Commissioner
- Commissioner shall serve a 1-year term running Nov 1 - Oct 31
- The Commissioner is responsible to
- Uphold the League Constitution
- Enforce League Rules
- Answer owner questions
- Settle disputes between owners
- Manage league dues, schedules, drafts, and other policy
- Preside over annual Rules Convention
- The Commissioner alone has the power to
- Appoint and dismiss Deputy Commissioners to assist with responsibilities above
- Call in-season (between the Draft and end of Playoffs) votes on rule changes
- Successful in-season rule change votes require a simple majority (51%+) vote from All Owners (including the Commissioner)
- Call an Owner Punishment vote if an owner is in violation of a league rule, or is undertaking actions detrimental to the league or integrity of the league
- Punishment options include
- Enforced Loss(es) where an owner must bench all players in an upcoming week(s) to incur a Loss and Loss of Points
- Keeper Forfeiture where an owner’s number of keepers is reduced for the next draft/season. If this is applied the effected owner will receive a compensatory draft pick at the end of that season’s draft
- Draft Pick Forfeiture where an owner’s draft pick(s) for the next season is moved to the end of the draft (i.e. A 2nd round pick becomes the last pick of the draft and all subsequent picks shift up a slot)
- Draft Order Deprioritization where an owner’s draft position is shifted to the end of the order (i.e. A team that would be slotted into the Third Pick of the draft order is shifted to the bottom of the Order and all subsequent Owners shift up a slot)
- The Owner being considered for Punishment does not vote, all other owners must vote
- A successful Owner Punishment vote requires a simple majority (51%+) of Voting Owners
- A successful Owner Punishment vote can only be overturned within 24 hours of the result, and with the support of 100% of league owners
- Call an Owner Expulsion vote if an owner is in violation of a league rule, or is undertaking actions detrimental to the league or integrity of the league
- The Owner being considered for Expulsion does not vote, all other owners must vote
- A successful Owner Expulsion vote requires a simple majority (51%+) of Voting Owners
- If an Owner is expelled they are removed from the league immediately
- An expelled owner loses their League Dues and the right to any winnings associated with their former team
- A new owner will be installed ASAP
- If a new owner cannot be installed by the beginning of the next League Week the Commissioner will appoint a group of 2 or more owners to act as interim managers of the expelled owner’s team
- A successful Owner Expulsion vote cannot be appealed or overturned
- Veto Rules passed at the Rules Convention or during an In-Season Vote
- A vetoed rule is immediately returned to the Owners for reconsideration
- A vetoed rule can either be
- Changed/updated and voted on again per regular convention
- Maintained, but the veto must be overridden by a Supermajority of Owners (excluding the Commissioner) in a supplemental vote
- Abandoned
- Procedure to remove a Commissioner prior to the end of their term
- Any owner may bring a Commissioner Impeachment Motion in the League Chat
- That Motion must be seconded by another owner to proceed to an Impeachment Vote
- An Impeachment Vote is held in which all owners (including the Commissioner) are required to select one of these three options
- (1) Remove the Commissioner
- (2) Confirm the Commissioner
- (3) Abstain
- Option (1) Remove the Commissioner must garner a simple majority (51%) of all owners for the Commissioner to be impeached and removed from office
- If the Commissioner is removed from office then a Commissioner Election (see below) will be held to elect an Interim Commissioner that will serve the balance of the current Commissioner’s term
- If a Commissioner is removed and an Interim Commissioner is appointed, the Interim Commissioner cannot be Confirmed for Reelection and a Commissioner Election MUST be held following the close of the current season/playoffs
- An Interim Commissioner has the same powers as an elected Commissioner
- An Interim Commissioner must announce whether or not to hold an Expulsion Vote for the Commissioner/owner that was removed from the Commissioner’s office within 24 hours of their removal / the Interim Commissioner’s election
- If the Interim Commissioner declines to hold an Expulsion Vote then they may not call an Expulsion vote at a later time against the removed Commissioner/owner in relation to any of the removed Commissioner/owner’s actions performed in the capacity of Commissioner while they were in office (Simplified: If you want to expel the former commissioner from the league for being a bad commissioner you have 24 hours to do so)
- An Interim Commissioner can call an Expulsion Vote against a removed Commissioner/owner at any time in relation to actions or rules violations the removed Commissioner/owner participated in related to the management of their individual team (Simplified: If you want to expel the former commissioner from the league for being a bad owner this can happen at any time)
- Following the close of each season’s playoffs, the league will hold a vote to confirm if the current Commissioner will serve another term. If the league is being governed by an Interim Commissioner then Round 1 will be skipped and the league will proceed directly to Round 2
- Voting is held in two rounds
- Round 1: Confirmation of Reelection of incumbent Commissioner (held at Owner’s Convention)
- The incumbent Commissioner does not vote
- The incumbent Commissioner remains in-office until they have been confirmed for another term or a new Commissioner has been elected
- Voting owners can vote for two options:
- (1) Confirmation for an additional term
- (2) Proceed to Commissioner Election
- The Commissioner is considered confirmed for reelection if they receive confirmation of a Supermajority of voting owners
- After Round 1 results have been confirmed, should the Commissioner fall short of reelection a Commissioner Election will be held
- Round 2: Commissioner Election
- Any owner may nominate themselves, each other, or a third party (non-owner) to run for Commissioner
- After all nominees have been confirmed each nominee will have the chance to propose a platform and answer questions from the league
- Once platform / questions are complete a vote will be held
- A new Commissioner is considered elected once they garner the support of a Supermajority of voting owners
- All owners must vote, and must vote for a nominee (i.e. cannot vote present, abstain, etc.)
- If, after the initial vote, no nominee achieves a Supermajority of votes, the two nominees to receive the most votes will proceed to a runoff
- If there is a tie for second-place, or a three-way, four-way, etc. tie for first-place, then all nominees to receive the most and second-most votes will proceed to the runoff
- If more than two nominees proceed to the runoff, and no Commissioner is elected during the runoff then the procedure to move the top two vote-receiving nominees to a runoff outlined in this clause will repeat and another runoff election will be held
- Runoff elections will continue until a nominee is elected with a Supermajority of the vote
Off-Season Owners Convention
- To be held in person and/or virtually following the close of a season’s playoffs and disbursement of winnings
- Typical parliamentary procedure will be followed with the Commissioner presiding over the Convention
- Owners must be recognized by the Commissioner at all times to speak
- No speaking over each other, or harsh insults
- Each owner will have the chance for rebuttal during debate
- An owner speaking for a excessive amount of time will be asked to wrap up once by the Commissioner, and if they fail to do so will be asked to stop speaking
- A simple majority (51%+) of owners must be in-attendance to achieve quorum and hold the Convention
- First order of business is to crown the Playoffs Champion
- Second order of business is to hold a Commissioner Confirmation vote
- Anyone unable to attend will vote for Commissioner Confirmation early via proxy, and have the right to change their vote anytime up until the live Confirmation Vote takes place
- If the Commissioner fails a Confirmation vote, or if there is an Interim Commissioner in place and a Confirmation vote is being bypassed for a Commissioner Election, then nominations will take place during the Convention and an Election will be scheduled during the final week of the League Year (Oct 24-31)
- Third order of business, the Commissioner will review
- 2024 Convention: All Rules currently in place
- 2025 Convention and onwards: All Rules adopted by the league in the previous year’s convention
- Any owner can bring forward a motion to debate any Rule, including those in the league constitution
- Following the debate of a Rule a vote of owners in-attendance will be held to determine if the league should vote to remove/change the rule
- If a majority of owners in-attendance agree to consider changing a rule, a secondary vote will be held to confirm the replacement options / language (remove the rule, change aspects, change points associated, etc.)
- Once a majority of owners in-attendance agree to the replacement options/ language , this Rule Change motion will be added to the league poll for consideration
- Fourth order of business, the Commissioner will review Rule Change Submissions; then open the floor for Live Rule Change Submissions
- Each Rule Change Submission will be open to debate, including those related to the league constitution
- Following the debate (or non-debate) of a Rule Change Submission a vote of owners in-attendance will be held to determine if the league should vote to add/change the rule
- If a majority of owners in-attendance agree to consider adding/changing a rule, a secondary vote will be held to confirm the addition/change options / language
- Once a majority of owners in-attendance agree to the options / language, this Rule Change motion will be added to the league poll for consideration
- Fifth order of business, the Commissioner will close the Rules section of the meeting by summarizing all items that will be included in the League Poll
- The Commissioner will submit the League Poll to all members for voting following the Convention, unless 100% of members of the league are in attendance and agree to a live vote
- Each voting item (Rules, Constitutional Changes, or otherwise) in the League Poll requires a Simple Majority (51%+) to pass, unless otherwise stated in the agreed upon Addition/Change or Replacement Options / Language
- Final order of business the Commissioner will open the floor to owners for speeches or votes on non-binding motions

4 | Lineup Setting | - Lineups are set for two weekly periods: Mon-Thu and Fri-Sun
- A player is considered locked in a lineup once their MLB team has played a game and that player was in the RBL starting lineup
- Any lineup slot can be left empty and filled at later points in each Mon-Thu and Fri-Sun period
- Players locked into the lineup can be removed at any time, but cannot re-enter the lineup until the next Fri or Mon
- Players locked into the lineup that (1) receive a red designation (IL, NA, SUSP, etc) or (2) are traded in the RBL, can be replaced in the starting lineup at anytime as long as:
- The replacement player entering the lineup was not previously removed (Rule 4.4)
- The replacement player does not violate any pitching rules (Rule 5.1-5.4)
- Hitters can be shuffled within the Lineup at any time for any reason

5 | Pitching | - A maximum of 7 starts is permitted during each Mon-Thu and Fri-Sun period (14 total starts each week max)
- If a SP leaves a start due to injury prior to the 5th inning, their start does not count towards the 7 and they can be replaced in the starting lineup per Rule 4.5
- If a SP leaves a start prior to the 5th inning but has an unrelated injury afterwards, they cannot be replaced in the starting lineup (Rule 4.4)
- RP cannot pitch in a SP slot
- SP, or a RP making a Start, cannot play in a RP slot
- RP making a start must be removed from the RP slot and are allowed to re-enter the lineup as a RP in following games regardless of Rule 4.1

2024 Season Rules
- 25 man rosters + 5 IL spots & 1NA spots.
- 12 hitters
- 7 starting pitchers
- 4 relief pitchers
- 2 bench spot
- Yahoo doesn’t allow flexibility around lineup setting, so the following changes will be made for the 2024 Season:
- League officially changes to “Daily” lineup setting
- Lineups will be considered “LOCKED” once a player’s team’s first game of the week has started (Whether that is Monday or Tuesday)
- A player can only be removed from the lineup (or dropped) if they are given a red designation by Yahoo (IL, NA, D2D, SUSP, etc.)
- A removed player can be replaced by a bench player or free agent, and cannot re-enter the starting lineup until the following week
- Once a Starting Pitcher has started a game they may not be replaced in the starting lineup under any circumstances
- Bench and inactive (IL, NA, D2D) players can be added/dropped any day of the week, as long as it does not affect the locked starting lineup
- As this is an honor-system situation, and illegal action is only possible by conscious action, any violations will result in league expulsion unless a majority (5/9) of owners elect to retain the owner in violation
- No minimum innings limits
- No Starting Pitching in RP slots
- If a RP in your starting lineup is announced as an Opener or Starting Pitcher they MUST be benched / removed from your starting lineup for the game they are designated to start. The following lineup rules would still apply:
- The RP can only be replaced in your lineup if they receive a red designation
- The RP can return to your starting lineup from the bench following their Start (RP carveout)
- A RP removed from the lineup due to a Start can be dropped/replaced on your roster
- If a RP is removed from the starting lineup AND dropped, their RP slot in your starting lineup must remain empty for the remainder of the week
- No max acquisition limits
- Trade deadline Aug 8
- Schedule: 18-week regular season - play each opponent twice
- 6 teams make the playoffs
- 2024: $50 buy-in
- Regular season champ gets $150

Offseason Trading
- Teams can make offseason deals by exchanging keepers and 2024 draft picks
- 2025 draft picks CANNOT be traded prior to the draft under any circumstances
- Any traded player must be a Keeper for the team acquiring said player
- Number of players and picks in a deal must remain balanced:
- Ex.1: Team 1 sends a 2024 pick to Team 2 for a Keeper. Team 1 now has one extra keeper player and one fewer draft pick, and Team 2 has one extra draft pick but one fewer keeper
- Ex.2: Team 1 sends 3 2024 picks to Team 2 for a Keeper. Team 2 must return 2 2024 picks to Team 1 to keep the balance
- Regardless of number of keepers, teams must still designate 4 unprotected keepers, so if you trade a player for a pick(s) you would only have 4 protected keeper spots

- ADDED: HBP (+1 Point)
- ADDED: Strikeouts (-1 Point)
Pitchers
- ADDED: Relief Losses (-3 Points)
- ADDED: Pickoffs (+1 Point)
- CHANGED: Quality Starts (+2 → +5 Points)
- REMOVED: Losses (-3 Points)
Expansion Draft:
- Order determined by coin flip
- Expansion teams inserted to regular draft in opposite owner (coin flip loser is 2nd in expansion draft and 1st in regular draft)
- Takes place prior to standard draft
- Order will snake (1-2-2-1-1-2-2-1-1-2-2-1-1-2)
- Teams can only select one unprotected keeper per team
- Teams can forgo selecting unprotected keepers in favor of players from the general draft pool
- Owners can make deals with expansion teams (2024 draft picks) to exclude unprotected keepers (a la the Vegas NHL expansion draft)
