Whereas: Sierra ought to expand cooperation with regional neighbors, especially those to our North and South.

Whereas: There is much more our state can accomplish when working with others.

NOW, THEREFORE, I, ZEROOVERZERO101, Governor of the Western State, in accordance with authority granted to me by the constitution and statutes of the Western State, do hereby issue this executive order, effective immediately.

IT IS HEREBY ORDERED:

  1. The Sierra-North American Union shall be established as a regional community.

  1. The purpose of this community shall be promote cooperation and integration of the goals of various regional entities of North America, specifically along the West coast through programs and action items that foster the relationship between Canada, Mexico and Sierra.

  1. The specific regions involved will be British Columbia, Baja California, Sonora, and Chihuahua.

  1. The community shall be chaired by the Governor of Sierra, with assistance from the Governor’s various executive departments. The Governor shall be permitted to appoint a President of the Union and a Board of Directors, as well as subsequent leaders and compositions of the Union’s committees.

  1. The official mission statement of the Union shall be “To improve the economic, ecological, scientific, and security and quality of life for all Sierrans through strong public and private collaboration in advocacy, trade, networking, and information with Canada and Mexico.”

  1. Implementation of this regional community shall be as follows:

  1. The Union shall cooperate on matters of security and policing,

  1. The Union shall share police and security information in order to improve law enforcement efforts at the border and in apprehending criminals.

  1. The Union shall share emergency resources and funds in cases of severe natural disasters.

  1. There shall be created a committee on Emergency Management for such purposes.

  1. There shall further be a committee for Security established for the purposes of this section.

  1. The Union shall cooperate on matters of ecological policy,

  1. Members shall have their respective environmental protection and regulation agencies collaborate, share information, and resources on fighting climate change and other important matters.

  1. Members shall work together to establish joint cleanup and environmental protection initiatives.

  1. The Sierra-North American Environmental Initiative shall be established and filled with scientific leaders from members of the community,

  1. The Environmental Initiative shall work on strengthening ecological efforts of the member states by cooperating on regulations, forming joint carbon marketplaces and fostering cooperation and incentives for members of the Union to work together.

  1. There shall further be a committee for Agribusiness and Wildlife, Energy, and Environment and Water  established for the purposes of this section.

  1. The Union shall cooperate on scientific and academic initiatives,  

  1. Sierra public universities shall provide favorable preference to candidates from participatory states.

  1. The Sierra Department of Labor, Education, Health and Human Services shall organize and sponsor exchange trips for educators and students alike.

  1. Scientific research conducted by the Sierra government or public universities shall be made available to universities and agencies within the Union.

  1. There shall further be a committee for Art and Culture, Education, and Health Services established for the purposes of this section.

  1. The Union shall cooperate on economic integration and strengthening,

  1. The Sierra-North American Board of Commerce shall be established and shall be filled with business leaders from members of the community,

  1. The Board of Commerce shall work on integrating and strengthening the economies of the member states by easing regulations and fostering cooperation and incentives for members of the Union to work together.

  1. There shall further be a committee for Economic Development, Financial and Legal Services, Real Estate, Tourism, and Infrastructure and Ports established for the purposes of this section.

  1. The Union is only intended to provide cooperation between participants and does not create any legally binding rights or obligations, nor is any part of this order meant to supersede or interfere with federal law
