuming that the DOH is prepared to coordinate effectively with all NYCDOE schools.

Personal Protective Equipment distribution plans

Because our schools currently do not have all the expected deliveries of Personal Protective Equipment that the Central DOE is providing (see charts in Section 2), we request that for the safety of all staff, students and families that each Principal be provided with clear information about the school allocations of PPE, Central DOE’s formula for determining school allocations, the distribution plans for each school, and the protocols for schools to request more PPE in the event that we use more than was allocated.

Building Ventilation

Because current evidence suggests that indoor ventilation impacts the spread of COVID-19, we must be adequately informed and prepared to ensure that school building ventilation meets current scientific standards for decreasing likelihood of airborne spread. To that end, we request:

  • Certification of whole school ventilation functionality
  • Functionality of all windows able to open
  • Equipment to ensure rate of air exchange 3x/hour -- (exhaust fans for each room in use with window)
  • Merv 13 rated filters for all air conditioning units
  • For schools with closed HVAC systems--increase of outdoor air intake ratio to ensure rate of air exchange
  • Schedule for filter change and functionality checks

Isolation Room Staffing and Protocols

As required by NYSED’s reopening framework, each school needs a plan to ensure the safety and care of any individual who is showing possible COVID-19 symptoms as well as to ensure the safety of all other individuals in the school building. To this end, NYCDOE asked that each school designate a room for “isolation” in the event that an individual shows symptoms.  We request clear guidance as to how to staff this isolation room. We request clear guidance as to which symptoms would require someone to be placed in the isolation room.  We request clear guidance as to how to assign the individual who will escort the individual to the isolation room. Without this clear guidance, we cannot assign these roles. As of now, many of our school principals have assigned themselves or designated “To Be Determined” in their school level plans that we have been asked to complete by EOD August 12, 2020 (see data in tables in Section 2). For many of our very small schools, principals are the only administrators. Without clear guidance as to how to staff these responsibilities, we are left volunteering ourselves or leaving the role vacant.  

NECESSARY RESOURCES: PERSONNEL, TIME, SUPPORTS

Personnel

The schools across our district and, we guess, the schools across the City have a wide range of personnel challenges that are specific to the current context.  We need immediate attention to these personnel challenges in order to plan effectively for the launch of 2020 and in order to ensure a safe reopening. There are three specific areas of staffing that are of major concern:

  • Teachers - some of our schools have upwards of 40% - 50% of teachers who, because of underlying conditions or other factors are applying for “reasonable accommodations” to work 100% remotely. To be clear, we support any staff member with any underlying condition that puts them at increased danger working from home because we are all committed to the safety and health of all our community members. However, some of our schools are currently needing to decrease the number of days per week we can offer our students in person learning due to teacher shortage. These “reasonable accommodations” - in addition to hiring freezes that have left some of us with current vacancies we cannot fill through the internal hiring transfer process to which we are constrained - are leaving many of our schools with insufficient teaching staff (see data in Section 2).
  • We are requesting that Central DOE provide us with a plan to ensure that each school is fully staffed with a sufficient number of teachers to work in person so that our students are in classrooms with licensed teachers who will provide them with meaningful interactions. We request that the Central DOE provide us with staff to fill the physical vacancies left by the “reasonable accommodations” and current teacher vacancies which we can no longer fill with Open Market Transfers. Additionally, we request that our remote teachers remain serving our own school students and not be moved to a centralized teaching position or to teach students from other schools.

  • Nurses - some of our buildings do not have full time nurses (see data in Section 2).  This is extremely dangerous in the current context.  We request that each school building is provided with a full time nurse before opening the school building.

  • Guidance Counselors and Social Workers - some of our buildings have Social Workers or Guidance Counselors who have applied for “reasonable accommodations”. Again, we support this right and want to ensure the safety of our staff. However, we feel that in the context of this year’s school reopening, that each school must have a school mental health specialist who will be present in the school daily.  We request that the Central DOE ensure that each school has an in-person mental health specialist - either Guidance Counselor or Social Worker - to ensure that we are able to provide the anticipated needs of our school community.

Time and Supports for School Building Leadership

School Building Leadership needs enough time to restructure, reorganize and redesign school protocols, procedures and practices. Currently we know that the following is just a sampling of the changes we need to plan to implement starting on Day 1 of student learning:

  • Program design to ensure continuity of learning for all students, daily synchronous instruction for all students as well as plans to implement student services
  • Updated programming in ATS (NYCDOE’s attendance and student information repository)
  • Updated programming in STARS (NYCDOE’s programming system)
  • Updated safety protocols for evacuations and lockdowns
  • Updated safety plans to reflect updated safety protocols
  • Updated attendance protocols and policies
  • Updated room utilization and design for social distancing and student engagement, as well as posting all necessary health and safety signage to assist with the culture of safety and health we need to build and reinforce (wall and floor signage)
  • Distribution of PPE to classrooms (as is appropriate)
  • Breakfast and Lunch protocols and policies
  • Student and Staff entry protocols
  • Student and Staff exit protocols
  • Student transition protocols
  • Updated Grading Policies and Promotional Policies
  • Programming and Staffing assignments (our student register is still VERY unclear, with most of our schools showing that less than 50% of families - see data in Section 2 -  have registered a learning preference, and they may continue to register for 100% remote; AND our staffing is still VERY unclear as medical accommodations have yet to be approved and staff can continue to apply for medical accommodations)

Without the necessary time to plan and prepare to implement these updated policies and protocols as well as the necessary time to prepare staff who will be implementing the protocols, we will be opening unprepared and unsafely - ultimately leading to students being negatively impacted.  During Summer School 2020, many systems, protocols and policies were being built and shared with school staff and students as the program was already running. This led to a substantial amount of staff and student frustration and decreased levels of trust from staff, students and families. We cannot start Fall, 2020 in this same way. We will lose the trust of our students, staff and families in a moment when we cannot afford to. Our staff, students and families deserve to launch this school year in schools that have clear systems, protocols and practices to ensure the highest level of programming for students and the highest degree of safety for all.

We request full days of School Building Leadership Planning prior to bringing in Staff and prior to any student engagement.  And to be clear, this is the minimum amount and is based on the fact that all school building leaders have been engaging in this planning all summer, often using vacation time and weekends.

Time and Supports for School Building Staff

Once School Building Leadership has the time to restructure, reorganize and redesign school protocols, procedures and practices, school staff need time to be trained in these ON TOP OF learning to engage students in the blended and remote learning environments. School Staff need training time and learning time to ensure the following:

  • All school staff must know the full scope of safety protocols and be ready to implement them as well as ready to teach them to children in meaningful ways
  • Relevant school staff must be ready to implement new attendance protocols and policies and these need to be tested and ready to implement when we begin to engage students.
  • All instructional staff needs to have training in the school’s chosen Learning Management System as well as the apps that will be used for synchronized instruction
  • All instructional staff need to be prepared (through necessary professional learning) to launch curriculum and instruction that is of the highest quality and suited to the remote and blended learning environments.  This will require teachers to either learn a new curriculum and adjust it meaningfully for their students or adjust previously designed curriculum to the remote or blended models.
  • All instructional staff need to be prepared to launch meaningful assessment practices and feedback practices that promote student learning and engagement in remote and blended models.
  • All staff needs training in trauma-informed and healing-centered approaches as well as time to plan meaningful re-entry practices, instruction and activities to ensure that students have time to connect meaningfully with one another and with trusted staff - this connectedness is of the utmost importance as a protective factor to help mitigate the harm of trauma.
  • All staff need time to engage in trauma processing and healing practices themselves to be prepared to support students.

We need four full days of time with ONLY staff - prior to students engaging at all, either remotely or in person. And to be clear, this is a minimum, and is based on our knowledge that many of our school staff are taking their own time this summer to prepare and to engage in training and planning.

Space

Because the most updated research shows that outdoor spaces are safer, we feel that we need to maximize the use of outdoor space.  We are requesting that the NYCDOE work with DOT to ensure “Open School Streets” so that we can maximize the use of outdoor time for our students.


Section 4: Phasing Plans

The Urban Assembly Maker Academy’s School Reopening Committee drafted a Phasing Plan for opening schools this Fall.  We support this plan and used this plan to draft grade specific plans for our PreK - 8 schools.
