Tvarkau Vilnių

Tvarkau Vilniu is a tool which enables residents and guests of Vilnius report problems of the city via
Web or mobile app (iOS and Android). All reported problems are listed on vilnius.lt and are guaranteed to get reply from the municipality.

Our team undertook the project to solve the following problems:

1. The current version of the app requires a troublesome process for identity verification when signing up for an account. We decided to let people report the problems anonymously with no registration required.

2. The UX is outdated. We made it looking better and more user friendly.

Car Plate Reader

The idea is to install a device (based on Raspberry Pi) that has GPS, internet connection and a camera at the front of the bus. This device, when inside “A lane”, will start capturing images and send them to the server. Using plate recognition software, server will detect whether image contains plates, if yes, it will send them to be confirmed by human operator. If it is obvious that vehicle in front has violated A lane rules, images, time, coordinates will be collected and sent out to Vilnius RAO (Register of Administrative Offenses).

TECH Map of Vilnius

There's no overview where and in what quantities there are SSC's in Vilnius. There's a list but it is being quickly deprecated overtime.
It would be great to visualise this into a constantly updated list of companies with their credentials, operating market and employee count.

It would help to forecast demand, tell the investors where they might have potential "friends" and plan public transport, bicycle routes, etc.

Map of kindergartens

Problem: There is a shortage of places in kindergartens in Vilnius. Families who want to get a place in the kindergarten submit their request online where they indicate few options of favorite kindergartens. After that, they have to wait long in the queue until a place becomes available in one of selected kindergartens. In the hope of speeding up the things, the families have to login periodically to municipality website, check the updates on availability of kindergartens and change the priorities. They find difficult to operate with this information available in plain text only.

Solution: Build a tool for better for families that helps better planning and changing the options for placement their kids in kindergartens. Use map instead of plain text.

Poll-4-Vilnius

Problem: Many decisions taken by city authorities are based on a small amount of opinions. Often this leads to unhappiness of city residents: they disagree with the decision or they want their opinion is counted before the decision was taken.

Solution: Build a platform that collects people's opinions on public matters via SMS.

This problem was raised and solution was offered by the vice-mayor of the city.

Polls via SMS are widely used by city authorities in various US cities where Textizen is the leader solution provider. Textizen was developed by Code for America - Team Philadelphia and is available as open source.

Carpool in Vilnius

Problem: Most of the cars in Vilnius cary 1 or 2 people. Traffic jams in our city happen when people do their daily commute.

Solution: Create a ridesharing tool especially designed for daily commute. Car owners share their rides of daily routes

home <-> work, while riders leave their cars at home and use half empty cars instead of full busses. Besides that, it’s a good chance to socialize with new people.

Trash Bin Schedules & Reports

We are building a mobile-friendly web-based app for:

  • Looking up schedules for when your rubbish bins are due for collection
  • Reporting an issue with your bins (e.g. an overflowing bin) to the operator responsible
  • Looking at past issue reports of for bins, locations, operators

This project is part of an incentive to increase domestic recycling rates in Vilnius. We are collaborating with PTO who offered assistance in getting the schedule data. They have also shown interest in potentially taking over the project at a later stage and rolling it out across Lithuania.
